<div>The Statistician will support the Department of Homeland Security (DHS) - Immigration &amp; Customs Enforcement (ICE), Enforcement &amp; Removal Operations (ERO), Law Enforcement Systems &amp; Analysis (LESA) division and be responsible for developing ERO strategies to enhance its business procedures continuously. The Statistician provides advanced statistical analysis, data quality monitoring, methodology development, and reporting expertise to the U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) Law Enforcement Systems and Analysis (LESA) Division. Supporting the Statistical Unit (STU), this role ensures accurate, validated, and timely reporting to federal leadership, develops and maintains statistical methodologies, and enhances decision-making through rigorous data analysis. The Statistician also supports transition planning, onboarding, and compliance with DHS/ICE reporting standards.

Clearance Required: Able to obtain ICE 6C/Full Background Investigation (BI) level or higher clearances.
Responsibilities:<ul><li>
Draft and deliver a Transition Plan including:</li><li>
Timeline for FTE staff onboarding</li><li>
Staff resumes with skillset matrice</li><li>
Training timeline for assuming report deliverables</li><li>
Shift schedule for 7 am &ndash; 7 pm EST coverage</li><li>
Initial onboarding training plan (due by end of first week of transition)</li><li>
Provide onboarding training materials for federal staff review by the first week of the transition period</li><li>
Meet bi-weekly with the STU Unit Chief and federal staff to communicate staffing changes, coverage, tasking status, and propose process improvements. Provide written deliverable reports at each meeting</li><li>
Provide written notice of staffing changes with resumes/skillset matrices at least two weeks prior to onboarding</li><li>
Confirm in writing that new staff have been properly onboarded within two weeks of start date</li><li>
Provide written notice in advance of any major schedule changes impacting 7 am &ndash; 7 pm EST coverage; serve as POC for high-priority requests during weekends/holidays as needed</li><li>
Provide subject matter expertise and participate in methodology and reporting requirements meetings with STU and other stakeholders</li><li>
Create and maintain methodology documentation, SOPs, user guides, and validation documentation as directed</li><li>
Gather and draft business requirements to develop or adapt reporting methodologies and business rules</li><li>
Participate in testing and validation of business rule implementations; provide final training documentation</li><li>
Conduct Data Quality Monitoring by analyzing datasets to identify patterns, insights, and anomalies. Document findings, provide recommendations, and report to federal staff in writing</li><li>
Streamline methodology updates, data queries, and immigration lifecycle variables to improve statistical reporting and forecasting</li><li>
Report on key performance indicators (KPIs) across the data and visualization enterprise</li><li>
Promote interoperability of methodologies and products with other LESA and ERO models to enhance reporting and decision-making</li><li>
Provide all report deliverables in standard formatting, following STU SOPs for creation, documentation, storage, validation, and maintenance</li><li>
Gather requirements, design, and execute recurring reports from databases of record at prescribed frequencies</li><li>
Gather requirements, design, and execute reports for federally directed taskings</li><li>
Conduct daily or as-requested peer reviews of deliverables to support tasking validation</li><li>
Complete a Weekly Population Report Validation by validating standard populations and filters in systems of record, identifying/reporting data quality issues, and submitting deliverables in writing by 3 pm EST on the first business day of each week</li><li>
Support ad-hoc activities, requests, model, and tool enhancements, prioritizing and validating requests with LESA stakeholders</li><li>
Collaborate with the STU Unit Chief and federal staff to determine delivery mechanisms and deadlines</li></ul>
Qualifications:<ul><li>
Minimum 5 years of relevant experience</li></ul>
Preferred Qualifications:<ul><li>
Previous support to federal law enforcement agencies</li><li>
Bachelor&rsquo;s degree in Statistics, Mathematics, Data Science, or related field</li><li>
Proficiency in statistical software and programming languages (R, SAS, Python, or similar)</li><li>
Demonstrated experience with data quality monitoring, validation, and reporting</li><li>
Strong technical writing and documentation skills (SOPs, user guides, validation documentation)</li><li>
Excellent communication and stakeholder engagement skills</li></ul>
