The <b>Maryland Transit Administration (MTA)</b> is recruiting a <b>Police Communications Operator</b>. The main purpose of the <b>Police Communications Operator (PCO)</b> is to facilitate officer safety by monitoring police radio transmissions and utilizing all communications equipment. Personnel are required to work in a fast-paced environment, multitask, have excellent communications skills and to be a self- starter. Employees are responsible for receiving and processing telephone calls using a multi-line telephone system, utilizing Computer Aided Dispatch (CAD) to record and track all law enforcement communications and movement. Operating 700 MHZ statewide multi-channel radio system and utilizing National Crime Information Center database (NCIC) to assist Law Enforcement in the field. Personnel will also be responsible for monitoring and responding to ELERTS, MDOT MTA&rsquo;s multi reporting tool used to assist with providing customer service. Employees may also be assigned duties such as miscellaneous filing and other clerical and typing assignments required in conjunction with the position.</div><b><br>

<div><p><b>Education</b>: Graduation from a standard high school or possession of a high school equivalency certificate or a General Education Diploma (GED).<br>

<b>SUBSTITUTION INFORMATION</b><b>:</b><br>
Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.<br>
<br>
<b>NOTE:</b><br>
Applicants will be required to pass a typing test (35 words per minute) to determine the adequacy of their qualifications.<br>
Applicants must pass a job skill assessment.<br>

<b>EXAMINATION:</b><br>

<b>SPECIAL REQUIREMENTS</b><br>
 1. Employees in this position will be required to attend and pass a two-day NCIC CN1 course, after completion of this course personnel will be certified in NCIC.<br>
 2. Employees in this position must be able to work 40 hours per week and must be able to work variable shifts, evenings, holidays, and weekends based on the needs of the Maryland Transit Administration Police.<br>
 3. Employees may be subject to emergency on-call 24 hours a day and may be required to maintain a reliable communication link (telephone or pager) for the purpose of emergency call back requirements; the work is performed indoors however; employees will be assigned to satellite sites upon the needs of the department.<br>
 4. Eligible applicants may be subject to a background investigation under Federal and State laws and regulations. A conviction is not an automatic disqualification to employment. Erroneous, misleading or fraudulent information on the application is sufficient grounds for rejection from the hiring process, removal from the list of eligible, withdrawal of an offer for employment or immediate discharge.<br>
 5. Employees in this classification are subject to pre-employment drug testing and substance abuse testing in accordance with the Code of Federal Regulations 49-Federal Department of Transportation Drug Alcohol Testing Protocols and Federal Transit Administration Alcohol Testing Rules and Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.</p></div>

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure and convenient transportation facilities. <br>
<b>Nature of Work:</b> The MDTA Chief of Police oversees a nationally accredited full-service police agency, making up the second largest state police agency and the eighth largest law enforcement force in Maryland. This is executive-level police administrative and managerial work in the area of law enforcement, security, and public safety. The candidate will be a police officer sworn to uphold and enforce the laws of the State of Maryland on all properties under the Maryland Transportation Authority's jurisdiction, including concurrent jurisdiction by agreement. Work involves the responsibility for the development of police policy, rules and regulations, procedures, and training programs. It also involves responsibility for overall budgeting and manpower management, which requires analytical thinking and independent judgment.</p><p><br>
<br>
 Duties of this position include, but are not limited to, the following:</p><br>
<p></p><ul><li>
Manages, directs, and controls the sworn and civilian members of the MDTA Police team;</li><li>
Participates in the formulation of plans, programs, and goals for the agency at the executive level;</li><li>
Negotiates and manages agreements with the Maryland Department of Transportation &ndash; Maryland Aviation Administration (MAA) and Maryland Port Administration (MPA) to provide police services to those agencies;</li><li>
Represents the MDTA Police at public speaking engagements, conferences, and meetings with other law enforcement agencies, and federal, State, and local agencies;</li><li>
Prepares agency operating and capital equipment budgets for submission to the MDTA Executive Director and relevant MDOT Administrations.</li><li>
Prepares special reports or projects to be presented orally or in writing as required; and</li><li>
Directs the maintenance of records for operations, budget preparation, personnel administration, and accounting, and ensures that record keeping conforms to existing state regulations.</li></ul><p><br>
This position will report directly to the MDTA <b>Executive Director</b>. <b>The current vacancy is located in Baltimore, MD.</b><br>

<p></p><div><p><b>PREFERRED QUALIFICATIONS:</b></p><p><b>
Prerequisite</b>: Applicant must be a U.S. Citizen.</p><p><b>
Education</b>: Possession of a Bachelor's Degree from an accredited four year college or university, with a minimum of 24 semester credit hours in criminal justice subjects and satisfactory completion of a recognized law enforcement executive training program.</p><p><b>
Experience</b>: Eight years of recent full-time employment in the field of law enforcement, five of which must have been in progressively responsible supervisory or management position in the rank of Captain or its equivalent or above in whatever law enforcement organization they have been employed.<br>
<br>
<b>Substitution</b>: Ten years of recent full-time experience as a certified law enforcement officer, five of which must have been in a progressively responsible supervisory or management position in the rank of Captain or its equivalent or above in whatever law enforcement organization previously employed, may be substituted for the education and experience requirement.</p><p><b>
The ideal candidate will possess the following:</b></p><ul><li>
Experience overseeing budget preparation, expenditures, and staffing allocations</li><li>
Experience with and commitment to a prevention and problem-oriented community-focused policing philosophy.</li></ul><b>
