Job Description</b></h2>

<div><div><p><b>General Functions</b><b>:</b><br>
Supervises, plans and directs fiscal and account activities for Orange County Convention Center's (OCCC) Fiscal &amp; Operational Support Division.<br>
<br>
Work is performed with independent judgment under the general supervision of the Deputy Director. Performance is reviewed through observations, conferences, reports and results achieved.<br>
<br>
<b>Representative Duties/Assignments</b><b>:</b></p><br>
Responsible for Department budget administration including Capital Improvement Projects (CIP) budgets, expense and revenue budget preparation, control, and coordination, expenditure and revenue analysis, reconciliation and validation, approving of purchases, financial accountability for incoming revenues, inventory control, grant submission and reporting, operational efficiency reviews and audits of revenue collections.<br>

Conducts complex issue analysis and recommends management solutions as well as alternative approaches to improve Convention Center operational efficiency and effectiveness.<br>
<li>
</li>
Interprets policies and procedures to ensure purchase validity and propriety of purchase requests.<br>
<li>
</li>
Oversees and coordinates contract renewals and Request for Bids/Proposals processes for all departmental service and goods contracts.<br>
<li>
</li>
Formulates and reports various reports for use by upper management and submission to outside agencies. Conducts financial studies and cost analyses.<br>
<li>
</li><li>
Provides direct supervision of the division&iquest;s Assistant Manager, Quality Assurance Specialist, and guides the Assistant Manager in oversight of the functions of multiple supervisors assigned specific sections of the division .</li></ul><br>
<p></p>
Makes hiring/firing/disciplinary decisions independently and in conjunction with the Deputy Director when necessary.<br>
<ul><li>
</li>
Formulates lease agreements between the Convention Center and its clients and their contractors, ensuring the County's interests are protected and client needs are met.<br>
<li>
</li>
Manages all client billing and collection functions and makes appropriate determinations on payment terms and actions for non-payment.<br>
<li>
</li>
Represents the County and Convention Center at industry related events and conferences.<br>
<li>
</li>
Assists the Deputy Director in coordinating and/or serving as a liaison for Tourist Development Tax (TDT) issues, agreements, and payments that may not directly relate to the Convention Center.<br>
<li>
</li>
Performs other duties as required.<br>
<li>

<b>Minimum Qualifications</b><b>:</b><br>
Requires a Bachelor's degree in Business Administration, Public Administration, Accounting or a related field and seven years of experience in budget, fiscal administration, and/or accounting to include at least three years of supervisory experience; or a Master's Degree from an accredited institution with 5 years of above mentioned financial experience to include at least two years of supervisory experience.<br>

This position performs professional and consultative work in the design, development and administration of Countywide Human Resources programs and policies. The position provides support services in their specific areas to support the Department and Human Resources (HR) needs.</p><p>
 Work requires independent judgment and is performed under the general supervision of the Administrator/Sr. HR Advisor. May be responsible for acting as the Administrator/ Sr. Advisor in their absence.</p><p><b><br>
Representative Duties/Assignments</b><b>:</b></p><br>
<ul><li>
Serves as internal consultant to County Administration, Department/Division management on compensation related issues and Union wage negotiations.</li><li>
Liaisons with HR Service Center to develop and implement compensation strategies to support department's need by conducting salary analyses, job audits, organizational structure reviews utilizing various compensation tools.</li><li>
Lead the external salary survey participation and benchmarking processes and analysis, including data collection, matching jobs, and interfacing with survey vendors to support compensation program design.</li><li>
Responsible for program administration of all compensation programs like salary increases, union contract implementation etc.</li><li>
Ensures consistent application of Human Resources' vision, polices, and key strategic initiatives and, adherence/compliance with all federal, state and local laws, rules, regulations and policies that pertain to the area of expertise/responsibility.</li><li>
Assists with the design and execution of the HR strategy to enable effective utilization of the County's HR programs.</li><li>
Serves as lead subject matter expert in relevant HR discipline and is responsible for a variety of projects including program design, analysis, implementation of new programs, and administration.</li><li>
Provides guidance/recommendations to the departments based on current policies and practices and helps develop solutions to address department needs and concerns.</li><li>
Reviews and provides detailed analytical reports and responses as needed.</li><li>
Maintains knowledge of software systems and process flows.</li><li>

Minimum Qualifications</b><b>:</b></p><p><br>
Bachelor's degree from an accredited institution in Human Resources Management, Business, Public Administration, or a closely related field and four years of professional level experience in relevant HR area or an equivalent combination of education or experience.
