 We are looking for an experienced and results-oriented Package Director to lead and oversee a portfolio of large-scale, complex infrastructure projects. The role is responsible for ensuring strategic alignment, efficient execution, and successful delivery across the program, while driving high-level stakeholder engagement, cross-project coordination, resource optimization, and robust governance to achieve organizational objectives and maintain excellence in quality, schedule, and budget performance.
 
 
 
 
 
 
 Key Responsibilities:
 
 
 
 
 1. Strategic Project &amp; Program Leadership
 
 
 <ul>
 <li>
 Oversee the planning, initiation, and execution of multiple complex projects within the package, ensuring alignment with organizational goals and strategic priorities.
 </li>
 <li>
 Define and refine scopes, objectives, and high-level deliverables across the entire project portfolio, collaborating closely with senior stakeholders and cross-functional leadership.
 </li>
 <li>
 Conduct comprehensive feasibility analyses and risk assessments across all projects, ensuring risks are proactively identified, prioritized, and mitigated before impacting cost, schedule, or quality.
 </li>
 <li>
 Develop multi-project program roadmaps, including integrated schedules, budget frameworks, and resource plans to ensure successful delivery of the full package.
 </li>
 </ul>
 
 
 2. Cross-Project Execution &amp; Performance Management
 
 
 <ul>
 <li>
 Provide strategic direction and leadership to multiple project teams, ensuring smooth coordination and consistent adherence to program timelines, quality standards, and regulatory requirements.
 </li>
 <li>
 Establish robust monitoring systems to track project health across the entire package, including progress, budget performance, interdependence, and resource utilization.
 </li>
 <li>
 Identify operational issues or deviations at both the project and program level; implement corrective actions, escalations, or process improvements to maintain delivery momentum.
 </li>
 <li>
 Drive continuous improvement and standardized delivery approaches across all projects for efficiency, consistency, and scalability.
 </li>
 </ul>
 
 
 3. Executive Stakeholder &amp; Client Engagement
 
 
 <ul>
 <li>
 Serve as the primary point of accountability for all stakeholders across the project package, ensuring expectations are clearly defined and consistently met.
 </li>
 <li>
 Facilitate high-level communication with executives, clients, and cross-functional leaders through structured reporting, governance meetings, and status reviews.
 </li>
 <li>
 Build and maintain strong stakeholder relationships, proactively managing concerns, aligning priorities, and ensuring transparency throughout the project lifecycle.
 </li>
 <li>
 Lead negotiations and conflict resolution efforts to remove organizational roadblocks and safeguard program success.
 </li>
 </ul>
 
 
 4. Resource &amp; Capacity Management Across the Package
 
 
 <ul>
 <li>
 Lead resource planning across multiple projects, ensuring optimal allocation of personnel, equipment, and materials to meet program objectives.
 </li>
 <li>
 Partner with functional managers to forecast staffing needs, resolve capacity gaps, and coordinate required expertise across different workstreams.
 </li>
 <li>
 Oversee resource utilization metrics and ensure strategic deployment to avoid bottlenecks, inefficiencies, or project delays.
 </li>
 <li>
 Promote a culture of collaboration and knowledge sharing among project teams to enhance performance and capability.
 </li>
 </ul>
 
 
 5. Quality Governance, Compliance, &amp; Risk Oversight
 
 
 <ul>
 <li>
 Establish and enforce quality governance frameworks across all projects, ensuring deliverables consistently meet organizational standards, industry regulations, and client expectations.
 </li>
 <li>
 Oversee the identification, assessment, and management of risks across the project package, including enterprise-level risks with potential cross-project impact.
 </li>
 <li>
 Develop and maintain comprehensive mitigation and contingency strategies that preserve timelines, budgets, and quality outcomes.
 </li>
 <li>
 Ensure compliance with all internal policies, external regulations, and contractual obligations throughout the project lifecycle.
 </li>
 </ul>
 
 
 6. Program Closeout, Optimization, and Continuous Improvement
 
 
 <ul>
 <li>
 Lead structured closeout processes for each project within the package, ensuring all deliverables, documentation, and performance criteria are fully met.
 </li>
 <li>
 Conduct cross-project evaluations and consolidated lessons-learned reviews to capture insights, enhance methodologies, and drive future organizational excellence.
 </li>
 <li>
 Present final program outcomes to senior leadership, highlighting achievements, performance metrics, risk outcomes, and recommendations for future initiatives.
 </li>
 <li>
 Create knowledge repositories, best-practice frameworks, and process standards that elevate the organization&rsquo;s project maturity and operational efficiency.
 </li>
 </ul>
 
 
 Education and Qualifications
 
 
 <ul>
 <li>
 Bachelor&rsquo;s degree in project management, Engineering, or a related discipline.
 </li>
 <li>
 25+ years of experience leading large-scale, multi-project programs within infrastructure, demonstrating record of delivering complex project portfolios on time, within budget, and to quality expectations.
 </li>
 <li>
 Proven strategic leadership abilities, with experience guiding and empowering cross-functional project teams, fostering collaboration, and driving high-performance cultures across multiple workstreams.
 </li>
 <li>
 Exceptional communication, negotiation, and stakeholder management skills, with the ability to influence at executive levels, resolve conflicts, and maintain strong relationships with internal and external partners.
 </li>
 <li>
 Advanced knowledge of project and program management methodologies, frameworks, and best practices.
 </li>
 <li>
 Strong analytical, critical-thinking, and problem-solving capabilities, with a proactive approach to identifying risks, addressing issues, and implementing strategic mitigation plans across multiple concurrent initiatives.
 </li>
 <li>
 Ability to thrive in a fast-paced, complex, and evolving environment, effectively managing competing priorities, shifting demands, and multiple high-visibility projects while maintaining exceptional attention to detail and quality.

 Implement cost control procedures and analyze project costs to ensure alignment with budgets, providing reliable forecasts and supporting decision-making.
 
 
 
 
 
 Duties &amp; Responsibilities:
 
 
 
 
 
 &bull; Prepare and maintain project cost control plans and budgets.
 
 
 &bull; Track and Monitor actual costs versus budget, analyze variances and identify trends.
 
 
 &bull; Develop cost forecasts and cash flow projections, highlighting deviations.
 
 
 &bull; Coordinate with project teams to validate cost data and implement corrective actions.
 
 
 &bull; Participate in the development of cost control procedures and templates.
 
 
 &bull; Manage cost coding and ensure proper allocation of costs to work breakdown structures.
 
 
 &bull; Analyze committed costs, accruals, and booked cost to identify variances
 
 
 &bull; Monitor CPI, SPI, CV and SV to assess project performance.
 
 
 &bull; Develop and Issue Key Performance Indicators to evaluate cost code allocation, productivity, resource utilization, project performance.
 
 
 &bull; Evaluate subcontractor and supplier cost .
 
 
 &bull; Assist with change management by assessing cost impacts of changes.
 
 
 &bull; Conduct cost risk analyses and maintain contingency allocations.
 
 
 &bull; Provide training to junior cost engineers and contribute to the development of cost control systems.
 
 
 
 
 
 Qualifications:

 Bachelor's degree in engineering.
 </li>
 <li>
 7+ years cost control experience with 2+ years in senior role is preferable.
 </li>
 <li>
 Analytical skills and ability to lead small teams.
 </li>
 <li>
 Training in cost control software and forecasting techniques.

 ERP System ( JD Edwards ).
