 Job Summary and Purpose
 
 
 
 Design and implement a talent assessment and development framework, methodology and process for the purposes of talent identification, development, and succession planning, with an emphasis on National Development.
 
 
 Execute the full ADDIE (Analysis, Design, Development, Implementation, and Evaluation) cycle in relation to Learning and Development for all NAKILAT employees and managers, with particular focus on the development of Qatari Nationals. Manage the initiatives and programs that will enable NAKILAT to achieve its short-term Qatarization goals and long-term Qatarization objectives.

 Key Accountabilities:
 
 
 
 
 Learning &amp; Talent Development:
 
 
 
 1. Implement Learning and Development, Career Planning and Succession Planning tools &amp; methodologies reflecting leading practices in the Oil and Gas sector and the Maritime industry.
 
 
 2. Deliver development centers with associated psychometric assessments, interpreting the results to compile Employee and Line Managers' feedback reports that include recommended development actions.
 
 
 3. Collaborate with the Head of L&amp;D to design an Employee Development Program to retain and develop high potential employees by building on any capability assessments to identify capability gaps.
 
 
 4. Coordinate with the Line Managers to identify capability and competency requirements of high potential candidates and identify and recommend Training and Development requirements to bridge these gaps.
 
 
 5. Review, analyze, and assess career progression and succession planning requirements and identify and recommend relevant training and development requirements.
 
 
 6. Support flexible career paths and succession planning that focus on aligning talent and opportunities by reviewing internal and external recruiting pipelines in collaboration with the Head of Learning and Development, Talent Acquisition and Line Managers.
 
 
 7. Ensure timely identification of potential key roles/jobs and high potential candidates who could go through the succession planning process.
 
 
 8. Work with potential successor candidates to support them through succession planning programs.
 
 
 9. Assess skills and experience required for unmatched critical positions, and report risk areas, if any, to the Head of Learning and Development in collaboration with other concerned parties to put in place mitigation plans to address these risk areas.
 
 
 10. Support the delivery of high-profile business critical development programs such as operational technical programs, leadership development programs and professional accreditation programs.
 
 
 11. Project manage the development of the Annual Training Plan to address skills gaps and identified training needs, with a specific focus on Qatari Nationals.
 
 
 12. Identify suitable training providers available, both locally, regionally, and overseas, in order to deliver training objectives in line with management's requirements and coordinate the training delivery process to ensure the achievement of learning objectives.
 
 
 13. Participate in the ongoing execution of a blended learning strategy and work with the Head of L&amp;D to develop the virtual delivery model, including eLearning, online classrooms, self-directed learning, peer-to-peer learning, and social learning.
 
 
 
 Qatarization:
 
 
 
 14. Support the Career Development Planning process and advise the appropriate development actions to be taken to develop Qatari Nationals towards senior roles, as well as ensure that CDPs are in place for selected Qatari Nationals.
 
 
 15. Assist in developing and implementing a &lsquo;Mentoring and Coaching Programme&rsquo; for Qatari Nationals, including Post holders, Graduate Developees, and Trainees. Once implemented, track and report on the progress and success of these programmes.
 
 
 16. Design, develop, and implement talent programs for &lsquo;young&rsquo; Qatari talent, including the Marine Cadet Training Programme in association with QatarEnergy.
 
 
 17. Manage and successfully implement students&rsquo; sponsorships and report regularly on student progress.
 
 
 
 Performance Management:
 
 
 
 18. Participate in the establishment and maintenance of effective performance management policies, processes and systems within NAKILAT.
 
 
 19. Manage all phases of the Performance Management cycle (planning, review, and appraisal).
 
 
 20. Analyze and publish periodic internal reports on performance management practices and processes.
 
 
 21. Support the Performance Improvement process for employees who are underperforming in their current roles by ensuring that Performance Improvement Plans are in place, and well tracked.

 Qualifications, Experience and Job Skills
 
 
 
 
 
 Qualifications:
 
 
 
 
 &bull; Bachelor&rsquo;s degree in Business Administration, Human Resources, Psychology or any other related field.
 
 
 &bull; British Psychological Society (BPS) Level A &amp; P preferred or equivalent.
 
 
 
 
 Experience:
 
 
 
 
 &bull; 5-7 years of related experience of which a minimum of 3-5 years should be in a similar position / responsibility.
 
 
 &bull; Previous experience in Oil &amp; Gas industry and regional experience is preferred

 Job Summary and Purpose
 
 
 
 
 
 
 Lead the overall technical management (including technical services provided by third party managers) of LNG/LPG vessels under direct management of NSQL, in a reliable, safe and cost efficient manner. Support various projects and studies related to fleet in order to ensure efficient and reliable operations, as well as ensure that all ships are being operated in compliance with the applicable regulations and legislations as well as class requirements and industry standards.
 
 
 
 
 
 
 Accountabilities
 
 
 
 
 
 
 
 Standardization:
 
 
 <ul>
 <li>
 Maintain high technical and operational standards for the vessels in order to meet the reliability benchmarks.
 </li>
 <li>
 Strive to achieve industry-wide best standards for vessels, dry docking, repairs and performance by application of statistical analysis on repair periods, frequency of repairs, time of repairs, etc. as well as preparation of database containing details of fuel consumption, equipment failure and spare parts. Also schedule periodic ship visits and inspections in order to track achievement against best standards.

 Contribute to various projects and studies related to fleet in order to improve quality and standards of vessels.
 </li>

 Develop policies and procedures related to ship management, and ensure sign off through MOC process.

 Maintenance System:

 Monitor the system of planned maintenance while ensuring that the same is kept up-to-date and compliant to regulatory requirements.

 Assist in the technical and feasibility analysis pertaining to new or replaced vessels equipment and systems.

 Operational Support:

 Render expert technical and marine engineering advice as well as assist in shipping in order to ensure reliable, safe and cost efficient operations.

 <li>
 Resolve all technical issues and propose solutions and recommendation for the same. Explore any improvement or modification required in vessels while also tracking their status for implementation.

 </ul>
 
 
 
 
 
 Financial Support:
 
 
 <ul>

 Prepare budget for vessels, track variances with actual costs as well as take steps to control those variances.
 </li>
 <li>
 Ensure that expenditures are controlled while making sure that set standards are maintained, unplanned issues resolved and vessel performance maximized.
 </li>
 <li>
 Participate, as required, with purchase section in tender evaluation and tender preparation for sourcing of equipment, spare parts and support services.
 </li>

 Provide justification and clearance for contractors and service providers' invoices against materials supplied or services provided to the fleet.

 Regulatory Support:

 Ensure that vessels comply with all regulatory requirements including class and flag as well as certificates and surveys being valid and up-to-date.

 Monitor environmental compliance of vessels and its operations.

 Safety:

 Conduct periodic safety &amp; technical audits, vetting of vessels as well as tracking status of incident investigation. Also prepare systems for incident response and contingency plans as part of the risk management exercise.

 Performs duties and responsibilities under the guidance of Company Incident Commander as stipulated by Emergency Response Plan.
 </li>
 <li>
 Also render emergency response and support in event of incidents and/or emergencies to the vessel or company as the need be.

 Staff Performance:

 Manage ship staff in term of monitoring their performance, undertake appraisals and coordinate with Marine Personnel Department on recommendations.

 Dry Docking:

 Prepare, arrange and review dry docking specifications and documentations prior to and post every dry-docking.
 </li>
 <li>
 Attend and monitor the dry docking to ensure safety, efficiency, accuracy, quality and time schedule of repair work .
 </li>
 <li>
 Monitor personally all details of dry-docking and major planned repairs and ensure that these are in accordance to the Maintenance System in place (SMS)
 </li>
 <li>
 Participate in price negotiations in post dock review meetings.

 Relationship Management:

 Maintain interaction on issues related to potential fleet projects and long-term technical issues with third party managers.

 Marine Engineering degree (Class 1), preferably in motors and steam, or any other equivalent/relevant degree.

 Sailed as chief engineer on board LNG/VLG Carriers
 </li>

 Experience:

 <li>
 Minimum 8-12 years&rsquo; overall experience, with a minimum 2 years' experience in a similar capacity supervising LNG/LPG vessels, OR
 </li>
 <li>
 Minimum 2 years' experience of managing large scale repairs/maintenance activities on LPG/LNG vessels, OR
 </li>
 <li>
 Minimum 2 years' experience as Chief Engineer on board LNG/LPG vessels
 </li>
