 The NYS Office of Information Technology Services (ITS) is recruiting for a Business Analyst for the New York State Integrated Eligibility System (IES) Program. The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. Specifically, IES will leverage assets created for the health benefit exchange to improve and simplify the eligibility determination and delivery of health and human services to NYS residents in areas such as: Medicaid, SNAP, Public Assistance, HEAP, and Child Care.
 
 
 
 Job Description
 
 
 
 Under the direction of the Requirements Management Deputy Director, the IES Business Analyst will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will lead the business analysis activities supporting eligibility, enrollment and case management throughout assigned program area&rsquo;s lifecycle. The incumbent will supervise a team of Business Analysts and manage their assignments, providing guidance on methodology, process and tools while adhering to internal controls, and is expected to evaluate the work of individual BA staff on their ability to create assigned artifacts that adhere to the project&rsquo;s expected level of quality and velocity.
 
 
 
 Duties Include, But Are Not Limited To, The Following
 
 
 
 <ul>
 <li>
 Manage a team of Business Analysts and assignments within the Program Area.
 </li>
 <li>
 Lead activities related to as-is and to-be requirements elicitation, analysis, documentation, and design.
 </li>
 <li>
 Liaise with various stakeholder groups, including but not limited to executive teams, program managers, subject matter experts (SMEs), and end-users, to collect, document, review, and obtain feedback on relevant business processes and requirements.
 </li>
 <li>
 Collaborate with internal IES teams including the PMO, BA, Quality Assurance, Technology, and Executive Leadership teams to ensure system requirements are documented clearly and according to project artifact standards, feasible, testable and are within approved project scope boundaries.
 </li>
 <li>
 Lead staff in adherence to internal controls leveraging the Business Team Center of Excellence (CoE), prescribed tools, and standards.
 </li>
 <li>
 Provide input, evaluate, and adhere to project timelines and priorities.
 </li>
 <li>
 Assist in reviewing vendor work products.
 </li>
 <li>
 Keep management informed of progress, issues, and risks.
 </li>
 <li>
 Develop a deep understanding of the business processes and system solutions within IES.
 </li>
 <li>
 Foster an environment where staff is motivated and energized to high performance.
 </li>
 <li>
 Perform full range of supervisory responsibilities and manage blended teams of state and vendor resources.

 Minimum Qualifications
 
 
 
 Six (6) years of experience in business analysis of large, complex information technology projects spanning state and local systems. At least one (1) year must have included supervisory experience
 
 
 A Bachelor&rsquo;s Degree in Information Technology or Business Administration can substitute for 2 years of experience
 
 
 A Master&rsquo;s Degree in Information Technology or Business Administration may substitute for an additional year of experience
 
 
 
 Preferred Qualifications
 
 
 
 <ul>
 <li>
 Experience in Human Service programs (examples: SNAP, HEAP, PA, Child Care, and Child Support).
 </li>
 <li>
 Experience using Blueprint Requirements Management Tool.
 
 
 </li>
 </ul>
