</p><p>Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.
</p><p>﻿The <b>Scrum Master</b> is responsible for facilitating <b>Agile</b> delivery, enabling high‑performing <b>cross‑functional teams</b>, and ensuring consistent application of Scrum principles and practices. This role supports delivery of enterprise data, analytics, and modernization initiatives by fostering collaboration, transparency, and continuous improvement.
</p><p>The Scrum Master serves as a servant leader and coach to the product owner, development team, and stakeholders, removing impediments, promoting Agile best practices, and ensuring alignment with program and organizational goals.

</p><p>Position will be <b>3 days remote</b> with <b>2 days (Mondays, Thursdays)</b> required to be <b>on-site Austin, TX 78701</b>.
</p><p>Normal business hours are Monday through Friday from <b>8:00 AM to 5:00 PM</b>, excluding State holidays when the agency is closed. The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested.</p></div>

OTS leads the State&rsquo;s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.
</p><p><b>The scope of the proposed services will include the following:</b></p>
