DOI serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.<br>

The Department of Investigation (DOI) is seeking a highly skilled Confidential Investigator Level 3 to join Squad 3, which oversees several key New York City agencies, including the Department of Housing Preservation and Development, the Department of Buildings, the Housing Development Corporation, the Department of Small Business Services, the Department of City Planning, the Business Integrity Commission, the Landmarks Preservation Commission, and the Board of Standards and Appeals.<br>

In this investigative role, you will conduct complex and long-term investigations of fraud and corruption involving affordable housing subsidies, development tax credits, and entities engaged in housing-related business with New York City using all types of investigative tools, including subpoenas, interviews, physical and electronic surveillance, undercover operations, and confidential informants.<br>
<br>
Key Responsibilities:<br>
<br>
<ul><li>Lead investigations into suspected fraud, corruption, and misconduct involving City employees, City-funded housing developers, contractors, vendors, and public benefit recipients.</li></ul>
- Examine a wide range of records and data -including development filings, housing applications, financial statements, and agency records and policies -to detect vulnerabilities and irregularities.<br>
<ul><li>Plan and execute investigative operations, including interviews of witnesses and subjects, surveillance activities, subpoenas, and fieldwork across New York City.</li><li>Collaborate closely with DOI attorneys, auditors, analysts, and investigators, as well as prosecutors and other law enforcement agencies, in advancing investigations and sharing findings.</li><li>Draft clear investigative reports and written referrals</li><li>Propose operational and procedural reforms to strengthen agency controls and reduce risk.</li><li>Maintain meticulous case documentation in compliance with DOI standards, and uphold confidentiality and integrity in all investigative activities.</li><li>Participate in cross-team case briefings, trainings, and interagency coordination meetings.</li></ul><br>

Squad 10 oversees City agencies, including the Department of Transportation (DOT), Environmental Protection (DEP), Design and Construction (DDC), and Parks and Recreation (DPR). These agencies manage over $50 billion in capital projects across NYC and its watershed and play a central role in delivering critical public services from clean water and transportation to green space and infrastructure.<br>
<br>
To effectively oversee the finances and operations of these agencies, Squad 10 seeks a highly skilled financial investigator and experienced leader to serve as a Deputy Inspector General (DIG) focused on investigating complex financial matters.<br>
<br>
Directly reporting to the Inspectors General for Squad 10 and working closely with Squad leadership, the DIG will be responsible for conducting complex, high-impact criminal and administrative investigations into suspected corruption, fraud, waste, and misconduct that may result in criminal charges, administrative referrals, or public reports. The selected candidate will have special responsibility for investigations of complex financial matters, including matters involving financial frauds, misappropriation, embezzlement, and other &ldquo;follow the money&rdquo;-type cases.<br>
<br>
The ideal candidate will bring robust investigatory, writing, and leadership experience, complemented by strong communication and interpersonal skills that inspire productivity and motivate team members in conducting timely investigations that adhere to agency standards. Exceptional writing and editing abilities will be required to ensure that all investigative reports and documents are clear, concise, accurate, and compelling. This role requires sound judgment, a proven record of investigative leadership, and the ability to manage sensitive issues with discretion and integrity. A genuine interest in understanding the programs and histories of the agencies is essential.<br>

Key Responsibilities:<br>

Minimum Qualifications</b></p><p><br>
1. A baccalaureate degree from an accredited college or university and four years of full-time experience in investigation, auditing, law enforcement, law security, management analysis, or in a major operational area of the agency to which the assignment is to be made; at least 18 months of which must have been in a supervisory, administrative, managerial or executive capacity, and the approval of the Commissioner of Investigation; or
<br>

2. Education and/or experience equivalent to &ldquo;1&rdquo; above. However, all candidates must have the approval of the Commissioner of Investigation and 18 months of supervisory, administrative, managerial or executive experience; or 18 months of experience in the exercise of discretion and professional judgment in significant policy matters related to criminal justice or areas particularly relevant to the Office of the Inspector General to which the candidate would be assigned.</p><p><b><br>
Preferred Skills</b></p><br>
1. A minimum of 5 years of investigative, audit, legal, or law enforcement experience, ideally in an investigative agency or prosecutor's office. 2. Substantial experience investigating complex financial matters. 3. Juris Doctorate (J.D.), Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), or other relevant professional credential highly preferred. 4. Demonstrated leadership in conducting and managing complex criminal and administrative investigations. 5. Strong writing, editing, and oral communication skills, with the ability to present complex findings clearly and persuasively. 6. DOI's Squad 10, which includes the Offices of the Inspectors General for the Department of Transportation (DOT), Department of Environmental Protection (DEP), Department of Design and Construction (DDC), and Department of Parks and Recreation (DPR), seeks an experienced investigator to serve as an Assistant Inspector General. Squad 10 oversees a majority of the City's capital budget and important projects involving the City's construction of public facilities, delivery of clean drinking water and working sewers, water mains, and tunnels; transportation infrastructure such as roads, bridges, and ferries; and the maintenance of parks and open spaces.

Squad 10 is seeking an Assistant Inspector General (AIG) who will lead and conduct criminal investigations into fraud and corruption relating to City agencies, employees and contractors. This position is within a unit that specializes in, among other things, embezzlement and fraud involving the procurement of City contracts. The AIG will be required to play a lead investigatory role on complex investigations involving significant financial analysis and document review. The AIG will also be expected to independently conduct investigations related to conflicts of interest, waste, and gross mismanagement, and to prepare detailed written work product derived from those investigations, such as reports and memoranda. The AIG will also play a limited role in overseeing other investigators.

Proven ability to perform financial analysis, analyze internal controls and policies, conduct interviews, and provide testimony. 3. Demonstrated writing ability, including to prepare detailed written reports and memoranda, and experience editing written word product to a high standard. Candidates should be prepared to provide a writing sample. 4. Proven ability to conduct and lead field activities, such as search warrant operations and surveillance, with minimal supervision. 5. Demonstrated ability to function independently, with minimal supervision, to conduct investigations and balance an active caseload of multiple cases on a short timeline. Possess excellent organizational skills and proven ability to manage time efficiently in a fast-paced environment. 6. Experience with investigations into government agencies, procurement, and/or contracts. Specific experience with investigations into the construction industry, infrastructure projects, and/or engineering is a plus. 7. Experience working with federal, state, and city prosecutors on complex investigations and cases. 8. Strong interpersonal, written, and analytical skills. 9. Proficiency in Microsoft Office, advanced Excel skills, including V-lookup and pivot tables, bank statement scanning software, and various computer programs. 9.
