Division/Program Summary:
<br>
The Bureau of Childcare ensures that childcare services in New York City operate in compliance with the New York City Health Code and New York State Social Service regulations and are licensed or permitted as required by law. The Bureau routinely monitors childcare programs to protect the health and safety of children while in the childcare environment and actively works to improve and expand access to high quality programs which support early childhood development and learning.<br>

Position Summary:
<br>
The Investigator will serve as a Clearance Administrator for the Central Clearance Unit conducting comprehensive background checks for childcare staff.<br>
<br>
Job Duties and Responsibilities:
<br>
<ul><li>Review background clearance applications for completeness and accuracy, and process all required checks within designated timeframe.</li><li>Manage a caseload of background clearance requests for licensed and prospective childcare providers.</li><li>Examine, analyze and verify records, documents and other information.</li><li>Draft determination letters and conduct related outreach to providers and staff of childcare programs regarding clearances.</li><li>Provide technical assistance to childcare operators and staff regarding background clearances necessary to attain, renew or maintain a license to provide services.</li><li>Ensure proper storage and handling of confidential information and update databases in accordance with protocols.</li><li>Assist childcare providers by liaising between City and State agencies, community groups, parents and the general public related to Early Childhood Education.</li></ul><br>

Minimum Qualifications</b></p><p><br>
1. A four-year high school diploma or its educational equivalent and two years of satisfactory, full-time experience as an investigator evaluating credit worthiness, searching for assets, verifying information concerning education, experience, and other personal qualifications bearing upon character and fitness for employment; or performing investigations involving the research, compilation and/or location of evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature; or<br>

2. An associate degree or 60 semester credits from an accredited college; or<br>
<br>
3. Education and/or experience equivalent to &quot;1&quot; or &quot;2&quot; above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits, from an accredited college, for one year of full-time experience. The Bureau of Division Management &amp; Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programs.<br>

This position will report to the Senior Director of Operations, who also acts as DMSC's Program Management Officer (PMO). In this cross-functional role, you will support DMSC in the development and maintenance of tracking systems that provide a continuous QA lens on HR and Procurement admin workstreams, collaborating with both Bureau and Divisional leads to identify new needs for data reporting and management tools.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

<ul><li>Identify opportunities for improved data management reporting and develop proactive decision-making tools to support administrative teams to function more efficiently and effectively.
</li><li>Support the strategic planning and centralization efforts across Procurement and HR, applying critical thinking lens reviewing processes and making recommendations to iteratively streamline cross-Divisional workflows and cross-Agency approvals.
</li><li>Perform qualitative and quantitative analysis necessary to continuously assess HR and Procurement capacity and performance.
</li><li>Assess available data sources to continuously improve current reporting systems and participate in design sessions with various functional teams as needed
</li><li>Conduct trainings for newly developed tools and provide ongoing TA guidance and support to staff as needed
</li><li>Participate in refining policies and standard operating procedures for the Division and create diagrammatic workflows
</li></ul><br>
