JOB DESCRIPTION

The Intelligence and Analysis Bureau collects information related to domestic extremist, foreign terrorist organization, targeted violence, and hostile foreign intelligence threats to the State of New Jersey and the region; provides insightful analysis to generate intelligence products relevant to New Jersey; and disseminates tailored, actionable intelligence to New Jersey&rsquo;s law enforcement, public and private-sector partners in a timely manner.

Under the direction of the Intelligence and Operations Division Director, this position will function as the Bureau Chief for the Intelligence and Analysis Bureau which performs the critical function of providing strategic and tactical intelligence collection and analysis related to terrorism, hostile foreign intelligence, and targeted violence threats to the State of New Jersey. Duties and responsibilities will include but are not limited to:
<ul><li>Manage the staff and activities of the bureau including identifying and modifying programs based on a changing threat environment and hiring, training, supervising and evaluating personnel.</li></ul>
<ul><li>Coordinate analytical investigations designed to gather intelligence information to establish a profile of an alleged group(s) or organization(s) involvement in terrorism objectives to determine resources, capabilities, intent, and vulnerability studies. Direct searches of open source and classified information and supervise the preparation of in-depth reports of a highly complex nature to be utilized by superiors in planning the type and course of action to protect New Jersey citizens and others from terrorism.</li></ul>
<ul><li>Collaborate with Operations and Mission Support Bureaus to ensure achievement of Intelligence and Operations Division vision, mission, strategic goals, and objectives.</li></ul>
<ul><li>Collaborate with key state partners to implement, monitor, and manage the 5-year Statewide Intelligence and Information Sharing Strategy.</li></ul>
<ul><li>Integrate into appropriate FIFA World Cup 2026 and Sail 4th 250 working groups.</li></ul>
<ul><li>Continue to increase counterintelligence production.</li></ul>
<ul><li>Ensure Bureau is adequately staffed, trained, and optimally structured; facilitate focus on core work functions; and increase proficiency through training, technology, and retention.</li></ul>
<ul><li>Assist with targeting Confidential Human Sources for recruitment.</li></ul>
<ul><li>Maintain and develop strategic and tactical partnerships.</li></ul>
<ul><li>Provide necessary support to Target Hardening Unit to secure mass gatherings.</li></ul>
<ul><li>Collaborate with Infrastructure Security Bureau in support of high visibility and high threat onsite vulnerability assessments and during pre-assessment meetings with public and private sector owners and operators.</li></ul>
<ul><li>Provide intelligence support to New Jersey&rsquo;s Election Task Force.</li></ul>
<ul><li>Lead the production of NJOHSP&rsquo;s Annual Threat Assessment.</li></ul> 


REQUIREMENTS
Education: Bachelor's Degree from an accredited college or university in Political Science, Criminal Justice, International Relations, Economics, Homeland Security, or related areas of studies.

NOTE: Applicants who possess a Juris Doctorate from a school of law accredited by the American Bar Association, and who have received credit for course work in international law, may substitute this degree for the required education.

Experience: Possession of a bachelor's degree from an accredited college or university in Political Science, Criminal Justice, International Relations, Economics, Homeland Security, or related areas of studies. OR

Nine (9) years of experience in gathering, prioritizing, coordinating, collating, reviewing, analyzing and compiling unassembled classified/highly sensitive information and data in a government or research center utilizing acceptable research methodologies and technologies with a designed application for security research projects, or national/international security programs. Three (3) years shall have been in the capacity of training subordinate Intelligence Analysts and/or functioning as an analyst/investigative team leader.

NOTE: A master&rsquo;s degree in one of the areas listed above, or in Security Studies, Foreign Service, Foreign Diplomacy, International Affairs, International Public Policy, Middle East or Arab Studies or related areas of study may be substituted for one (1) year of broad experience.

SPECIAL NOTE: Applicants accepting employment as Intelligence Analysts in the Office of Homeland Security &amp; Preparedness, Department of Law and Public Safety may be required to adhere to the employment restriction that they may not pursue outside gainful employment during their tenure of employment.

SPECIAL NOTE: Applicants will be required to undergo a law enforcement candidate background investigation and record review. In addition, special and top-secret security clearances by the federal government are mandated by Presidential Executive Order #12958. The Executive Order requires these procedures be adhered in order for a federal security clearance to be granted to an individual engaged in performing said duties and responsibilities.The inability to obtain or maintain the required clearance will be a basis for dismissal from employment.

Preference: Preference will be given to candidates with experience in analytical roles and working with the intelligence cycle; leadership of intelligence and analysis teams; and experience collaborating with the intelligence community through federal and state law enforcement or military roles.

License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

<ul><li>Salary: For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current state employees, salary will be a promotional calculation.</li></ul></div>

SECURITY CLEARANCE REQUIREMENT: Applicants should be aware that all NJOHSP employees must be a U. S. Citizen due to the fact that they need to be eligible to obtain a Secret or Top-Secret Clearance from the federal government. U. S. citizenship is a requirement for obtaining such clearance. Additionally, a criminal and personal background investigation is conducted on all NJOHSP personnel.

REMOTE WORK OR ALTERNATE WORKWEEK PROGRAM: NJOHSP currently offers a hybrid work schedule up to 2 days remote work provided you meet requirements of NJOHSP&rsquo;s Pilot Telework Program. NJOSHP also offers a flexible work week with one day off per week or per pay period. Approval is based on nature of work and operational needs.

NJ RESIDENCY REQUIREMENT: In accordance with the New Jersey First Act P.L. 2011 c70, effective September 1, 2011, new public employees are required to obtain New Jersey residency within one (1) year of employment.
