 The Executive Director &ndash; Data Governance &amp; Stewardship shall be responsible for leading and overseeing data governance and stewardship across government agencies.The role ensures that government data is accurate, secure, interoperable, and responsibly managed, supporting evidence-based policymaking, digital service delivery, and national digital initiatives in alignment with the Digital Nation Pakistan Act, 2025.This position provides strategic leadership in defining data standards, implementing governance frameworks, and fostering a culture of responsible data management across the public sector.
 
 
 
 Key Responsibilities

 Data Governance Frameworks:
 
 Develop and implement enterprise-wide data governance frameworks, policies, and standards across government agencies.Ensure alignment of data governance practices with national strategies, regulatory requirements, and international best practices.Establish roles, responsibilities, and accountability structures for effective data stewardship.

 Data Stewardship and Quality:
 
 Oversee the definition, management, and enforcement of data quality standards across government datasets.Promote practices for consistent, accurate, and timely data collection, storage, and usage.Implement data stewardship programs to ensure responsible use, access, and protection of sensitive information.
 </li>
 <li>
 
 Compliance and Regulatory Alignment:
 
 Ensure compliance with the Digital Nation Pakistan Act, 2025, and other relevant laws regarding data management.Monitor adherence to data protection, privacy, and security policies across government entities.Identify gaps in governance or stewardship practices and recommend corrective measures.
 </li>

 Cross-Government Coordination:
 
 Coordinate with ministries, regulatory authorities, and government agencies to harmonize data governance and sharing practices.Facilitate collaboration across agencies to promote interoperability and standardized data practices.Support integration of data governance frameworks with digital platforms, AI systems, and policy initiatives.

 Monitoring, Reporting, and Advisory:
 
 Develop dashboards, reports, and analytical insights to track data governance compliance, data quality, and stewardship outcomes.Advise senior leadership on strategic data management, governance challenges, and opportunities.Identify emerging trends in data management, analytics, and governance for adoption across the public sector.

 Organizational Leadership:
 
 Lead and mentor teams responsible for data governance, stewardship, and compliance functions.Build institutional capacity for data management, quality assurance, and responsible use practices.Promote a culture of accountability, transparency, and evidence-based decision-making across government agencies.

 </ul>
 
 
 Education
 
 
 <ul>
 <li>
 Minimum Bachelor&rsquo;s degree in Data Science, Information Systems, Computer Science, Public Policy, or a related discipline.
 </li>
 <li>
 Professional certifications in data governance, data management, or information security shall be considered an advantage.
 </li>
 <li>
 Strong knowledge of public sector data management, governance frameworks, and regulatory compliance.
 </li>

 Experience

 Minimum 12&ndash;15 years of progressively responsible experience in data governance, data management, or information systems leadership.

 Proven experience implementing data governance or stewardship programs in government, public sector, or large organizations.

 The Pakistan Digital Authority is Pakistan's apex statutory body for national digital transformation, established under the Digital Nation Pakistan Act 2025. PDA is responsible for the country's Digital Public Infrastructure (DPI), AI and data governance frameworks, national digital standards, and the Digital Nation Masterplan &mdash; a cross-government programme covering all provinces, the whole of government, and 240 million citizens.
 
 
 
 
 
 This is not a typical government role. PDA operates with the mandate of a regulator, the ambition of a national transformation programme, and the urgency of a startup.
 
 
 
 
 
 
 The Role
 
 
 
 
 
 
 The Chief AI Officer is a founding executive appointment at PDA and the senior-most AI leadership role in Pakistan's public sector.
 
 
 
 
 
 You will carry two distinct but deeply connected mandates: AI supervision &mdash; building the regulatory, governance, and oversight architecture that governs how AI is developed and deployed across Pakistan; and AI use-case strategy &mdash; identifying, prioritising, and driving the AI applications that will transform government services and public outcomes at scale.
 
 
 
 
 
 You will report directly to the Chairperson and work alongside the Chief Data Officer and be part of PDA's integrated technology governance team.
 
 
 
 
 
 
 What You Will Lead
 
 
 
 
 
 
 AI Governance &amp; Supervision
 
 
 &rtrif; Lead the development of Pakistan's National AI Governance Framework &mdash; covering AI risk classification, algorithmic accountability, transparency requirements, and prohibited use definitions
 
 
 
 
 
 &rtrif; Own PDA's AI regulatory instruments under the Digital Nation Pakistan Act &mdash; including government AI use policies, AI audit frameworks, and conformity assessment protocols for high-risk AI systems
 
 
 
 
 
 &rtrif; Help establish the National AI Advisory Council &mdash; convening government, academia, civil society, and industry to inform national AI policy
 
 
 
 
 
 &rtrif; Develop Pakistan's position on sovereign AI infrastructure &mdash; national compute, foundational models, and AI supply chain resilience
 
 
 
 
 
 
 AI Strategy &amp; Use-Cases
 
 
 
 &rtrif; Build and own PDA's government AI use-case portfolio &mdash; identifying highest-impact applications across health, justice, education, taxation, social protection, and public safety

 &rtrif; Design the AI maturity assessment framework for federal ministries and lead national AI readiness diagnostics

 What We Are Looking For
 
 
 
 
 
 
 Essential
 
 
 ✔ 15+ years of progressive experience spanning AI/ML, technology strategy, or technology policy &mdash; with significant leadership tenure
 
 
 ✔ Demonstrated command of AI governance principles: risk-based classification, algorithmic accountability, explainability, fairness, and AI safety
 
 
 ✔ Track record of leading AI strategy at organisational or national scale &mdash; governance and policy architecture, not just AI delivery
 
 
 ✔ Ability to operate fluently across technical and policy registers &mdash; credible with engineers and with ministers
