<div>Overview
Under general direction of the Manager, the Specialist is accountable for all various administrative duties associated with Op Qual Testing, Commercial Motor Vehicle drivers, administering and managing hiring and progression tests. They also assist with skills training testing functions for O&amp;R Utilities, perform a full range of administrative and program related duties, are responsible for maintaining training records for employees and contractors, participates and responds to audits by the Public Service Commission (PSC), Internal QA, Corporate and any other entity. Candidate must exhibit excellent customer service skills in addressing needs of the instructors, students, and other key stakeholders in the Company.
Responsibilities
Core Responsibilities<ul><li>
Assists with the company's hiring and progression testing program under the direction of the manager of O&amp;R training. This will consist of various duties such as working with line organizations, labor and recruitment. Responsible for proctoring written tests. Conduct hands-on testing at various field locations. Work with line organizations to develop and update tests. Ensure confidentiality and test administration is carried out in compliance with Company policies, guidelines and standards.</li><li>
In accordance with departmental guidance memo procedure, conducts quality checks on gas operator qualification paper records. Serves as a backup and provides support inputting paper training records into the LMS system as needed.</li><li>
Manages enrollments of classes, courses and programs. Assist instructors with Operator Qualification packets, rosters and attendance sheets. Maintains all electronic and hard copies for reference.</li><li>
Provide administrative support for Operator Qualification testing at TLC. Assist with tracking Operator Qualification requirements</li><li>
Assist with various eTrain functions including analyzing of data and preparing reports as needed. Perform scheduling duties in eTrain. Enters data and updates eTrain as needed.</li><li>
Assists the company CDL coordinator during annual reviews and assists in the processing of all new CDL's. Be a backup for the CDL Coordinator and be well versed in the CDL process and managing the CDL Master list and DQF Files</li><li>
Assist in scheduling and proctoring all required driver training i.e. Entry Level Driver training (internally) and on-road skills training, including DMV road test (external vendor) and document in eTrain system.</li><li>
Responsible for Oracle and P-card transactions/invoices and process contractor billing invoices.</li><li>
Creates and sustains a workplace environment that fosters inclusion, leadership, professionalism, safety, operational excellence, integrity, and courtesy</li><li>
Must report in-person to Spring Valley Distribution Center daily.</li><li>
Perform other related tasks and special assignments as required.</li></ul>
Qualifications
Required Education/Experience<ul><li>
Bachelor's Degree and 4 years of relevant work experience. or</li><li>
Associate's Degree and 6 years of relevant work experience. or</li><li>
High School Diploma/GED and 8 years of relevant work experience.</li></ul>
Relevant Work Experience<ul><li>
Relevant work experience includes HR, Training/Testing, Compliance, Administrative and/or Operations, required.</li><li>
Excellent oral and written communications skills, required.</li><li>
Strong presentation and facilitation skills, required.</li><li>
Demonstrate enthusiasm, flexibility and the ability handle multiple tasks and assignments while working under tight deadlines, required.</li><li>
Computer literacy and proficiency with Microsoft Office suite is required, especially Word, Excel, and PowerPoint, required.</li><li>
Must be able to work as a team player in a manner consistent with Company objectives. Must be able to work with limited supervision, required.</li><li>
Must be well organized, detail oriented. Must be able to maintain confidentiality of records and information, which includes PII, required.</li><li>
Must have strong analytical, technical, interpersonal and leadership skills, required.</li><li>
Must exhibit excellent customer service skills in addressing needs of the instructors and other key stakeholders at the Learning Center; support staff, outside vendors, and various levels of management and the union, required.</li><li>
Gas, Electric, Substations, Transmission Systems, preferred.</li><li>
Experience working with customers and effectively supporting their needs and requirements; experience in the development and administration of workplace testing processes and/or with any Learning Management System (LMS), preferred.</li><li>
Experience and/or knowledge of Electric/Gas Operations and some familiarity with Safety and Compliance, preferred.</li><li>
Experience with Operator Qualifications, and Company, Local and Federal Standards and Procedures, preferred.</li></ul>

Physical Demands<ul><li>
Able to work in all weather conditions, i.e. excessive heat and/or cold</li><li>
Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)</li><li>
Ability to work with, and in, the vicinity of high voltage and/or other high-energy systems</li><li>
Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday</li><li>
Ability to travel to company locations to work on storm restoration and heat contingencies</li><li>
Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses</li><li>
Work with equipment with a manufacturer weight rating of 350lbs</li></ul>
Additional Physical Demands<ul><li>
The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.</li><li>
Must push, pull and lift 25 pounds</li><li>
Must sit or stand to use a keyboard, mouse, and computer for the entire shift</li><li>
Must work at field locations in all weather conditions</li><li>
Must be able and willing to travel within O&amp;R and/or CECONY service territory, as needed</li></ul></div>
