Under general supervision, with some latitude for independent judgement and initiative, coordinates and implements one or more personnel and/or labor relations functions, such as applicant recruitment, background investigations and onboarding, benefits and leaves administration, classification, wage and salary administration, learning and development, personnel compliance and records management, and employee relations. Ensures compliance with all applicable NYC Health + Hospitals policies and procedures, and all applicable federal, state, and local laws.</p><p><b>
Examples of Typical Tasks:</b></p><p>
1. Advertises staffing needs; recruits, screens and facilitates placement of candidates for employment; and participates in recruitment events, as needed.</p><p>
2. Ensures that applicable positions are filled through the civil service testing and selection process, including staffing and attending hiring events and participating in interviews, while maintaining compliance with all relevant civil service and NYC Health + Hospitals laws, rules and regulations.</p><p>
3. Coordinates the onboarding of new hires and transfers, including background investigations, civil service processing, work/education verification, data entry, and review of employment documents.</p><p>
4. Reviews and processes employment transactions (e.g., promotions, salary adjustments, data changes) in PeopleSoft, and issues corresponding notifications.</p><p>
5. Resolves and/or appropriately redirects employee assistance, employee relations, and labor relations inquiries and issues, as necessary.</p><p>
6. Implements, coordinates, and monitors training activities, including employee orientation programs and annually required trainings; may analyze training needs and propose recommendations.</p><p>
7. Coordinates the monitoring and maintenance of performance management programs and records, ensuring that evaluations are completed in accordance with applicable procedures; provides notifications and assistance to employees and supervisors, as needed.</p><p>
8. Maintains regulatory compliance by ensuring the accurate completion and periodic auditing of personnel and background records; issues prompt notifications regarding inconsistencies and employee credential expirations; prepares related reports, as necessary.</p><p>
9. Assists in collective bargaining negotiations, arbitration, mediation and other proceedings by collecting and preparing relevant information and supporting documentation; may participate in calculating cost estimates and conducting other analyses pertaining to union requests.</p><p>
10. Participates in processing and investigating employee grievances, assists with recommendations for effective resolutions, and may meet with employees and their representatives to provide requested information.</p><p>
11. Administers employee benefit plans and programs, and assists employees with options, enrollment, and changes.</p><p>
12. Coordinates the collection, analysis, and presentation of workforce-related data, including recruitment/retention reporting and wage and salary analyses.</p><p>
13. Participates in internal/external quality assurance/performance improvement (QA/PI) activities, programs, and training, as required.</p><p>
14. May participate in special projects to determine the effectiveness of various personnel programs, and may engage in policy studies involving alternatively proposed programs, policies and procedures.</p><p>
15. May be responsible for supervising and training newly-hired and incumbent staff.</p><p>

Coordinates review, edits, approvals, and final distribution.</li><li>
Maintains a consistent look, tone, and messaging across all newsletter editions.</li><li>
Maintains and updates the HR Insider page with current and relevant HR-related information.</li><li>
Ensures timely posting of important dates, events, open houses, announcements, and other content for employee visibility.</li><li>
Works collaboratively with HR partners to gather updated information and implement edits promptly.</li><li>
Partners with HR teams to coordinate ordering and production of employee giveaways.</li><li>
Designs artwork, logos, or graphics that will be used on promotional items.</li><li>
Ensures that all giveaway designs align with organizational branding and event-specific themes.</li><li>
Assists the HR Marketing Managers with creating flyers, posters, and digital graphics for HR events, programs, and recruitment efforts.</li><li>

A baccalaureate degree in engineering, architecture, landscape architecture, business administration or public administration from an accredited college or university; and one year of full-time satisfactory experience in project management work, such as planning, administrating, managing, coordinating or expediting for engineering and/or architectural and/or landscape architectural projects; or<br>
2. A four-year high school diploma or its educational equivalent and five years of experience as described in 1 above; or<br>
3. A four-year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in 1 above to make up the equivalent of five years of education and experience. One year of credit will be given for each 30 semester credits of college education leading to a baccalaureate degree from an accredited college or university in engineering, architecture, landscape architecture, business administration or in public administration.<br>

Under varying levels of direction and expertise, is responsible for the on-going assessment, design, development and implementation of system-wide clinical systems. Specifically, collect and transform large quantities of information into meaningful business requirements; develop and modify requirements documentation for the design and implementation of clinical information systems; critically evaluate information from various sources; distinguish user needs from actual business needs and partner with business users, project managers, programmers, consultants and IT leadership in optimizing the scope, benefits and risks of actual and proposed projects as well as assist in managing stakeholder expectations.<br>

<b>Examples of Typical Tasks</b>:<br>

At a higher level, performs the typical tasks of Assignment Level I:</p><p>
1. Analyze and document business requirements and processes; communicate requirements to technical personnel through the construction of basic conceptual data, process models and flowcharts, and technical specifications.</p><p>
2. Interview end users, stakeholders, and project sponsors in order to assess business and clinical needs; create business, functional, and technical requirements document based on captured data and, in accordance with departmental protocol/standards.</p><p>
3. Convert information gathered into specific details including data sources, data and user types, interface components, interface navigation needs, reporting needs and administrative system needs.</p><p>
4. Define external interfaces, constraints, quality issues and other non-functional requirements.</p><p>
5. Provide project management team with identified risks, concerns, and ambiguities discovered during the gathering of requirements; assist team in developing solutions.</p><p>
6. Partner with project managers to complete requirements documentation, in accordance with project schedule.</p><p>
7. Plan, organize, facilitate, and lead meetings and workgroups as well as oversee and execute follow-up activities.</p><p>
8. Ensure software development team accounts for all defined technical requirements, in coordination with quality assurance team. Ensure that all quality standards comply with internal policies and industry standards.</p><p>
9. Document changes to baseline requirements through standard change control process. Document software test plans, technical requirements, release notes, user and training guidelines and other materials.<br>

10. Plan, coordinate, and support unit acceptance testing and subsequent deployments, in coordination with other team leaders.</p><p>
11. Perform end user and application support functions including problem solving and resolution of application function defects. Provide systems and application training.</p><p>

2. A Baccalaureate degree from an accredited college or university and three (3) years of experience as described above; or<br>
3. A satisfactory combination of education, training, and experience.<br>
4. Specialty certification(s) issued by a national commercially available program, state, professional society, academic or technical institution in an area(s) listed above, may be credited on a month-to-month basis toward the required work experience for a total of one (1) year.</p>
