Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service. 
Labor Relations is charged with the negotiation and administration of 17 collective bargaining agreements between Metra and its employees represented by 14 unions. These responsibilities include representing Metra in arbitration with respect to minor disputes and the ongoing negotiations meant to reach amicable settlements and thus avoid a major dispute as defined by the Railway Labor Act with each of these unions.
Reporting to the Director Labor Relations, the Labor Relations Specialist 1 is an entry level position that will assist with labor relations proceedings and provide support for the assigned area in advocacy or administration; may be assigned core duties involving grievance procedures, mediation sessions, gathering, collecting, and maintaining documents and records required for contract negotiations, dispute resolution, policy development, and claim investigations. 
The primary duties include: Provide support to assigned area that may include labor negotiation proceedings; conduct research; compile benchmark information; and review data related to on-property or industry-specific concerns. Follow labor relations procedures ensuring compliance with applicable laws; and update documents with legislative changes appropriately. Collaborate with staff on the development of tactics and strategies that align with department and agency goals.
For Administration 
May participate in disciplinary investigations; consult with supervisors and managers regarding contract application and interpretation; and respond to employee questions. 
Assist in the collection of Discipline Policy data; the management of the discipline database; and the collection and analysis of diversity, equity, and inclusion (DEI) data. 
Complete administrative tasks to support the full cycle of the discipline process, including research prior to issuing Notice of Investigations, preparation of scheduling, and assisting in conducting disciplinary investigations. 
 
For Advocacy 
Assist with the preparation of responses to questions on contract provisions; documents and cases scheduled for arbitration; drafts to arbitration briefs; grievance appeals from labor organizations; and dispute resolutions. 
Maintain records and documentation related to grievances, decisions, discipline, and terminations. 
Perform other related duties as assigned to meet the ongoing needs of the organization.

Job Requirements
<ul><li>Bachelor's degree OR in lieu of specified degree any combination of education and experience that equals four years in labor relations.
</li><li>Knowledge of principles and practices of labor relations, labor management theories, and research.</li><li>
Familiar with principles and practices of labor negotiation and arbitration.</li><li>
Familiar with contract drafting and administration.</li><li>
Familiar with grievance and claims handling.</li><li>
Proficient in Microsoft 365 (Word, Excel, and Outlook)</li><li>
Familiar with on-line legal research sites or resources.</li><li>
Good written and verbal communication and interpersonal skills.</li><li>
Good organizational, research, and analytical skills.</li><li>
Ability to research, interpret, and apply laws, rules, regulations, policies, procedures, and labor/management agreements.</li><li>
Ability to work independently or in a team environment and manage multiple projects in a demanding environment.</li><li>
Ability to work with sensitive information while maintaining strict confidentiality.</li><li>
Ability to analyze issues and exercise judgment in making decisions.</li><li>
Must possess and maintain a valid driver's license.</li><li>
Must be able to operate a vehicle.</li><li>
Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.</li></ul>

Reporting to the Director Compensation, Benefits &amp; HRIS, the Sr. Manager Compensation is responsible for developing, implementing, and administering compensation programs for executive and staff departments; supervising staff in the performance of their duties; recommending and revising compensation programs, policies, and procedures that align with the agency's goals and reflect best practices; and ensuring through audits, legal reports, and personal interactions that agency compensation programs are administered in compliance with organizational policies and government regulations.
The primary duties include: Develop, implement, and monitor compensation (executive, exempt, and nonexempt compensation) strategies and programs that align with agency goals, attract and retain qualified employees, comply with employment laws, are cost-effective, and reflect current trends. Manage and participate in the development and implementation of compensation goals, objectives, policies, and procedures; establish priorities and assign, review and evaluate staff work; and implement processes and standard operating procedures that reflect best practices and ensure work quality and consistency. Manage the administration of job evaluations to determine proper classification and compensation, preparation of job descriptions, designation of FLSA status, and reporting of compensation-related actions for non-contract employees. Communicate compensation policies and practices, pay decisions, and job evaluation findings to management. Supervise the conduct, participation in, and/or purchase of salary surveys to ensure the attainment of current market data for external salary competitiveness. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Promote safe work practices and maintain and foster a safe work environment. Perform other related duties as assigned to meet the ongoing needs of the organization.

Job Requirements
<ul><li>High school diploma or GED equivalent.</li><li>
In addition to #1, must have a minimum of seven (7) years of experience in compensation, human resources, or finance.</li><li>
Must have team lead or supervisory experience that may include day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, conflict management, budgeting, hiring, and discipline and/or termination.</li><li>
Considerable knowledge of compensation theories, methodologies, and trends.</li><li>
Considerable knowledge of local, state, and federal compensation laws and regulations.</li><li>
Good research, analytical, organizational, and critical thinking skills.</li><li>
Good management and collaboration skills.</li><li>
Proficient in Microsoft 365 (Word, Excel, PowerPoint, Outlook) with exhibited mastery in Microsoft Office Excel.</li><li>
Good verbal and written communication skills including the ability to explain laws and regulations to senior leadership.</li><li>
Ability to analyze and interpret data with a high level of accuracy, consistency, and detail.</li><li>
Ability to create and deliver presentations to employees at various levels in the organization.</li><li>
Ability to manage multiple priorities and adapt to change.</li><li>
Ability to use good judgment and discretion with highly confidential business and employee information.</li><li>
Ability to continually learn and apply current legislation, trends, and practices in compensation.</li><li>
Must be willing to travel within and outside of Metra&rsquo;s 6-county region.</li><li>
