Bureau of Operations/PHL Labs is seeking to hire a Procurement Analyst.
<br>

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Initiate solicitation documents, covering various methods of procurement, including (but not limited to) micro purchases, small purchases, and intergovernmental purchases.
<br>
<br>
Generate and perform tasks through PASSPort for oversight reviews and approvals.
<br>
<br>
Utilize various Citywide procurement-related systems, including Archibus, Financial Management System (FMS), PASSPort, Small Business Services' M/WBE Online Directory, Central Storehouse requisitions and various internal systems for managing procurements and invoices.
<br>
<br>
Review of procurement documents verifying descriptions &amp; specifications for accuracy ensuring conformity &amp; oversight compliance; in compliance with Procurement Policy Board Rules &amp; applicable oversights.
<br>
<br>
Support M/WBE initiatives; and perform other related assignments and special projects as may be required.
<br>
<br>
Follow up on problems regarding delivery of goods and services and prepares periodic progress reports on procurement status.
<br>
<br>
Makes reports on contractors' performance.
<br>
<br>
Acts as primary liaison between the agency and contractors, vendors and business representatives.
<br>

Maintain and track contract and payment records.
<br>
<br>
Responsible for inventory management in Archibus.
<br>

May supervise subordinate staff.

PREFERRED SKILLS:

The Bureau of Finance Administration and Planning seeks to hire a Human Capital Coordinator/ City Research Scientist to support the Administration Unit in planning, development, and implementation of Bureau wide human resource activities.<br>

Job Duties and Responsibilities:<br>
Under the direct supervision of the Director of Personnel, the selected candidate will serve as the Human Capital Coordinator. Responsibilities will include but will not be limited to the following:<br>
<ul><li>Research and implement various transactions related to recruitment, onboarding, payroll, employee benefits as well as promotions, transfers, separations and offboarding.</li><li>Coordinate daily activities of research projects for the division, ensuring compliance with study design and protocols.</li><li>Manage data collections, analysis, and documentation. Division/Program Summary Description: The mission of the Bureau of Tuberculosis Control (BTBC) is to prevent the spread of tuberculosis and to eliminate it as a public health problem in New York City. The goals to achieve this mission are twofold: 1) To identify all individuals with suspected or confirmed TB disease and ensure appropriate treatment; 2) ensure that individuals at high risk for progression from Infection to TB disease are identified and treated for TB infection and do not develop TB disease.<br>
<br>
Position Summary: Reporting to the Supervising Public Health Advisor and or the Regional Manager, and working with an interdisciplinary team, as a Public Health Advisor(aka Case Manger) you will be assigned cases to manage from the time they are reported to BTBC until the patents complete TB treatment or disposition. You will interview and educate patients, communicate with medical provider, care coordination, collect data, update the TB registry, conduct home visits, and participate in QA reviews.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
<br>
Interview and educate patients diagnosed with or those who are receiving medical evaluation for a Tuberculosis disease.
<br>
Elicit, locate, and test individuals exposed to tuberculosis disease to prevent further spread of the disease.
<br>
Conduct surveillance activities including administering diagnostic test for TB and collecting/transporting specimen including but not limited to blood.
<br>
Conduct home visits to execute tuberculosis case management activities including but not limited to; test and educate persons exposed to infectious patients; to locate and return lost patients to medical follow-up; to assess the home environment.
<br>
Observe patients with a communicable disease ingest prescribed medication.
<br>
Make site visits to hospitals and private medical offices to conduct record reviews and extract data.
<br>
Manage and monitor patients with presumptive tuberculosis disease, confirmed disease and contacts from diagnosis thru completion of treatment or final status determination.
<br>

PREFERRED SKILLS:

Knowledge of Public Health or health care delivery; good communication and organization skills; ability to work in a team environment; working knowledge of Microsoft suite (MS word, Excel etc.); Experience working in the community in a social service, mental or public health capacity; excellent writing and communication skills.<br>

Minimum Qualifications</b></p><p><br>
1. A baccalaureate degree from an accredited college, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences; or

2. A baccalaureate degree from an accredited college, and six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program, performing one or more of the following: interviewing, conducting field investigations, assessing health risks, making referrals, or collecting and analyzing epidemiological data; or
<br>
3. A four-year high school diploma or its educational equivalent, and four years of full-time satisfactory experience as described in &quot;2&quot; above; or
<br>
4. Education and/or experience equivalent to &quot;1&quot;, &quot;2&quot; or &quot;3&quot; above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. Under the supervision of the Director and Deputy Director of the Contracts Unit, the successful candidates will be expected to:

<ul><li>Interact regularly with internal stakeholders/clients and external entities, ensuring that all contracting processes are followed, including obtaining and documenting all necessary approvals required in connection with each contract.

<ul><li>Work with the ACCO's Office and DOHMH Procurement staff to ensure that all publicly funded contracts follow proper processes, including the Procurement Policy Board Rules and PASSPort, the City's new contract review portal. Facilitate the resolution of business and legal issues, formulating recommendations using analysis and creativity.

- Assess, develop and negotiate contract terms, including but not limited to insurance, intellectual/real - property and privacy for all DOHMH agreements.

<ul><li>Ensure consistency of contract terms with DOHMH policies, procedures and goals.

<ul><li>Review and negotiate contracts with a focus on risk reduction and protection of confidential information.
