Essential Functions
<ul><li>Review, revise, and develop safety and security criteria requirements for capital projects, new starts, and system modifications.</li>
</ul><ul><li>Provide safety and security input for bid and contract documents.</li>
</ul><ul><li>Review contractor submittals, equipment, facilities, and system design drawings for compliance with safety and security requirements.</li>
</ul><ul><li>Conduct and participate in safety and security design reviews of equipment, facilities, and systemwide projects.</li>
</ul><ul><li>Perform facility inspections, including guideways, trackwork, stations, and other infrastructure, for safety and security compliance.</li>
</ul><ul><li>Support system modification review and approval processes.</li>
</ul><ul><li>Coordinate safety and security engineering activities with internal divisions, contractors, and external regulatory agencies.</li>
</ul><ul><li>Develop, review, and revise safety-related policies, procedures, plans, and guidelines for capital projects.</li>
</ul><ul><li>Assist with environmental engineering and management studies.</li>
</ul><ul><li>Develop and formalize risk acceptance practices.</li>
</ul><ul><li>Identify and document safety- and security-critical elements for certification.</li>
</ul><ul><li>Prepare Safety and Security Management Plans, Certification Plans, Verification Reports, and related documents.</li>
</ul><ul><li>Specify and apply safety and security requirements throughout project phases.</li>
</ul><ul><li>Implement and maintain hazard and vulnerability analysis and tracking systems.</li>
</ul><ul><li>Review Contractor Data Requirements Lists (CDRLs) and Submittal Registers.</li>
</ul><ul><li>Support program reviews, dedicated testing, and evaluation activities.</li>
</ul><ul><li>Issue written Certificates of Compliance (COC) and Conformance Certificates.</li>
</ul><ul><li>Develop and maintain Certifiable Items Lists (CILs).</li>
</ul><ul><li>Complete Threat Vulnerability Assessments (TVA).</li>
</ul><ul><li>Assess safety and security hazards and risks, prepare reports, and recommend mitigation strategies.</li>
<li>All other duties as assigned.</li> 
</ul>
Competencies 
<ul>
<li>Strong knowledge of systems engineering and integration principles, with emphasis on safety and security.</li>
</ul><ul><li>Working knowledge of federal, state, and local safety and security regulations for transit systems.</li>
</ul><ul><li>Ability to analyze technical design drawings, specifications, and reports for safety/security compliance.</li>
</ul><ul><li>Skilled in risk assessment, hazard analysis, and vulnerability assessments.</li>
</ul><ul><li>Excellent verbal and written communication skills for reporting and stakeholder coordination.</li>
</ul><ul><li>Strong organizational and project management skills with the ability to handle multiple assignments.</li>
</ul><ul><li>Collaborative mindset with the ability to work effectively with diverse stakeholders.</li></ul> 

Required Qualification 
<ul><li>Bachelor&rsquo;s degree in Engineering, Safety Engineering, Systems Engineering, or a related technical discipline. 
</li>
<li>Minimum of 5 years of experience in system safety engineering, preferably in rail, bus, or transit-related projects.</li>
</ul><ul><li>Hands-on experience in capital project development, safety certification, or construction safety.</li></ul> 
 
Preferred Qualifications
<ul><li>Master&rsquo;s degree in Engineering, Safety, or related field.</li>
</ul><ul><li>Certification in System Safety (CSS), Certified Safety Professional (CSP), or equivalent credential.</li>
<li>Experience coordinating with regulatory agencies and conducting safety certification activities for federally funded capital projects.</li></ul>

Essential Functions
<ul><li>Revise and update System Safety Criteria, including the Public Transportation Agency Safety Plan (PTASP), in alignment with SMS requirements and applicable regulations.</li>
</ul><ul><li>Review and provide input on systemwide design contracts to ensure compliance with safety criteria and certification requirements.</li>
</ul><ul><li>Develop specifications for safety and security requirements using industry best practices, risk analyses, and cost-benefit principles.</li>
</ul><ul><li>Serve as project/program manager for special safety projects requiring engineering, analysis, or quality assurance expertise.</li>
</ul><ul><li>Conduct and document hazard analyses, safety risk assessments, change management reviews, quantitative risk assessments, and FMECA.</li>
</ul><ul><li>Identify, analyze, and resolve hazardous conditions across transit modes, including system safety, OSHA-related hazards, and emergency preparedness.</li>
</ul><ul><li>Perform safety audits, inspections, and job hazard analyses for facilities, equipment, and transit operations.</li>
</ul><ul><li>Design and deliver training on hazard identification, analysis, mitigation, and resolution.</li>
</ul><ul><li>Develop and support industrial hygiene surveys to assess chemical, physical, ergonomic, and environmental hazards, and prepare environmental compliance plans.</li>
</ul><ul><li>Draft, review, and revise safety-related SOPs, EOPs, COOPs, manuals, guides, and inspection checklists.</li>
</ul><ul><li>Perform data and trend analysis, and track corrective actions related to identified hazards and events.</li>
</ul><ul><li>Prepare and submit technical reports, compliance reviews, and safety certification documentation.</li>
</ul><ul><li>All other duties as assigned.</li></ul> 


Competencies 
<ul><li>Strong knowledge of Safety Management System (SMS) principles and practices.</li>
</ul><ul><li>Expertise in safety engineering, hazard analysis, quantitative risk assessment, and safety audits.</li>
</ul><ul><li>Understanding of OSHA standards, NFPA 130, and applicable federal/state safety regulations.</li>
</ul><ul><li>Familiarity with industrial hygiene principles and environmental compliance requirements.</li>
</ul><ul><li>Ability to manage multiple projects with competing deadlines.</li>
</ul><ul><li>Excellent written and verbal communication skills, including technical documentation.</li>

Required Qualifications

Preferred Qualifications
