<br>The Loudoun County Department of General Services is seeking qualified applicants for the Waste Management Division Manager for Business Operations position at our Solid Waste Management Facility in Leesburg. The County’s Waste Management programs have grown substantially in recent years, resulting in the creation of a new Division of Business Operations.This position will be closely partnered with the Division Manager for Landfill Operations, with both roles reporting to the Assistant Director for Waste Management. Together, these leaders will ensure the delivery of effective, efficient, and environmentally sound solid waste, recycling, and waste reuse programs for the community.As the Waste Management Division Manager for Business Operations, you will provide leadership over administrative functions, business operations, and strategic planning for Waste Management, including oversight of the County’s public-facing recycling programs.Key ResponsibilitiesProvide strategic and operational leadership for the Division’s business operations, including administrative functions, financial management, solid waste planning, and recycling programs.Lead and manage personnel, directly supervising key staff and providing oversight of a broader team supporting administrative operations, scale services, and recycling programs.Oversee financial operations, including development and administration of the Solid Waste Program budget, landfill financial analysis, procurement processes, contract management, and oversight of funding programs (e.g., grants and tax-funded initiatives).Direct long-term planning efforts, including development, maintenance, and certification of the Loudoun County Solid Waste Management Planning District’s 20-Year Solid Waste Management Plan.Ensure compliance with the regulatory reporting requirements of federal, state, and local regulations and permits (e.g., recycling rate reports, SWIA reporting, DEQ financial assurance, and environmental certifications).Manage key operational programs and contracts, including waste hauler programs, recycling initiatives, and proactive facility capacity tracking.Oversee administrative and human resources functions, including recruitment, training, performance management, and ensuring effective administrative support across both Waste Management divisions.Support organizational leadership, acting on behalf of the Assistant Director, Division Manager for Landfill Operations, or Environmental Engineering and Compliance Program Manager as needed and contributing to division-wide strategy, policy development, and continuous improvement.Hiring salary is commensurate with experience – we provide a competitive salary commensurate with your experience and expertise, ensuring that your contributions are recognized and valued.

<div><p>The Treasurer is a locally-elected constitutional officer whose duties are mandated by the Code of Virginia and local ordinances. The Treasurer is elected at-large for a four-year term and provides direct service to all Loudoun residents and businesses. The principal functions of the Treasurer&rsquo;s Office include billing and collecting taxes for real and personal property, business licenses, and other services as specified by the Code of Virginia and local ordinances; acting as primary depository of revenue for all County agencies, including Loudoun County Public Schools (LCPS); investing and safeguarding County funds; reconciling County funds to bank and investment accounts; and providing outstanding customer service to taxpayers, County staff, and LCPS staff.</p></div><br>

<div><div>The Loudoun County Treasurer&rsquo;s Office is seeking highly qualified applicants for the position of Cashiering Manager, primarily based in the Sterling location. The Treasurer&rsquo;s Office is responsible for the collection of real estate, personal property, and other County revenues. While the primary duty location is Sterling, the selected candidate may be required to provide coverage at the Leesburg location based on operational and business needs.<br>

This position is responsible for overseeing the daily cashiering operations and ensuring the accurate, secure, and efficient processing of tax payments and departmental transmittals.<br>

The incumbent manages the day-to-day operations of the Cashiering Team, including supervision of staff, enforcement of internal controls, and ensuring compliance with County policies, procedures, and applicable state and local regulations. This role also serves as a key resource for complex taxpayer inquiries and supports the overall operational effectiveness of the Cashiering Division.<br>

Essential functions will include:<br>
<ul><li>Supervising cashiering staff and managing daily front counter operations.</li><li>Managing performance plans and conducting employee evaluations.</li><li>Overseeing cashier closeouts, balancing procedures and bank deposits.</li><li>Ensuring compliance with internal controls, County policies, and applicable codes and ordinances.</li><li>Researching and resolving taxpayer inquiries, including complex or escalated issues.</li><li>Conducting periodic audits of cash drawers and petty cash.</li><li>Coordinating deposit pickups, courier schedules, and related operational activities.</li><li>Maintaining and updating cashiering procedures and identifying process improvements.</li><li>Serving as liaison between taxpayers, County departments, and external agencies.</li><li>Coordinating or assisting with special projects as needed.</li></ul><br>
The successful candidate will demonstrate strong communication and customer service skills, attention to detail, and the ability to manage multiple priorities in a fast-paced, customer-facing environment. Proficiency in Microsoft Office applications, sound judgment, and the ability to maintain confidentiality are required.<br>
