 This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).
 
 
 Responsible for providing quality assurance engineering and quality control services in support of Navarro-ATL activities. Implements the Navarro-ATL quality assurance program for a category 3 nuclear facility, based upon NQA-1-2008 with the NQA-1A-2009 addenda, including design control, procurement support, inspections, identification or processing of non-conforming items, corrective actions, audits, and other elements.&nbsp;Serves as a subject matter on quality functions in support of facilities engineering.
 
 
 
 Responsibilities
 
 :
 
 
 Under limited to general supervision:
 
 <ul>
 <li>
 Responsible for providing quality assurance/control engineering services in support of Navarro-ATL activities
 </li>
 <li>
 Completes assignments that are broad in nature, requiring originality and ingenuity
 </li>
 <li>
 Applies advanced Quality Engineering theories, methods, and research techniques in the development, establishment, and maintenance of quality assurance policies, procedures, and methods
 </li>
 <li>
 Demonstrates understanding of the application of Documented Safety Analysis (DSA) and Technical Safety Requirements (TSR) and can review and approve safety basis documents
 </li>
 <li>
 Confers with superiors on unusual matters.
 </li>
 <li>
 Leads project-wide system audits as directed by principal quality assurance engineer or program management
 </li>
 <li>
 Writes quality plans, procedures, and audit checklists.
 </li>
 <li>
 Verifies quality standards and test procedures for design and process evaluation to attain quality economically and efficiently
 </li>
 <li>
 Provides quality assurance support to ensure that products are acquired and installed in accordance with customer and company quality requirements
 </li>
 <li>
 Ensures sampling plans, quality standards, and quality instructions are utilized in assessing the quality levels of products and processes
 </li>
 <li>
 Documents evaluation, testing, and correction
 </li>
 <li>
 Provides recommendations concerning the disposition of defective materials and maintains a continuous awareness of quality problems
 </li>
 <li>
 Compiles and writes training material and conducts training sessions on quality activities
 </li>
 <li>
 May specialize in particular area of quality engineering, such as design, incoming material, process control, supplier evaluation, inventory control, reliability, research and development, software quality, laboratory quality, or administrative application
 </li>
 <li>
 May provide technical guidance to lower-level engineers, technicians, and inspectors
 </li>
 <li>
 Performs quality assurance inspections

 Requirements
 
 
 
 
 
 Minimum Qualifications
 
 :
 
 
 Grade 16:
 
 <ul>
 <li>
 Bachelor's degree (BA/BS) in Engineering, Science or related field and 2 years related experience, or equivalent combination of education and/or experience
 </li>
 </ul>
 
 
 Preferred Qualifications
 
 :
 
 
 Grade 18:
 
 <ul>
 <li>
 Bachelor's degree (BA/BS) in Engineering, Science or related field and 7 years related experience, or equivalent combination of education and/or experience
 </li>
 <li>
 Strong written and interpersonal communication skills
 </li>
 <li>
 Must be able to communicate with peers and management clearly and concisely
 </li>
 <li>
 Certified Quality Engineer
 </li>
 <li>
 Quality control inspector experience
 </li>
 <li>
 Nuclear facility operations experience
 </li>
 <li>
 Certified NQA-1 Lead Assessor/Auditor
 
 </li>
 </ul>

 Compensation:
 
 
 Grade 16: $90,150 - $113,550
 
 
 Grade 18: $109,013 - $137,538
 
 
 The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
 
 
 In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate's education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
