<p>Preamble</p>
</div>
<p><b>Pak Mission Society (PMS)</b> is a national humanitarian and development organization established in 2004 by a group of Christian professionals with a collective vision to reach to ureached<b> and bring hope, dignity, and respect by sharing love through emergency relief efforts as well as long-term rehabilitation and development programs.</b></p>
<p>
PMS holds a valid MoU with the <b>Economic Affairs Division (EAD), Government of Pakistan</b>. It is also certified as an NPO under the evaluation standards of the <b>FBR</b> and accredited by the <b>Pakistan Centre for Philanthropy (PCP)</b>. Since its inception, PMS has reached and served marginalized communities regardless of race, gender, ethnicity, class, religion, or social background. The organization promotes holistic transformation and development through transparent, fair, and rights-based humanitarian and development initiatives.</p>
<p>
Currently, PMS is implementing the <b>Building Resilient Shangla Project (BRSP)</b> in three UCs of District Shangla Alpuri, Lilownai, and Opal. This 36-month development project (November 2023 October 2026) is funded by <b>Humedica Germany</b>.</p>
<p>
As part of BRSP, PMS aims to collaborate with a qualified <b>training institute, firm, or organization</b> to empower <b>60 male and female trainees</b> by enhancing their technical and vocational skills over the course of three years. The objective is to enable participants to become skilled or semi-skilled workers who can secure wage employment or establish self employment in trades and skills that have strong market demand.</p>

<p>Purpose of Consultancy</p>
</div>
<p>The selected training institute, firm, or organization will be responsible for establishing community-based training centers equipped with adequate resources to deliver non-residential employable skills and vocational training. The training will cover the following trades:</p>
<ul>
<li>For male trainees: Plumbing, Electrician with PV/Solar Installation &amp; UPS, Mobile Repairing, Computer Skills (MS Office &amp; Digital Marketing), and Safety Certifications (NEBOSH &amp; IOSH).</li>
<li>For female trainees: Tailoring (Advanced), Hand Embroidery, and Beautician.</li>
</ul>
<p>All training will be conducted using approved curricula and training modules for a duration of three months per trade. The non-residential training center will be established in the Union Council of Alpuri, District Shangla.</p>
<p>
To ensure employability, the training will place strong emphasis on practical sessions (at least 70%), complemented by theoretical instruction (up to 30%).</p><br>

<p>Description and duration of the training.</p>
</div>
<p>The Duration of Vocational skills training will be around three months, starting from 1stthOctober, 2025, to 31st December , 2025. After completion of courses, the trainees will be awarded certificates from the TSP and it must be affiliated with the accredited authority of KPK. Selected TSPs will provide Three-months theoretical and practical classes at the community level. The program will also explore opportunities for Job placement and job training with public and private sector organizations. The program will also sensitize the potential employers for providing the placement to the trained community the program will link the trainees with the other relevant organizations, markets and MFIs.</p>

<p>Outputs/Deliverables of TSP</p>
</div><ul><li>Under this agreement /TSP/Institute/ would be responsible for imparting vocational skills for three months on mutually agreed courses to selected trainees provided by PMS as per standards of TEVTA. The average class size shall be around 5 to 6 trainees per course for male and 10 trainees for female course. The TSP is bound to provide a training lab at the local level, which is accessible to all identified trainees. The list of trade wise and no of trainees- are attached in below Table-1</li>
<li>Establish training labs/ workshops of desired trade as required</li>
<li>NAVTEC/TTB approved/aligned curriculum.</li>
<li>Provision of training consumable items as per need of the trade.</li>
<li>Printing of training manuals for trainees.</li>
<li>Ensure a clean, secure, and suitable learning environment including, but not limited to access to water &amp; sanitation facilities, workshop furniture and fixtures and basic tools.</li>
<li>Selected TEVT Institute will hire experienced/qualified TVET instructors for training</li>
<li>Ensure retention of 80% of enrolled students. Monitor and ensure attendance of each student at-least 80-85% monthly.</li>
<li>TSP will conduct Assessments on monthly basis.</li>
<li>Practical work 70% and theoretical 30%.</li>
<li>Class Hours will be for 3 hours daily and 26 days in a month.</li>
<li>Ensure that trainers follow the curriculum; use the training manual and weekly assessments are conducted by trainers to track the trainee&rsquo;s progress.</li>
<li>Conduct pre and post-test of trainees to know about before and after impact.</li>
<li>Maintain attendance sheets and other records including visitor remark register, consumable stockpiles etc.</li>
<li>The TSP will register all trainees with TTB or any other recognized authority for certification.</li>

<p>Essential and Desirable Experience/Qualifications
</p></div><ul><li>TSP with a specialized team having extensive demonstrated experience of at least 3-5 year in providing training on TVET Skill/trades, preferably in donor funded projects.</li>
<li>Expert female trainers in the team are required as per the need of program, Trainers minimum qualifications should be diploma or certified trainer in relevant trade /practical experience teaching in required trade.</li>
<li>Flexible characteristics and attitude for situational adjustments and modification during implementation will be added value.</li>
<li>Valid registration with authorized government department</li>
<li>Valid trades registration certificate of TTB or NAVTEC/SDC for the desired trades.</li>
<li>Knowledge of the local languages (Sindhi/Balochi) and culture in the project district will be preferred.</li>

<p>TSP will be hired/on-board through a competitive process which will provide training to selected trainees by providing the following services.</p>
