We are seeking a detail-oriented and proactive <b>Tactical Sourcing Specialist</b>. This individual will report to a<b> </b>Procurement &amp; Contracts Specialist on the Procurement team within the<b> </b>Finance division of PPFA, which partners across the organization to optimize total cost of ownership, mitigate risk, and support mission-advancing operations.</div><div></div><div><b><br>
Purpose:</b></div><div>
The Tactical Sourcing Specialist plays a crucial role in the efficient procurement of goods and services necessary for PPFA&rsquo;s operations. This position focuses on executing day-to-day sourcing activities and ensuring the timely and cost-effective acquisition of services and goods. Responsibilities include discovering potential suppliers, conducting requests for quotations (RFQs) and proposals (RFPs) for assigned categories, negotiating pricing and agreement terms with vendors, and processing purchase orders. The Tactical Sourcing Specialist will support stakeholder requirements, ensure compliance with Procurement policies, and contribute to achieving best value for the organization.</div><div></div><div><b><br>
Engagement:</b></div><ul><li>Collaborate with internal departments (e.g. Finance, Tech, Programs, Affiliates) to understand their purchasing needs, specifications, and timelines for tactical buys.</li><li>Serve as a primary point of contact for supplier communications related to specific sourcing events, orders, and operational issues.</li><li>Support the Procurement team in implementing sourcing strategies by executing defined tactical buying processes.</li><li>Build and maintain effective working relationships with internal stakeholders and suppliers to ensure smooth Procurement operations.</li><li>Assist in educating internal users on Procurement processes and systems.</li></ul><div></div><div><b><br>
Delivery</b>:</div><ul><li>Manage the end-to-end tactical sourcing process for assigned goods and services, including supplier discovery, requirements gathering, and market assessment for specific needs.</li><li>Develop and issue RFQs, RFPs, and RFIs for tactical purchases; analyze supplier responses, and make recommendations for awards.</li><li>Negotiate pricing, payment terms, delivery schedules, and other contractual terms with suppliers to achieve favorable outcomes and secure best value.</li><li>Create and manage purchase orders in the procurement system, ensuring accuracy and compliance with established contracts and policies.</li><li>Monitor supplier performance for tactical buys, address and resolve issues related to order discrepancies, quality, and delivery.</li><li>Maintain accurate and organized procurement records, including supplier information, quotes, purchase orders, and contract details.</li><li>Identify opportunities for cost savings and process improvements within the tactical sourcing scope and contribute to their realization.</li><li>Support the analysis of spend data to identify opportunities for consolidating purchases or improving terms.</li><li>Ensure compliance with PPFA&rsquo;s procurement policies, ethical standards, and any applicable regulations.</li><li>Other duties as assigned.</li></ul><div></div><div><b><br>
Knowledge, Skills and Abilities (KSAs):</b></div><ul><li>Bachelor&rsquo;s degree in Business Administration, Supply Chain Management, Finance, or a related field, or equivalent practical experience is required.</li><li>At least 3 years of experience in a procurement, purchasing, or tactical sourcing role is required.</li><li>Demonstrated experience in supplier discovery, running RFQ/RFP processes, and negotiating pricing and terms for goods and services</li><li>Strong understanding of procure-to-pay (P2P) processes and best practices</li><li>Proficiency in using procurement software, ERP systems (e.g., Oracle, SAP, Workday), and Microsoft Office Suite (especially Excel)</li><li>Excellent organizational skills with a keen attention to detail and the ability to manage multiple priorities effectively</li><li>Strong communication (written and verbal) and interpersonal skills with an ability to interact professionally with diverse stakeholders and suppliers</li><li>Analytical and problem-solving skills with the ability to assess options and make sound procurement decisions</li><li>Ability to work independently as well as collaboratively within a team environment</li><li>Commitment to process improvement and delivering high-quality results</li><li>Procurement-related certification (e.g., CPSM, CSCP, C.P.M.) is a plus but not required.</li></ul>

Complete all requested forms, including but not limited to EDD, SDI, and PFL, in a timely manner.
</li><li>Process IT notifications and change of status forms for employees on leave of absence, ensuring timely systems updates and workflow continuity.
</li><li>Act as the primary point of contact for employees and managers regarding LOA policies and processes, including updating all required parties with LOA status changes.
</li><li>Assist in training leadership team on LOA regulations, organization policies, and best practices to ensure consistent application across the organization.
</li><li>Partner with leadership to plan employee return-to-work, accommodations, or transitions.
</li><li>Responsible for timely and compliant processing of all LOA escalations, ensuring adherence to company policies and applicable state and federal laws, while maintaining a strong partnership with Employee Relations team to support consistent and fair resolution of employee matters.

Ensure compliance with all benefits-related federal and state requirements, including 5500 filing, CMS reporting, etc. Audit benefit insurance invoices, i.e., medical, dental, vision, EAP, and life insurance bills, to make sure they are current and accurate, and submit for payment processing</li><li>
Assist with benefits administration related to leaves, such as premium payments, coverage, continuation, and coordination with disability.
</li><li>Communication with employee about impact of leave on benefits and pay.</li><li>
Collect and track insurance premiums owed during an employee&rsquo;s leave of absence and collaborate with payroll to ensure accurate pay during leaves.
</li><li>Assist Senior Total Rewards Manager with open enrollment activities, including preparing materials, processing elections, and answering employee questions.
</li><li>Support administration, including but not limited to health, dental, vision, life, disability, and retirement plans, ensuring timely updates in HRIS and with vendors.
</li><li>Help research and resolve employee benefit inquiries, escalations, or discrepancies by coordinating with carriers and third-party administrators.
