Planning Engineer 
Qatar 

Parsons is looking for an amazingly talented Planning Engineer to join our team! In this role you will get to perform on developing, implementing, and maintaining scheduling and project controls functions on a portfolio of projects.

What You'll Be Doing: 
<ul>
<li>Review and recommend response to Contractors’ Baseline program of works in line with Contract conditions.</li>
<li>Validation of compatibility of assigned resources for timely completion of the project</li>
<li>Generation of monthly Cash projection and resources histograms</li>
<li>Preparation of consolidated report on contractor’s program for taking Employer’s consent</li>
<li>Assist Manager in tracking the project progress against baseline schedule.</li>
<li>Identify the potential areas of delay, highlight the critical events &amp; suggest / provide mitigation measures to minimize those delays during progress meetings.</li>
<li>Revise the internal schedule as per conclusions, design modifications or other alternatives to be taken by Engineer’s Design / Supervision Team and identify the impact on the internal schedule as a result of these actions/deficiencies.</li>
<li>Assist team to advise Contractor for recovery plans of off-schedule and unanticipated eventualities.</li>
<li>Assist team with the preparation of Project /Kick-Off meeting.</li>
<li>Updating programs and preparation of reports (weekly &amp; monthly)</li>
<li>Preparation of monthly progress reports</li>
<li>Participate in project progress meetings.</li>
<li>Assisting manager in responding to contractor’s notices by proving programming data feedback</li>
<li>Commenting on Contractor’s sllow progress and identify concurrent delay during course of execution</li>
<li>Compilation of correspondences, drawings, and other contemporaneous records with coordination of site staff and contractor personnel to analyze Contractor’s Extension of time claim.</li>
<li>Assessment of contractor’s claim</li>
<li>Preparation of Engineer’s initial report, impacted programs using suitable delay analyzing techniques to support/substantiate the Engineer’s recommendations on contractor’s claims</li>

What Required Skills You'll Bring:

<li>Bachelor's degree in Civil engineering discipline from a recognized institution</li>
<li>Minimum 10+ years experience in planning and scheduling of both engineering and construction activities for infrastructure projects.</li>

What You Will Be Doing

Tendering:

Contract processes: 
<ul>
<li>Carry out the evaluation and agreement on all variations, change orders or concession requests with the contractor/consultant: and prepare submission together with requesting department to Tenders Committee for approval.</li>
<li>Prepare financial statements during the period of the contract, detailing the financial position for the requesting departments.</li>
<li>Coordinate supplier/ contractor payments with Finance/Accounting department.</li>
<li>Undertake contract related processes and monitor contract progress.</li>
</ul>

Control mechanisms: 
<ul>
<li>Monitor the work of the awarded contractor/consultant/stakeholder by liaison with relevant client departments, to ensure compliance with the contract.</li>
<li>Take actions/escalate when the contract is not being adhered to.</li>
<li>Review disputes with contractors related to project procurement/contracts.</li>
<li>Negotiate and recommend best way forward to resolve disputes to ensure mutual satisfaction of both parties; liaise with relevant departments (e.g. Legal, Finance. etc.) as needed for proper dispute management.</li>
</ul>

Data and reporting: 
<ul>
<li>Ensure maintenance and update of data such as information about contractor's prices and receipts and records of purchased goods.</li>
<li>Update data such as changes In Information about suppliers' products and prices.</li>
<li>Develop reports on project procurement functions.</li>
</ul>

Other duties: 
<ul>
<li>Assist in the preparation of timely and accurate MIS statements and reports</li>
<li>Perform other duties and responsibilities as needed as well as determine am manage priorities with minimal guidance.</li>
</ul>

What Required Skills You Will Bring

<li>Bachelor's degree in Engineering or similar discipline.</li>
<li>8+ years of experience in large scale construction management.</li>
<li>Knowledge of tendering and procurement processes (should have performed procurement/contracting duties).</li>
<li>Experience in awarding and managing contracts; knowledge of commercial, technical and legal contract terms.</li>

Responsibility for Parsons’s Assistant Planning Engineering for SAPL Qiddiya Infrastructure Partner (QIDP). Responsible and accountable for ensuring that all work is in full coordination with Qiddiya Investment Company (QIC) and with Jacobs and Mace delivery partners. QIC is providing strategic direction for all partners in the three-way partnership with Jacobs and Mace on a city-wide basis. Reports directly to the Projects Control Director .

What You'll Be Doing:

<li>Takes a lead in preparing schedule data for proposals or contract negotiations as requested and checks and confirms that the correct scope of work is reflected on assigned schedules.</li>

<li>Reviews and assesses the work sequences with the total project plan.</li>

<li>Along with the Project Managers, who are responsible for the overall health and delivery of projects in terms of budget, schedule, and client satisfaction.</li>
<li>The Senior Design Manager is responsible for delivering technical and aesthetic design quality and value to clients, within allocated hours and associated costs, identifying scope creep as potential variation orders, and otherwise be responsible for the technical delivery of the projects in tandem with the Project Managers.</li>
<li>Proficiency in managing the design consultants</li>
<li>Experience and/or willingness and adaptability to transition to a BIM-based design process and delivery paradigm.</li>
<li>Manage the consultants for the preparation, design and presentation of high-quality landscape design drawings, reports, models and overall package.</li>
<li>Manage the consultants for the preparation of technical design packages through to tender and manage the production of buildable construction quality packages.</li>
<li>Liaise with Project Managers, Discipline Leads, internal and external team members including master planners, architects, urban designers, specialist designers, all engineering disciplines and quantity surveyors.</li>
<li>Plan, program and delegate within the team structure and participate in workflow reporting and planning.</li>
<li>Provide high level liaison with Clients and Client’s representatives.</li>
<li>Participate in writing technical proposals, estimating levels of effort, work plans, and schedules as required.</li>
<li>Maintain affiliations with professional societies to keep abreast of development of trends and technologies.</li>

<li>Bachelor’s degree in Landscape Architecture from a recognized university with 20 years’ experience in the landscape field showing increasing levels of responsibility</li>

Based on the West Coast of KSA and as part of our Program at Yanbu, Parsons is looking to hire a dedicated and focused Housing &amp; Logistics Coordinator to join our team! In this role you will get to coordinate and perform necessary functions to ensure effective Parsons local housing and logistic operations, by maintaining the highest standards of quality thorough planning, coordination, inspections, maintenance and reporting, while maintaining exceptional relations to Parsons and Royal Commission staff, and other stakeholders.

May report to and take direction from senior Housing and Logistics Coordinator or Business Manager. Frequently interfaces with Parsons staff and departments including Finance, Operations, Human Resources, as well as various Royal Commission of Yanbu (RCY) departments and personnel to ensure quality housing and logistics standards.

What You'll Be Doing:

<li>Establish and maintain database and documentation system for housing units to ensure accurate and up-to-date recording of all Quality Assurance/Quality Control activities.</li>

<li>Notify RCY Properties Dept. of moves, mobilizations, and demobilizations via assignment and clearance forms.</li>
