Plan International is seeking a passionate and experienced professional to serve as Consortium Team Leader for the ASEANUK SAGE Phase 2 Programme. This is an exciting leadership role in a UK government-funded initiative aimed at improving education outcomes, tackling gender barriers, and shaping evidence-based policy across ASEAN. You will provide strategic leadership, management oversight, and partner coordination to ensure the successful delivery of Phase 2, championing adaptive, inclusive implementation and impactful learning outcomes.</p><p></p><p><br>

Do You Have What It Takes?</p><p></p><p><br>
To excel in this role, <b>you will need </b><b>among other things</b><b>:</b></p><br>

8&ndash;10 years of experience managing large-scale, multi-country education programs, ideally within Southeast Asia/ASEAN contexts, with expertise in girls&rsquo; education, gender equity, and inclusive systems.</li><li>
Demonstrated ability to engage government ministries, regional bodies (ASEAN/SEAMEO), civil society, and donors to shape policy and practice
</li><li>Preferably prior FCDO contract experience
</li><li>Strong skills in budgeting, forecasting, and donor compliance (preferably FCDO), coupled with experience in consortium management and adaptive learning approaches.</li><li>

</div><p><b>About the Role</b></p><p>
The post holder reports to the DAPP Country Expert with a dotted-line reporting to the M&amp;E Manager. S/he provides technical oversight for M&amp;E systems, tools, and field-level data processes. The role requires close coordination with the DAPP Country Expert, Project Specialist, Project Coordinators across PUs, PU Managers, and frontline staff to ensure accurate data collection, progress monitoring, evidence generation, and documentation of learnings. The post holder ensures that partner organizations comply with M&amp;E standards and that all reporting meets donor and Plan International requirements.</p><p><b>

Project Name</b>: Youth Inclusion and Employment Project</p><p><b>
Outcome</b>: Young women and men have enhanced employability and engage in entrepreneurship.</p><p>
The project focuses on enabling young people to be inspired and included in economic life. Both burgeoning entrepreneurs and youth in search of employment are targeted. Upcoming entrepreneurs will be supported through the building of life skills and inclusion into relevant business ecosystems in order to establish themselves and make a living by bringing their ideas to life. Youth in search of employment will build technical skills to ensure that they have the qualifications needed in the labour market. All of this will aim at ensuring that their employability is enhanced at the same time as their own capacity to secure a job is enhanced.</p><p><b>
Target</b>:</p><p>
 a) 6600 young people are employed or have established themselves as entrepreneurs (minimum 50% young women)</p><p>
b) 33000 young people (minimum 50% young women) (after controlling for double counting)</p><p><b>

Provide technical oversight and support for establishing, maintaining, and improving the project&rsquo;s monitoring system, procedures, and field-level feedback mechanisms.</li><li>
Collaborate with the Project Team to finalize the implementation plan, ensuring that activities and indicators are logically sound, context-appropriate, aligned with the Theory of Change, and linked to a SMART Results Framework.</li><li>
Facilitate youth, community, and partner participation in monitoring and feedback processes, ensuring inclusive and gender-responsive MER practices.</li><li>
Ensure development of detailed, feasible, and donor-aligned monitoring plans.</li><li>
Work with project and support staff to ensure monitoring activities are adequately staffed and resourced.</li><li>
Ensure monitoring activities are integrated into project workplans and regularly updated.</li><li>
Develop, translate, pilot, and finalize high-quality data collection tools for all project outputs.</li><li>

About you</b></div><ul><li>
University degree in a relevant field (Economics, Development Studies, Statistics, Social Sciences, or related discipline).</li><li>
Minimum 2&ndash;3 years of professional M&amp;E experience, preferably in international development programmes.</li><li>
Proven experience in quantitative and qualitative data collection, data management, and statistical analysis.</li><li>
Experience designing and facilitating M&amp;E-related capacity-building sessions and workshops.</li><li>
Strong analytical skills with demonstrated ability to work with large datasets.</li><li>
Excellent writing skills (reports, assessments, proposals).</li><li>
Experience working with youth programming or vulnerable groups is an asset.</li><li>
Strong understanding of rights-based, gender-responsive, and participatory MEL approaches.</li><li>
