Nationwide IT Services is seeking a full-time Senior Acquisition Analyst to support the Naval Sea Systems Command (NAVSEA), Naval Systems Engineering Directorate (SEA 05) in support of Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Program and its related programs in SEA 05T. The position will be located at the Washington Navy Yard, Washington DC. 
 
The SBIR program was established by Congress in 1982 to incorporate small business technological innovation into Government-supported Research and Development (R&amp;D) programs as defined in the Small Business Administration (SBA) SBIR Policy Directive. NAVSEA has participated in the SBIR Program since its inception. The goals of the SBIR program are to stimulate technological innovation, increase small business participation in federally funded R&amp;D, foster participation by socially and economically disadvantaged firms in technological innovation, and to increase private sector commercialization of federal R&amp;D. 
 
The STTR is another program that expands funding opportunities in the federal innovation and R&amp;D arena as defined by the SBA Policy Directive. Central to the program is expansion of the public/private sector partnership to include the joint venture opportunities for small businesses and nonprofit research institutions. The unique feature of the STTR program is the requirement for the small business to formally collaborate with a research institution in Phase I and Phase II. STTR's most important role is to bridge the gap between performance of research and commercialization of resulting innovations. 
 
The objective of this effort is to support the NAVSEA SBIR/STTR Program Manager (PM), who has overall management and authority for the Program, in executing the Department of Navy&rsquo;s (DoNs) SBIR/STTR program for NAVSEA. This includes assisting with the overall responsibilities of executing the Program and maximizing their effectiveness in identifying focus areas, developing topics, identifying small businesses to participate in the Program and assisting in the expedient transition of technologies, products, and services to the warfighter. NAVSEA strives to maximize the effectiveness and efficiency of the Program to bring technology to the fleet as quickly as possible. 
 
Duties and Responsibilities:<ul><li>
Conduct financial modeling.</li><li>
Develop and present acquisition proposals, acquisition strategies, and other program documentation.</li><li>
Manage post-acquisition integration.</li><li>
Work with senior management, technical teams, legal, and other stakeholders to support the acquisition process.</li><li>
Proficient in analyzing and reporting project status in the DoD SBIR/STTR program.
</li><li>Coordinate with participants on the implementation of program requirements, and financial and R&amp;D contractual management.</li><li>
Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas.

Ten (10) years of experience in support of DoD or component or component-level R&amp;D acquisition, including at least two (2) years in support of DoD or component SBIR/STTR programs that were performed within the last five (5) years.</li><li>
Two (2) years of experience with DoD SBIR/STTR Program outreach and transition activities.

Proficiency in initiating and maintaining programmatic and technical direction within broad program objectives directly related to SBIR/STTR Program R&amp;D acquisition relative to DoD and component-level systems and acquisition programs.
</li><li>Proficient in managing different phases of the DoD and component-level SBIR/STTR Programs from Phase I through Phase III, including the SBIR/STTR requirements of the DoD 5000.02 instruction, acquisition planning, Deputy Program Managers, Data Rights, Small Business Administration (SBA) and statutory procurement requirements.
</li><li>Ability to work with large and diverse teams, and the ability to effectively provide guidance, direction, and supervision in all areas of the contracted effort such as program management, R&amp;D acquisition; financial management; scheduling and tracking; program issue resolution; SBIR/STTR training; and SBIR/STTR policy, process, and procedures.

Job Qualifications:<ul><li>
Twelve (12) years of professional experience in DoD or component-level R&amp;D acquisition, including at least three (3) years in support of DoD or component SBIR/STTR program management that was performed within the last six (6) years.</li><li>
A minimum of three (3) years supervisory experience with all levels of SBIR/STTR Program policies, statutes, and regulations.

Nationwide IT Services, NIS, is seeking an Acquisition Workforce Program Analyst &ndash; Senior to support SAF/AQH (Office of the Assistant Secretary for Acquisition, Acquisition Career Management). AQH is the Air Force focal point for integrated management of the acquisition workforce across all functional areas. It is responsible for leading the Acquisition Professional Development Program, including implementing programs and policies, develops, reviews, and coordinates policy and strategic plans for the Air Force acquisition workforce. It is also responsible for managing the acquisition training office and funding to achieve strategic objectives for the workforce; career field management for scientists, engineers and acquisition program managers; management of SAF/AQ - assigned personnel including fill actions for civilian and military positions in coordination with the Air Force District of Washington (AFDW) and the Air Force Personnel Center (AFPC); management of the Acquisition Demonstration (AcqDemo) program; and the military officer management level review (MLR) promotion processes for SAF/AQ; SAF/AQ unit awards program, oversight of SAF/AQ manpower and support Contractors. 
 
The Acquisition Workforce Program Analyst will directly support HAF level actions regarding acquisition workforce Human Capital Strategic Planning and legislative actions for workforce issues.
 
 
The tasks for this position include, but are not limited to:<ul><li>
Assisting in human capital strategic planning for the Air Force acquisition workforce. Provide expertise on workforce management issues. Workforce analysis includes actions to ensure retention and development of competent and skilled professionals in acquisition positions and supporting technological areas. Making recommendations on establishment of workforce goals, hiring objectives, and the formulation of program direction.
</li><li>Reviewing and providing data to assist in preparation for legislative hearings, briefing packages and read-aheads, Congressional staffer visits, and other events to ensure an integrated and consistent Air Force position in response to Congressional questions, issues, and requests for information on assigned program/portfolio.
</li><li>Analyzing acquisition workforce statutes, draft legislation, and policy and develops recommendations in coordination with Army, Navy, and DoD offices engaged in acquisition career management policy development and guidance.
</li><li>Developing and implementing acquisition workforce briefings for MAJCOM, Air Staff, and other component personnel. Briefings ensure maintenance of support for proactive workforce management practices and policies.
</li><li>Developing policies for effective use of acquisition workforce development funds including tracking, distribution, and management of funding allocations. Monitor use of funds within the DoD components and develop creative policies to ensure the consistent and future-oriented development of the workforce.
</li><li>Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.</li></ul> 
Qualifications:<ul><li>
A master&rsquo;s degree in a relevant discipline.</li><li>
At least 10 years of relevant workforce analyst experience, to include at least four years of experience working on workforce management, training, or career field management.
</li><li>Deep familiarity with DoD acquisition workforce and functional career field force development.</li><li>
DoD acquisition career field supporting workforce subject matter.
</li><li>Quick study and proactive.</li><li>
Works independently and produces results while customer is on travel, busy in meetings, etc.</li></ul> 
Work Experience Substitutions: 
12 years of relevant work experience may be substituted for a MA/MS degree. 
BA/BS degree plus 8 years of relevant work experience may be substituted for an MA/MS degree.
