Essential Job Functions:
This position serves as a Spanish Language Court Interpreter in the courtroom, assisting interested parties as deemed necessary by the presiding judge. Provides oral interpretation and sight translation for spoken communication and court-related documents.
Essential Duties and Responsibilities:
Interpret during Criminal court procedures: trials, pleas, Preliminary Inquiries, Violation of Probation, Domestic Violence hearings, Bond hearings, serious and minor traffic hearings, etc.
Interpret during Civil court procedures: Protective order hearings, Civil motions, tort trials, Landlord Tenant hearings, municipal infractions, large and small claims.
Interpret conversations and conferences out of the courtroom for the state's attorney, public defender, or counsel in plea negotiations; court order mediations; debt collection agreements; oral exams; etc.
Translate documents for use in courthouse at judge?s request, e.g. Advice of Rights, Protective Order announcements, etc. Translate petitions or other documents from individuals not represented by counsel. Assist pro-se litigants with forms if needed and assist Bailiffs giving instructions in the courtrooms.
Minimum Qualifications:
Education:
High School diploma or GED equivalent.
Experience:
One (1) year of experience providing interpreting services as a freelance or court interpreter.
Licenses and Certifications required:
Maryland State Certification or Member of State Certification in the Counsel for Language Access or Federal Certification as a Spanish Court Interpreter.
Knowledge, Skills, and Abilities:
Knowledge of:
Native or near native knowledge of English and Spanish to provide interpretation with correct grammar, idioms, and pronunciation.
Legal terminology and the legal process.
Maryland Judicial System.
The Code of Professional Conduct for Court Interpreters.
Skill in:
Native or near native English and Spanish to provide interpretation with correct grammar, idioms, and pronunciation.
Ability to:
Interpret in simultaneous and consecutive modes, to sight translate documents varying in levels of difficulty and legal terminology, and to team interpret effectively.
Remain poised in stressful and pressured situations.
Provide consistent, professional, and courteous service.
Use tact in responding to staff, public officials, and the public.
Work independently.
Operate a personal computer.
Perform all essential functions of position.

Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Main Purpose of Job:
District Court Commissioners are judicial officers whose primary function includes reviewing Applications for Statement of Charges by the public and police for the filing of criminal charges in the District Court. A Criminal Summons or an Arrest Warrant may be issued based upon a finding of probable cause in the Application for Statement of Charges. A District Court Commissioner performs the following duties but are not limited to: determining probable cause for charges on police on-view arrests of persons and thereafter determining pre-trial release for those arrested persons and accepting Bail Bond moneys and other forms of surety to secure the release of an incarcerated individual. When the Circuit and District Courts are closed, District Court Commissioners also serve in the capacity of the consideration of civil petitions for interim Peace Orders and interim Protective Orders.
District Court Commissioners are often the first impression of the court for the public and for those having business with the court system in Maryland. According to Courts and Judicial Proceedings 2-607 [c](3) &quot;There shall be in each county, at all times, one or more commissioners available for the convenience of the public and police in obtaining charging documents, warrants, or criminal summonses and to advise arrested persons of their rights as required by law.&quot; Courts and Judicial Proceedings 2-607 outlines the scope, title, and duties of the District Court Commissioner.
Education: Bachelors degree from an accredited college or university.
Note: District Court Commissioner must reside in the county, or a contiguous county where employed (a Contiguous County is any Maryland County that is connected by land but includes roads and/or bridges). Note: Baltimore City residents are only eligible for consideration with Baltimore City District Court.

Upon hire, District Court commissioners are CPR certified and must renew their certification every 24 months.
Upon hire, District Court Commissioner must maintain NCIC CN5 certification to be able to conduct Criminal Record Checks on arrested persons and this certification must be renewed every 24 months.
Work is performed in locations including but not limited to District Court buildings, police stations or Central Booking facilities. Employees may be exposed to individuals who are hostile, emotionally charged and/or unhealthy or wounded.
Skills and Abilities: Commissioners are assigned to day, evening, night, weekend and/or holiday shifts and are subject to call-in during emergencies and staffing shortages. The Office of the District Court Commissioner does not close during inclement weather, times of emergency, or when other state agencies and offices are closed. Commissioners must be flexible to work shift work and at various locations. A Commissioner must be available for service 24/7 and are essential personnel. A Commissioner must have demonstrated experience using a personal computer and the ability to type efficiently. Excellent interpersonal skills as well as a professional demeanor. Candidate must have the ability to make decisions based on criteria set forth in the Law and Administrative regulations. Ability to perform all essential functions of the position.

Essential Job Functions:
The Administrative Office Specialist performs a wide variety of experienced administrative support and office management duties requiring considerable knowledge of the department?s purpose, functions, and activities, as well as knowledge of the Judiciary?s organization, policies, and processes for Baltimore City Circuit Court. Typically acts as ?gatekeeper? for the administrative office officials and as a liaison for internal and external staff and public. Drafts correspondence, reports, and documents on behalf of a senior official with knowledge of the individual?s style and intent. Work is performed under general supervision.
Essential Duties and Responsibilities:
Prepares a range of general to complex correspondence, memorandums, and
reports on behalf of the administrative official, department, or assigned unit.
Arranges meetings and logistics, prepares agendas, coordinates packets/handouts,
and composes meeting minutes for executive staff, project, and/or team meetings.
Answers, screens, and routes telephone calls; maintains calendars and makes
appointments.
Orders supplies, equipment, and forms using purchase order system; reviews
invoices and match with purchase orders; verifies receipt of goods, research
discrepancies, and makes necessary adjustments, forwards invoices for payment
and processes expense reports.
May perform human resources functions, including maintaining personnel files,
performing orientations, distributing, collecting and coordinating new hire, retirement,
promotional, reclassification, termination, and health benefits paperwork; compiling
time and attendance reports; tracking and maintaining leave usage; may serve as an
HR Liaison and attend meetings, as needed.
Makes travel arrangements and state vehicle reservations; processes expense reports, as needed.
Maintains office supplies, forms, and materials; maintains equipment service contracts and schedules routine maintenance.
Composes extensive data or research reports; performs general data entry; tabulates and analyzes records and prepares various ad-hoc and/or monthly reports, charts, and/or summaries.
Performs arithmetical calculations to track expenditures, budget reconciliations, and generate budget reports, as needed. May assist with the annual fiscal year budget process and preparation.
May supervise, train, assign, review, and evaluate the work of other secretarial or clerical employees
Minimum Qualifications:
Education: High school diploma (or GED equivalent).
Experience: Three (3) years of work experience providing secretarial, clerical, or administrative work involving the use of a personal computer and word processing software.
