Overview:

Omega Technical Services is seeking a highly motivated Senior Design Specialist - A/2D/3D STRUCTURAL DESIGNER to support ongoing operations in Aiken, SC. This position plays a vital role in advancing critical mission objectives within a highly regulated and technically demanding environment.</div><div></div><div><br>

Responsibilities:
<div><b>
DUTIES</b></div><div></div><div><br>
Develop designs for complex engineering systems. Prepare drawings and technical reports. Participate in the development of design standards and procedures. Perform technical review of design documents and specifications. Provide engineering services support to construction activities.</div><div><br>
</div><div>Prepare and review design standards and procedures. Prepare construction installation specifications and details. Prepare procurement specifications and bid analysis. Review and approve Design Change Forms. Resolve existing design discrepancies with the most cost effective approach to meet design criteria. Initiate Design Change Forms and coordinate with Subcontractors or other responsible group for approval/incorporation. Provide dispositions to Nonconformance Reports and Field Problem Memos by determining a solution to the condition which will satisfy design criteria. Perform inspections by facilities, systems, or components as required for proper evaluation of conditions. Review construction procedures to ensure compliance with design engineering criteria and applicable codes. Perform in-depth analyses of advanced technical concepts and devises new approaches to technical problems.</div><div></div><div><br>
Primary responsibilities include design development, and generation of design output documents including but not limited to:</div><ul><li>
Concrete buildings and foundations</li><li>
Structural steel for supports, platforms, and buildings</li><li>
Rebar detailing</li><li>
Steel detailing</li><li>
Preparation of fabrication drawings</li><li>
Review of vendor documents</li><li>
Commodity supports</li></ul>
Qualifications:
<div><b>
Education</b>:</div><div><br>
</div><div>An associates degree in a technical discipline and at least 10 - 12 years work experience or 12-16 years of practical work experience.</div><div></div><div><b><br>
Experience/Skills</b>:
</div><ul><li>Candidate must be a U.S. Citizen.</li><li>
Requires an in-depth knowledge of engineering systems, applications, calculations, materials, construction methods, and relevant computer applications.
</li><li>Applies advanced principles and practices in engineering to resolve problems identified by construction organizations in a timely manner.</li><li>
Continued updating on new technologies and hardware in the industry is necessary</li><li>
Candidate must demonstrate 8 years of experience as a Structural Designer including experience with structural detailing and design of building structures and commodity supports.
</li><li>Knowledge of 3D structural modeling and experience using 3D Modeling using Hexagon&rsquo;s S3D software is required.
</li><li>Must have working knowledge of National Codes and Standards for structural design.</li><li>
Candidate must be able to perform field walk-downs of the job site for the engineering work being performed. These walk-downs may involve construction sites with uneven surfaces and work in progress, walking for distances over a half mile, climbing ladders to access remote areas, dressing out in protective clothing.
</li><li>Candidate must have the ability to produce quality documents with attention to detail.</li></ul><div><b>
Area Security Access</b>:</div><div><br>
</div><div>Candidate must be able to obtain and maintain a DOE &ldquo;Q&rdquo; security clearance.</div>
Preferred Qualifications:
<ul><li>Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.</li><li>
Previous SRS Design Engineering or DOE facility experience is preferred.</li></ul>

Responsibilities:

Responsible for providing strategic advice as it relates to performance of highly complex Project Control/Financial/Planning &amp; Scheduling activities and/or supervising the overall effort for a project or program.
</div><ul><li>Provides strategic advice to management towards execution of plans.
</li><li>Develops, implements, and directs the total project/ program on projects/major work scopes
</li><li>Demonstrate creative ability and knowledge in the development of project baseline plans, milestone schedules, work breakdown structures and spend plans.
</li><li>Innovate new project control/financial analysis concepts utilizing demonstrated personal expertise and leadership in the functional area of project control/financial analysis/P&amp;S including the development of advanced system applications.
</li><li>Provide state-of-the-art technical expertise to guide subordinates in the development of highly complex multi-project integrated area project analysis and problem correction.
</li><li>Provides guidance and oversight of the variance analysis process.
</li><li>Maintains working knowledge of the functionality of Site Business systems and provides advise pertaining to potential improvements.
</li><li>Responsible for providing technical and administrative direction, coordination, evaluation, training and coaching to a team of Project Controls/Financial Analysts/P&amp;S specialists.
</li><li>Develops and delivers training programs in Project Controls/Financial Controls/Planning &amp; Scheduling systems and methods
</li><li>Lead, prepares and presents financial information in appropriate format to Senior/Executive SRNS management.
</li><li>Initiate and frequently deliver concise and accurate presentations to internal and external customers regarding project implementation plans, status, changes and new approaches, including complex technical, organizational and financial issues.
</li><li>Conduct significantly complex analysis of problems involving numerous financial and /or technical disciplines. Develop new and innovative alternative strategies enabling the early achievement of milestones. Perform risk analysis and provide decision authority for defining and approaching corrective actions and establishing priorities.</li><li>
Act as a business/financial advisor and consultant to financial/ project management teams, peers, less experienced financial / project managers and SRS senior management, as well as external customers.</li></ul><div></div><div><b><br>
Work Hours</b>:</div><div><br>
</div><div>A 40 hour work week is scheduled. SRNS utilizes various work schedules including 5/8s</div><div>
(8 hour/day; five days per week), 4/10&rsquo;s (10 hours/day; four days per week), and 9/80&rsquo;s (9 hours/day, five days on week AA and four days on week BB. Work week excludes SRNS holidays. Each workday has 30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager.</div>
Qualifications:
<div><b>
Education</b>:
</div><ul><li>A Master's degree in business / construction management / technical / engineering or a related area and 17 years of practical experience.
</li><li>Bachelor's (BA or BS) degree in business / construction management / technical / engineering or a related area and 21 years of practical experience would be considered equivalent.
</li><li>An Associate's degree and 23 years of practical experience would be considered equivalent.
</li><li>A high school diploma and 24 years of relevant experience would also be considered equivalent. Possesses strong personal computer skills.</li></ul><div><b>
Experience/Skills</b>:</div><ul><li>
Must be a U.S. citizen.</li><li>
Requires expert proficiency in the use of automated accounting, cost management, scheduling and estimating systems as tools for performing required duties. Possesses considerable practical experience in the use of the Site Business systems.
</li><li>Involves complex analysis of costs, budgets, funding, estimates, financial trends and comprehensive evaluation of business operations to reach conclusions concerning forecast and summary of financial performance.
</li><li>Consistently demonstrates thorough understanding and application of project controls, planning and scheduling and financial theory and practice by routinely and independently performing complex analysis that requires considerable interpretation and technical expertise including the analysis of fact, application of theory, and identification of alternatives to resolve complex financial issues. Develop and recommend key strategies for SRS, DOE and external government and private organizations in support of DOE project controls, Financial Analysis and scheduling objectives.
</li><li>Demonstrate effective leadership in the direction and coordination of the activities of others.</li><li>
Nuclear industry experience and DOE complex experience.</li><li><div>
Candidate must be able to obtain and maintain a DOE &ldquo;Q&rdquo; security clearance.</div></li></ul>
