<div>LS Technologies, LLC, a Tetra Tech Company, is seeking Technical Officer Representatives (TOR) to support the Federal Aviation Administration (FAA) in installing, maintaining, and integrating systems within the National Airspace System (NAS). TORs will provide technical oversight and sustainment support for more than 120 radar systems across the United States (including ARSR‑4, CARSR, and FPS radars). This position requires extensive travel within the U.S. and supports FAA‑regulated facilities and operations. NOTE: Candidates must possess a current DoD Secret security clearance and U.S. citizenship. Position is Remote with extensive travel within the U.S.
Job Description 
The Technical Officer Representative (TOR) will supervise and provide technical oversight for construction, renovation, installation, sustainment, and integration activities supporting mission‑critical FAA facilities and NAS systems. The TOR will manage project timelines and resources, ensure contractor work meets plans/specifications and FAA requirements, support acceptance/closeout activities, maintain project documentation, and coordinate with FAA staff, prime contractors, and vendors to sustain radar and other NAS infrastructure. This role requires demonstrable FAA experience, strong construction/project oversight skills, the ability to operate for extended periods at remote field locations, and possession of a current DoD Secret clearance.
Job Duties &amp; Responsibilities - Essential Job Functions may include (but are not limited to) the following:<ul><li>
Supervise construction and renovation of FAA projects; perform quality assurance to ensure work complies with plans, specifications, and FAA requirements.</li><li>
Maintain accurate daily records and reports related to project activities, inspections, and contractor performance.</li><li>
Serve as point of contact and coordinate directly with general contractors to ensure adherence to drawings, specifications, and FAA direction.</li><li>
Monitor progress against accepted construction schedules; identify and discuss deviations in schedule, materials, or procedures with the Project Engineer and engineering staff.</li><li>
Participate in construction inspections, final inspections, Joint Acceptance Inspections (JAI), and contract close-out activities.</li><li>
Conduct and document progress meetings with contractors, FAA stakeholders, and appropriate personnel.</li><li>
Prepare construction drawings, site‑specific specifications, contract documents, and independent cost estimates as needed to support change proposals.</li><li>
Generate and coordinate Integrated Risk Management Checklists (IRMC), communication plans, and project risk registers to meet Operational Risk Management (ORM) requirements.</li><li>
Track, reconcile, and coordinate closure of JAI project exceptions and non‑conformances.</li><li>
Submit and maintain Configuration Management (CM) web documents and related technical documentation.</li><li>
Oversee installation, troubleshooting, and ongoing maintenance of electronic and networked systems at operational sites as required to support sustainment.</li><li>
Provide technical direction to contractors and coordinate with FAA engineers, program managers, and other stakeholders to ensure continuity of mission‑critical services.</li><li>
Perform additional duties as assigned to support FAA program goals and NAS sustainment activities.</li><li>
Ensure all assigned personnel and activities comply with security requirements associated with DoD Secret and FAA suitability processes while deployed.</li></ul>
Required Qualifications<ul><li>
Bachelor&rsquo;s degree in Engineering, Construction Management, Electrical/Electronic Engineering, or related technical field is preferred; equivalent experience will be considered.</li><li>
Minimum 5 years&rsquo; experience managing project timelines and resources for construction/renovation and sustainment of mission‑critical facilities &mdash; FAA experience is mandatory for this position.</li><li>
Demonstrated experience supporting construction and renovation activities and providing technical oversight for equipment and network operations.</li><li>
Demonstrated ability to ensure deliverables are completed efficiently and within specified technical, schedule, and quality requirements.</li><li>
Experience preparing and coordinating technical documentation, design updates, compliance reports, and CM web submissions.</li><li>
Experience generating/maintaining IRMC, communication plans, and project risk registers (ORM).</li><li>
Proven ability to act as primary contractor liaison and to lead progress meetings, inspections, and contractor closeout activities.</li><li>
Ability to oversee installation, troubleshooting, and maintenance of electronic/radar/network systems at remote sites.</li><li>
Must be able to travel extensively within the U.S. for extended periods.</li><li>
U.S. citizenship required. Applicants must possess and maintain a current DoD Secret security clearance &mdash; this is a mandatory requirement for hire. Candidates who do not currently hold a DoD Secret clearance will not be considered.</li><li>
Must possess current FAA contractor credentials/badge prior to assignment or be able to obtain FAA contractor credentials/badge before start of field assignments; must comply with FAA background checks, site‑access procedures, and FAA site‑specific screening requirements.</li><li>
Clean driving record and ability/willingness to provide a Motor Vehicle Report (MVR) upon request.</li></ul>
Preferred Qualifications<ul><li>
Prior FAA project management or TOR experience at remote FAA facilities (preferred).</li><li>
Experience with FAA ARSR‑4, CARSR, and FPS radar systems.</li><li>
Knowledge of FAA operations and sustainment of DHS' Maritime Approaches Surveillance Towers (MAST).</li><li>
Experience drafting technical drawings and site‑specific construction documentation for operational infrastructure changes.</li><li>
Certifications in construction management, project management (PMP), or relevant engineering/technical certifications.</li><li>
Familiarity with FAA SLAs, FAA operational procedures, and FAA contract closeout processes.</li></ul>
Work Requirements and Additional Information<ul><li>
Position status: Full Time; Remote with extensive travel supporting FAA sites across the United States only.</li><li>
Travel: Significant &mdash; frequent, extended domestic deployments required within the U.S.</li><li>
Work schedule: Variable; may require extended shifts, weekend/holiday coverage, and on‑call/incident response.</li><li>
Candidates must be able to pass FAA suitability and any required government background checks and medical/fitness assessments necessary for site access.</li><li>
Mandatory: Candidates must possess and be able to continuously maintain a current DoD Secret security clearance for the duration of employment on this program. Proof of current clearance will be required during the hiring process.</li><li>
Must be able to obtain and maintain FAA contractor credentials/badging and comply with FAA site‑access and security procedures at all times while assigned to FAA facilities.</li><li>
Must maintain accurate project records, CM documentation, and contractor performance records per FAA and program requirements.</li><li>
May be required to participate in mission/contract‑specific security briefings and to follow special handling procedures for classified or controlled information consistent with DoD Secret adjudication and FAA policies.</li></ul>
Physical Requirements<ul><li>
Ability to lift and carry 75+ lbs; use of proper lifting techniques and/or assistance for heavy items may be required.</li><li>
Ability to climb ladders, work at heights, enter confined spaces, and use portable power tools.</li><li>
Ability to work outdoors in varied weather and terrain conditions common to remote FAA sites.</li><li>
Manual dexterity and physical capability to perform hands‑on installation, inspection, and oversight tasks at field sites.</li></ul>

Compensation (Pay Bands) 
Salary at LST is determined by a wide array of factors, such as (but not limited to) education, certifications, knowledge, skills, competencies, and experience, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. Please note that the salary information is a general guideline only. 
The projected compensation range for this position is provided within the posting and is based on full-time, 40 hour/week status. Part-time staff receive compensation at an hourly rate. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements) and is just one component of LSTs total compensation package for employees. ** In compliance with local laws, LS Technologies presents this reasonable compensation range as a guideline for roles in California, Colorado, New York, or Washington D.C.&quot;
