Government of the District of Columbia Office of the Chief Financial Officer (OCFO)Criminal Investigator $92,656.00 - $137,561.00 AnnuallyWashington, DCThe Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Criminal Investigator. The Criminal Investigator position is in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Compliance Administration, Criminal Investigation Division.Duties include, but are not limited to: planning and conducting investigations involving criminal tax fraud, financial crimes, and related violations; performing complex financial reviews using indirect accounting methods and working with conflicting or incomplete information; interviewing suspects, witnesses, and third parties; gathering and analyzing financial documents; working with Tax Auditors to review records; and applying accounting techniques to establish evidence when records are inadequate. The incumbent also assists prosecutors by preparing cases for trial, conducting follow-up inquiries, and testifying in court. Additional responsibilities include participating in surveillance and undercover assignments, executing search and arrest warrants, seizing assets, protecting people and property during enforcement operations, and serving as a team lead or expert advisor when needed. Performs other related duties as assigned.Minimum QualificationsFour (4) years of progressive work experience planning and conducting investigations related to criminal tax fraud violations, financial crimes, and other related offenses; gathering and analyzing financial data from varied sources; conducting interviews with involved parties and other knowledgeable individuals; employing various accounting techniques to support financial investigations; and evaluating investigative findings to recommend appropriate actions.Applicant must have a bachelor's degree earned at an accredited US institution in accounting or related field such as business administration, finance, or public administration that included or was supplemented by 15 semester hours in accounting, plus an additional 9 semester hours in business law, tax law, finance, and/or economics related courses. Applicants must submit an official transcript that verifies a bachelor's degree in accounting or related field and 24 semester credit hours in accounting to be considered. This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Real Property Tax Administration (RPTA), Recorder of Deeds (ROD). The incumbent serves as the Recorder of Deeds for the District of Columbia and is responsible for providing senior leadership and operational oversight for all functions related to the recordation, indexing, and preservation of legal documents affecting property ownership within the District.Duties include, but not limited to:<ul><li>Directing and overseeing the receipt, review, and recordation of deeds, deeds of trust, liens, court judgments</li><li>Ensuring accurate maintenance and indexing of property ownership records</li><li>Developing and implementing strategic initiatives to modernize systems, digitize workflows, and enhance customer service</li><li>Providing technical and procedural guidance to managers and staff</li><li>Ensuring all fees, taxes, and related charges are collected and accounted for in accordance with legislative and fiscal requirements</li><li>Reviewing and interpreting laws, rules, and regulations governing the Office</li><li>Overseeing quality control and data integrity of recorded documents; responding to Freedom of Information Act (FOIA) requests</li><li>Developing performance metrics to evaluate productivity, accuracy, and customer satisfaction</li><li>Representing the Office in meetings with OCFO leadership, legal representatives, title industry professionals, and the public</li><li>Providing leadership in staff training, mentoring, and professional development</li><li>Performing other related duties as assigned</li></ul>Minimum Qualifications: Seven (7) years of progressive experience providing senior leadership and operational oversight for programs or functions related to the recordation, indexing, and preservation of legal documents affecting property-related public records. This experience must include legal and regulatory compliance oversight, policy interpretation, strategic planning, and collaboration with internal and external stakeholders.
