 Summary
 
 
 
 Involves developing, implementing, and monitoring environmental and safety programs and policies to ensure compliance with federal, state, and local environmental, health, and safety regulations, and to ensure a safe and sustainable workplace.
 
 
 Responsible for the research, collection, analyses of scientific data, development and implementation of procedures and techniques to meet environmental regulatory obligations and permitting requirements. Applies scientific theories to develop new and/or improved products, processes, or technologies. Additional responsibilities include Spill Prevention, Control, and Countermeasure (SPCC); New York State Petroleum Bulk Storage (PBS) registration; New York State Chemical Bulk Storage (CBS) registration; New York State Pollutant Discharge Elimination System (SPDES); New York State solid waste management regulations; Resource Conservation and Recovery Act (RCRA) hazardous waste regulations and Emergency Planning and Community Right-to-Know Act SARA Tier II chemical inventory reporting.Additional responsibilities include: compliance management of continuous emission monitoring systems (CEMS) in compliance with facility Title V Operating permits, State and Federal regulations; analysis of emissions data and verifying unit compliance with emission limits; coordinating of emissions monitoring maintenance, stack testing and ensuring accuracy of event specific and periodic compliance reporting.
 
 
 
 Responsibilities
 
 
 
 <ul>
 <li>
 Work unassisted in a particular program area of expertise.
 </li>
 <li>
 Prepare original study scopes, conduct independent analysis of study results and evaluate study reports in their particular area of expertise.
 </li>
 <li>
 Work within the EH&amp;S management structure to provide support, direction and overall coordination with larger project and facility aspects and goals.
 </li>
 <li>
 Establish and or maintain on-going relationships with a diverse array of regulatory agency staff members for the purpose of sharing technical information and acquiring insight to agency interpretations related to area of expertise.
 </li>
 <li>
 Ensure application of sound environmental management principles to technical issues and in-field or in-facility activities.
 </li>
 <li>
 Support implementation of best management practices at the Authority&rsquo;s facilities that respond to the findings of natural resources studies or are required by permit provisions.
 </li>
 <li>
 Ensure that work conducted on Authority property is conducted in an environmentally sound manner, meeting all regulatory requirements in a cost-efficient manner.
 </li>
 <li>
 Document regulatory requirements and manage the process of informing outside audiences (including agency personnel, landowners, government officials) of the Authority&rsquo;s work and the conclusions drawn therefrom.

 Aptitude to develop consensus for action in an operating and/or construction environment.
 </li>
 <li>
 Ability to review and comprehend environmental regulations and advise specific actions to senior colleagues.
 </li>
 <li>
 Knowledge of state and federal agency regulations regarding environmental issues.
 </li>
 <li>
 Ability to collaborate with colleagues to coordinate environmental compliance efforts related to issues from Authority Operating Facilities, Business Units, the regulatory community.
 </li>
 <li>
 Exhibit intermediate knowledge to serve as support to NYPA point of contact with outside organizations in specific area of expertise.
 </li>
 <li>
 May influence others within the team through explanation of facts, policies, and practices.

 Education, Experience and Certifications
 
 
 
 
 <ul>
 <li>
 Bachelor&rsquo;s degree in Geosciences, Biological Science, Environmental Science or related field .
 </li>
 <li>
 An advanced degree and/or Professional Certification in a related field, is preferred
 </li>
 <li>
 Minimum 3 years of related experience
 </li>
 <li>
 Experience in a variety of utility industry issues, and environmental permitting with particular expertise in one or more specific environmental area
 
 
 </li>
 </ul>

 The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is $88,000 - $132,000. The salary offered will be determined based on the successful candidates&rsquo; relevant experience, knowledge, skills, and abilities.
