Position Overview:<br>
<br>
The New York City Department of Health and Mental Hygiene seeks a dynamic and experienced professional to serve as the Assistant Commissioner for Human Resources and Labor Relations. Under Executive direction, and with the broadest possible latitude to exercise independent judgment and decision making, the incumbent will be responsible for implementing HR strategies that support DOHMH including oversight of recruitment, leaves, and labor relations. The successful candidate will lead, oversee, direct, and manage all aspects of Human Resources for DOHMH.<br>

The candidate will be expected to provide strategic leadership, direction and guidance to a team of HR professionals and their respective staff; ensure the efficient daily operations of all human resources and personnel functions, administration, HR strategic planning, civil service hiring, and workforce planning; analyze existing policies and processes to determine and make recommendations as necessary to improve existing practices; collaborate with the senior leadership team to ensure HR initiatives support DOHMHs strategies and goals; advise and make recommendations to senior leadership on matters pertaining to workforce administration, compensation, promotions, and ensure the efficient and effective resolution of HR issues in accordance with applicable laws, established rules and regulations.

Proposed Duties<br>

Duties include but not limited to:<br>
<br>
<ul><li>Manage a staff of approximately 60 people in the bureau of Human Resources and Labor Relations, including Recruitment and Hiring, Civil Service, Compliance, Labor Relations, Workforce Analytics, Leaves and Benefits, and Employee Relations.</li></ul><br>
<ul><li>Provide strategic leadership for recruitment strategies, civil service hiring, succession management, administrative processing workflows, and labor management resolutions.
</li></ul><br>
<ul><li>Provide expert HR counsel to agency leadership and serve as liaison to unions, oversight bodies and external stakeholders.</li></ul><br>
<ul><li>Develop and implement HR policies and procedures consistent with civil service laws, collective bargaining agreements and agency goals.</li></ul><br>
<ul><li>Oversee recruitment, onboarding, and retention strategies to ensure skilled and diverse public health workforce that reflects the communities we serve
</li></ul><br>
<ul><li>Update agency staff on changes in HR policy.</li></ul><br>
<ul><li>Ensure that recruitment, hiring, and promotion/salary actions are done equitably in accordance with all related laws and regulations.</li></ul><br>
<ul><li>Work closely with EEO office and Occupational Safety and Health to ensure adherence to laws and regulations.</li></ul><br>
<ul><li>Ensure that leave and workers compensation requests are processed with applicable laws.</li></ul><br>
<ul><li>Work closely with the Employee Law Unit on disciplinary matters.</li></ul><br>
<ul><li>Lead agency staffing efforts in emergency activations.</li></ul><br>
<ul><li>Work closely with DCAS on civil service appointments, title classifications, and citywide HR policies.</li></ul><br>
<ul><li>Conduct analysis on salary parity, recruitment efforts, and workforce needs.</li></ul><br>
<ul><li>Provide data to agency leadership on vacancies, separations, staff demographics, and other workforce related data.
</li></ul><br>
<ul><li>Responsible for overall leadership of all Human Recourses and Labor Relations matters.</li></ul><br>
Preferred Skills:<br>
<br>
<ul><li>Experience leading a Human Resources department for a large organization, preferably in the public sector.
</li></ul><br>
<ul><li>Experience working with a unionized workforce.
</li></ul><br>
<ul><li>Ability to interpret and implement personnel rules and regulations and requirements set forth by Civil Service Laws and other applicable regulations.

Position Summary:

Reporting to the Director of Design, the Social Media Graphic Designer is responsible for the look, feel, creation, and development of the Health Department social media images design, in collaboration with the Digital Communications and Design teams. The Social Media Graphic Designer handles proactive design for planned social campaigns as well as rapid response design for emergency and urgent situations.<br>

Job Duties and Responsibilities:
<br>
<ul><li>Assist Design Director in overseeing the look and feel of social media design projects. Work closely with the Digital Communications Social Media team in the execution of messaging and campaigns.</li><li>Design social media content with firm attention to typography, composition, and message hierarchy. Assist in design for print, web, and video as needed.</li><li>Analyze and transform health data into easy-to-understand and compelling content with illustrations, infographics, charts, and graphs.</li><li>Ensure all social media graphics meet standards of design excellence and adhere to agency brand guidelines.</li><li>Coordinate and collaborate with other members of the Communications team, including Creative Communications (Marketing, Digital Communications, Language Services, and Content and Copy), Press Office, and Executive Communications, as projects call for interaction and support.</li><li>Work in a 24/7 fast-paced media environment with short turnaround of projects after hours and on weekends as necessary.</li></ul><br>
