</b></p><p>The Thematic Lead &ndash; DRR &amp; WASH (Civil Engineer) will provide strategic and technical leadership for Pak Mission Society&rsquo;s Disaster Risk Reduction (DRR) and Water, Sanitation, and Hygiene (WASH) portfolio. The role focuses on climate-resilient infrastructure, engineering design, construction quality, and integration of DRR principles into WASH interventions.</p>
<p>
The incumbent will ensure technical excellence across projects, support program development, strengthen engineering standards, and enhance PMS&rsquo;s positioning in resilient infrastructure and humanitarian response.</p><p><br>

</b></p><p><b>Education:</b></p>
<ul>
<li>Bachelor&rsquo;s or master&rsquo;s degree in civil engineering (Master&rsquo;s preferred).</li>
<li>Professional registration with Pakistan Engineering Council (PEC).</li>
</ul>
<p><b>Work Experience:
</b></p><ul><li>Minimum 7&ndash;8 years of relevant experience in DRR, WASH infrastructure, or humanitarian engineering.</li>
<li>Demonstrated experience in designing and managing construction projects.</li>
<li>Proven experience in business development, proposal writing, and managing large-scale humanitarian and development projects.</li>
<li>Strong understanding of donor requirements (e.g., USAID, ECHO, DFID, UN agencies)</li>
</ul>
<p><b>Skills and Competencies:
</b></p><ul><li>Expertise in engineering design software (AutoCAD, Civil 3D, or equivalent).</li>
<li>Strong knowledge of BOQ preparation, cost estimation, and construction management.</li>

The job will involve 70% field work and 30% desk work. The job holder will be responsible to report project manager and facilitate/implement the project activities in the field. He/She will ensure the application of the implementation strategy by considering project management tools and meeting the PMS implementing strategies in consultation with the project manager.</p>

</b></p><ul><li>Responsible to implement/supervise field activities.</li>
<li>Responsible to implement project interventions as per implementation strategy.</li>
<li>Responsible to involve the targeted beneficiaries/communities/schools/stakeholders in project activities and strengthen the green clubs and climate action network.</li>
<li>Responsible to develop working relationships with the school management, green clubs, civil societies, communities, stakeholders, and government line development.</li>
<li>Responsible to assist the project manager to identify the schools in Lahore.</li>
<li>Responsible to identify potential gaps, and challenges, analyzing the problems, and prioritizing the needs.</li>
<li>Responsible to assist MEAL with the baseline survey.</li>
<li>Responsible to assist the project manager and MEAL team with field monitoring.</li>
<li>To ensure appropriate visibility of PMS and donor.</li>

<p><b>Reporting and documentation (30%)</b></p>

<li>Responsible to develop green clubs&rsquo; action plans</li>
<li>Responsible to maintain project records properly in accordance with project requirements.</li>
<li>Responsible to develop activity reports and monthly /weekly progress reports to the project manager in the PMS report template.</li>
<li>Responsible to maintained meeting minutes.</li>
<li>Develop a work plan monthly basis in accordance with DIP.</li>
<li>Assist the project manager in developing monthly, quarterly, annual, and project completion reports.</li>
<li>Responsible to collect and maintaining detailed project data for reporting purposes and beneficiaries&rsquo; data for studies /success stories</li>
<li>To maintain a beneficiary database of supported beneficiaries including photos, video clips, etc.</li>
<li>Maintain a record of distributions and attendance of all trainings and events.</li>
<li>Responsible to develop a database of schools along with important information to track the progress and strengthen coordination</li>
<li>Responsible to maintain the data and progress of libraries in the schools and mobile library on a monthly basis</li>
<li>Responsible to maintain project master and activities files along with relevant means of verification</li>

<li>Risk management: The project officer needs to be able to identify and mitigate risks to the project, including developing contingency plans to deal with potential issues.</li>
<li>Communication: The project officer needs to be an effective communicator, able to convey project goals, timelines, and status updates to stakeholders, team members</li>
<li>Leadership: The project officer needs to be a strong leader who can inspire and motivate beneficiaries/stakeholders to achieve project goals and objectives.</li>
<li>Team management: The project officer needs to be able to build liaising with the line manager including identifying and addressing performance issues.</li>
<li>Quality assurance: The project officer needs to ensure that the project meets quality standards and that deliverables are completed to the required level of quality.</li>
<li>Procurement and vendor management: The project officer needs to be able to generate purchase requests timely to procure the project deliverables.</li>
