DOB analysts rely on their skills for creative problem solving, attention to detail, and comprehensive communication to respond to emerging challenges, identify and develop solutions, and ensure the fiscal health of the State.<br>
</div><div>The Information Technology Section of the General Government and Workforce Unit is responsible for the budget of the Office of Information Technology Services (ITS). ITS provides centralized technology services to customer agencies, sets the State's technology standards, and coordinates and governs information technology projects.

This position offers broad-based experience in all aspects of IT financing and the opportunity to work with many state agencies on the financing of IT projects.</div><h3 class="jobSectionHeader"><b><br>
Responsibilities</b></h3><div><br>
Budget and Policy Analysts at DOB are typically involved in:</div><ul>
<li>Developing in-depth knowledge of program areas, including detailed analysis of broader trends (e.g trends in the policy area, budgetary and spending trends, economic trends and implications, etc.), potential impacts on program operations, and collaborating with counterparts to understand agency and program operations, issues, and challenges.</li>
<li>Drafting recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.</li>
<li>Managing the State&rsquo;s Financial Plan including by projecting and monitoring spending trends, identifying challenges, and working with counterparts to mitigate fiscal risks.</li>
<li>Conducting in-depth studies, participating in projects, and representing DOB in workgroups related to the delivery of enterprise services by ITS.</li></ul><br>

<li>Ability to work both independently and collaboratively with diverse stakeholders.</li>
<li>Fluency in Excel formulas and functions, and other Microsoft applications.</li>
<li>Strong written, visual, and verbal communication skills.</li>
</ul><div>The ideal candidate will have analytic ability and a willingness to learn. Key skills for this role include objectivity, flexibility, and adaptability.<br>
</div><div>All positions are located in Albany, NY, and weekly onsite work is required coupled with some remote work flexibility. Mandatory overtime may be required.</div><br>

Budget and Policy Analyst- Information Technology

DOB analysts rely on their skills for creative problem solving, attention to detail, and comprehensive communication to respond to emerging challenges, identify and develop solutions, and ensure the fiscal health of the State.<br>
</div><div>The Fiscal Planning Unit (FPU) is responsible for the development and management of the State&rsquo;s Financial Plan, which governs the State&rsquo;s financial activity. The State&rsquo;s Financial Plan is statutorily required to be issued on a quarterly basis and is utilized in regulatory disclosure as the State is an issuer of debt. FPU provides DOB leadership with options for achieving and maintaining balanced budgets and addressing emerging public finance challenges. FPU works closely with staff across DOB to help identify, assess, and address risks to the State&rsquo;s Financial Plan and in the production of financial disclosure materials.</div><h3 class="jobSectionHeader"><b><br>

<li>Analyzing, developing, and implementing key aspects of the Financial Plan with a particular emphasis on reviewing and analyzing budget estimates and operating trends. Drafting recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.</li>
<li>Managing the State&rsquo;s Financial Plan including tracking operational metrics, projecting and monitoring spending trends, , and working with counterparts to mitigate fiscal risks.</li>
<li>Providing support to examiners and agency staff in setting fiscal policy, determining appropriate funding mechanisms, transactional steps, and reporting methods.</li>
<li>Formulating and presenting recommendations and areas for review and/or improvement based on independent analysis, and interpretation of data and information.</li></ul><br>
