Citywide Equity and Inclusion (CEI) fosters the City of New York&rsquo;s global leadership in equitable, diverse, and inclusive employment practices and sets the standards for City agencies to implement the City&rsquo;s Equal Employment Opportunity Policy (EEO Policy), procedures, laws, and City mandates designed to prevent workplace discrimination and harassment under the City&rsquo;s legally protected categories. The Policy Analyst will report to the Director of Policy and Program Development and will work within the PPD unit to assist in implementation of local laws and related initiatives and will perform duties including, but not limited to the following:

Responsibilities / Tasks:
<br>
<br>
<ul><li>Draft policy and procedures that advance proposals and program development, including creating and editing associated policy documents and forms.
</li></ul><br>
<ul><li>Conduct policy analysis, which includes examining efficacy of existing policies and programs to coordinate and adapt strategic planning activities to emerging priorities.
</li></ul><br>
<ul><li>Review new legislation to operationalize requirements and support the rollout, implementation, and management of requirements set forth in the legal mandates.
</li></ul><br>
<ul><li>Create spreadsheets and tools to track policies and processes and review relevant policy advisory data to identify programmatic needs and issues.
</li></ul><br>
<ul><li>Assist in development, implementation, revision, and maintenance of electronic web-based policy formats.
</li></ul><br>
<ul><li>Analyze quarterly demographic reports to track agencies&rsquo; implementation of DEI and EEO initiatives and strategies and provide guidance to agencies as needed.
</li></ul><br>
<ul><li>Work collaboratively with the Human Capital Division on compliance related to workforce data, training content, and other projects, as needed.
</li></ul><br>
<ul><li>Carry out special projects and assignments related to CEI operations, evaluate program operations and make recommendations to develop and implement program process improvements, determine trends, resolve operational problems, gain greater program efficiencies and identify and manage risks.
</li></ul><br>
<ul><li>Assist with drafting and developing EEO-related memoranda, policies, procedures and guidance to be communicated to agency EEO Officers and evaluate program inquiries and coordinate written responses with CEI management.
</li></ul><br>
<ul><li>Design and implement surveys and review results to evaluate the effectiveness of initiatives; and
</li></ul><br>
<ul><li>Research, identify and utilize EEO and diversity and inclusion best practices to inform citywide program development and recommendations.

<h2 class="jobSectionHeader"><b>Minimum Qualifications</b></h2><br>
<br>
<p>1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
<br>
To be appointed to Assignment Level II and above, candidates must have:
<br>
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
<br>
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
<br>
3. Education and/or experience which is equivalent to &quot;1&quot; or &quot;2&quot; above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in &quot;2&quot; above. Two years as a City Research Scientist Level I can be substituted for the experience required in &quot;1&quot; and &quot;2&quot; above.

The candidate must have a demonstrated ability in the following areas: - Demonstrated background in project management, community outreach, and the ability to drive programs that support the City&rsquo;s workforce diversity, equity, and inclusion initiatives. - Strong public-speaking skills - candidate should be comfortable delivering presentations to different size groups in various capacities. - Experience working collaboratively in small teams and can simultaneously handle multiple priorities under tight deadlines - Excellent statistical and quantitative analysis skills. - Experience developing and implementing diversity, equity, and inclusion initiatives. - Ability to build and maintain positive relationships internally and externally. - High level of initiative and motivation with the ability to effectively present and communicate goals and vision, through written as well as verbal communication. - Proficiency in Microsoft Office Programs such as Word, PowerPoint and Excel. - Strong attention to detail. - Strong desire to work with diverse groups of people.
