This is a 6-month contract position engaged through a third-party agency. The role requires working in the office four days per week with remote flexibility on Fridays. Company-paid parking is provided.
The Contract Recruiter will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization. This role will work closely with all levels of management and subject matter experts in a fast-paced, ever-growing organization.

Job Responsibilities:<ul><li>
Full-cycle Recruiting:<ul><li>
Develops, facilitates, and implements all phases of the recruitment process for both professional and early talent positions.</li><li>
Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.</li><li>
Posts and sources candidates utilizing internal careers page and external job boards (LinkedIn, Indeed, Handshake, etc).</li><li>
Maintains candidate pipeline and the Applicant Tracking System (Workday).</li><li>
Screens applications and selects qualified candidates.</li><li>
Schedules interviews; oversees preparation of interview questions and other hiring and selection materials.</li><li>
Coordinates the interview process, attending and conducting interviews with managers, directors, and other stakeholders.</li><li>
Collaborates with the hiring manager and/or other Human Resources staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.</li><li>
Extends offers, both verbally and in writing.</li><li>

Conducts Needs Analysis (Intakes):<ul><li>
Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.</li><li>
Ensures compliance with federal, state, and local employment laws and regulations, and company policies.</li><li>
Represents Talent Acquisition strategy to support a great candidate experience and employee on-boarding experience within recruiting metrics.</li></ul></li></ul>
Knowledge, Skills, and Experience Required:<ul><li>
Bachelor&rsquo;s degree required, preferably in Human Resources or related field, and a minimum of 3 years&rsquo; experience managing all phases of the recruitment and hiring process.</li><li>
Demonstrated success in recruiting top-tier talent across a broad range of skill sets within a corporate environment.</li><li>
Excellent verbal, and written communication skills.</li><li>
Strong interpersonal skills with good negotiation tactics.</li><li>
Demonstrated ability to create and implement sourcing strategies in developing talent pools and recruitment for a variety of opportunities.</li><li>
Proactive and independent with the ability to take initiative.</li><li>
Excellent time management skills with strong customer service disposition.</li><li>
Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.</li><li>
Previous enterprise Applicant Tracking System (ATS) background and experience.</li><li>
Ability to create and manage reports within Excel and ATS (Workday preferred).</li><li>
Cleared criminal history (background) and satisfactory reference checks</li><li>
Compliance with the Company&rsquo;s drug and alcohol policy including pre-employment D&amp;A testing.</li><li>

The Manager, GRC is responsible for overseeing the Governance, Risk, and Compliance (GRC) functions within the organization. This role involves developing and implementing strategies, policies, and standards to ensure that the organization adheres to regulatory requirements and internal audit policies.
Job Responsibilities<ul><li>
Function/Capability: The primary function of the GRC Manager is to lead, develop, and implement GRC strategies, policies, and standards managing risks to an acceptable level of organization for IT/OT environments. This includes creating frameworks and guidelines that align with the organization's objectives, regulatory standards, and internal audit requirements. In addition to managing Third Party Risks.</li><li>
Accountability/Tasks: The GRC Manager is accountable for leading a team ensuring compliance with regulatory requirements and internal audit policies. This involves conducting risk assessments, regular audits, and applying appropriate risk treatment to ensure that the organization remains compliant.</li></ul>
Knowledge, Skills, and Experience Required<ul><li>
Years of direct experience: The GRC Manager should have a minimum of +6 years of experience in a similar GRC functional leader role. This experience should include managing GRC functions, working across teams, and implementing compliance programs.</li><li>
Education, combination of experience, thereof: A Bachelor's degree in a related field or equivalent experience is required. This educational background should reflect a strong foundation in governance, risk management, and compliance principles.</li><li>
Credentials and designations: Relevant certifications such as CISA, CRISC, CGEIT, AAIA, and CISSP are highly desirable. These credentials demonstrate a deep understanding of the aggregate GRC practices and a commitment to ongoing professional development.</li><li>
Core competencies and skills required: The GRC Manager should possess strong people, analytical and problem-solving skills. Excellent communicator and interpersonal skills, and the ability to work effectively with cross-functional teams. These competencies are essential for identifying risks, developing risk treatment strategies, and ensuring compliance. In addition, the GRC manager should be open to evolving their skillset as industry regulations change.</li><li>
Working knowledge of GRC Platforms (Workiva, Archer, etc.); working knowledge of program/project management/audit Methodologies/Platforms, working knowledge of MTSA/TSA/CER regulatory tracking and pipeline common carrier cyber and risk management regulations: Proficiency in GRC and tracking in Microsoft Excel, project management, and GRC software is required. Familiarity with the organization's core energy software applications is also important for effectively managing GRC functions.</li><li>
Expert Understanding of the following IT/OT cybersecurity regulations and/or risk management frameworks: IEC 62443, NIST CSF 2.0, NIST 800-53, NIST 800-82, NIST 800-37, NIST AI 100-1, MTSA, CER, TSA, VADR, and Coast Guard (preferred).</li><li>
Cleared criminal history (background) and satisfactory reference checks: Government intelligence clearance or previous experience working in a secure, classified environment(s).</li></ul>

Manager, Governance, Risk & Compliance

We own an extensive network of pipeline transportation, terminalling, storage and gathering assets in key crude oil and NGL producing basins and transportation corridors and at major market hubs in the United States and Canada. On average, Plains handles more than 6 million barrels per day of crude oil and NGL in its Transportation segment. The company is headquartered in Houston, Texas.

The Pipeline Operator operates and maintains identified pipeline assets and facilities including, pipelines, tanks, pipeline pumping stations, LACTs and gathering facilities, to ensure accurate and safe transportation and storage of products.
Job Responsibilities<ul><li>
Responsible for petroleum product movements in and out of pipeline pump stations; uses tools and techniques to accurately assess, quantify and quality crude oil and/or refined products; and is responsible for storage of products, and custody transfer activities with connecting carriers and customers</li><li>
Routinely inspects pumps and valves for proper operation.</li><li>
Responsible for accurate quality and quantity measurement of crude oil according to Plains procedures and reporting of same.</li><li>
Performs monthly DOT tankage inspections, fire extinguisher inspections, and maintains associated records.</li><li>
Inspects perimeter fencing, locks, etc. to maintain proper facility, pipeline and ROW security and addresses and reports any infractions.</li><li>
Inspects and assures that routine and DOT compliance maintenance is performed on ROW, equipment and valves.</li><li>
Maintains communications with Pipeline Control Center.</li><li>
Acts as witness to meter proving, crude oil shipment from lease to delivery point and run pipeline pigs as needed.</li><li>
Perform other pipeline related tasks or projects as deemed necessary by Operations Supervisor.</li></ul>
Knowledge, Skills, and Experience Required:<ul><li>
High school diploma or equivalent.</li><li>
Must have pipeline knowledge and experience, and capability to take on a wide range of pipeline responsibilities and ability to manage pump station, pipeline and lease crude oil shipping responsibilities resulting in safe operating conditions and in compliance with government regulations.</li><li>
Ability to read and comprehend technical operational manuals</li><li>
Basic math and computer /PC skills.</li><li>
As job proficiency is attained, ability to calculate fluid flow, determine and perform batch scheduling and coordinate related activities and use basic sampling equipment.</li><li>
Must have a valid driver&rsquo;s license to drive company vehicles.</li><li>
Ability to speak read and write English.</li><li>
Must be organized and proficient in record keeping.</li><li>
Must possess or obtain operator qualifications as deemed by the Operations Supervisor and complete Haz-Mat training, safety programs and meet minimum D.O.T. requirements.</li></ul><ul><li>
Strong communication and interpersonal skills and be able to work alone and with minimal supervision.</li><li>
Ability to occasionally lift or carry moderately heavy equipment up to 50 pounds, working, stooping, kneeling, bending, climbing and walking distances in all types of terrain.</li><li>
Works outdoors in open environment with extremes of heat and cold.</li><li>
Able to accommodate travel, overtime, extreme weather, and participate in &ldquo;on-call&rdquo; rotation as required.</li></ul>
