<div><div>We are seeking a <b>Principal, Risk &amp; Compliance Manager (Export Controls Focus)</b> in our <b>Broomfield, CO</b> Location. Overview</b></div><div>
Reporting directly to the Director of Risk and Compliance &ndash; the Principal, Risk &amp; Compliance Manager will serve as an operational backbone of our enterprise Risk and Compliance Program with specialized focus on export controls and technology transfer compliance. This role will manage the day-to-day execution of compliance initiatives, risk assessments, and regulatory requirements across our company, ensuring Quantinuum adheres to all relevant legal and regulatory requirements while implementing comprehensive compliance programs across all company platforms.</div>

Export Controls &amp; Technology Transfer:</b> &bull; Manage comprehensive EAR and ITAR compliance programs, including classification, jurisdiction analysis, and licensing processes &bull; Conduct hands-on ECCN classifications for hardware, software, and technical data across all product lines &bull; Develop, maintain, and audit Technology Control Plans (TCPs) for controlled technologies and quantum computing systems &bull; Coordinate export license applications and maintain ongoing compliance with license conditions &bull; Conduct technology transfer reviews and provide guidance on international collaborations</li><li><b>
Program Management &amp; Operations:</b> &bull; Develop and maintain comprehensive compliance policies, procedures, and controls across all business units &bull; Execute daily compliance monitoring activities including transaction reviews, policy adherence checks, and regulatory reporting &bull; Coordinate cross-functional compliance initiatives with Legal, Finance, HR, IT Security, Procurement, and Business Operations teams &bull; Manage compliance calendar including regulatory deadlines, audit schedules, and policy review cycles</li><li><b>
Risk Assessment &amp; Monitoring:</b> &bull; Conduct regular enterprise risk assessments identifying operational, regulatory, and reputational risks with emphasis on export control violations &bull; Maintain risk register with current risk ratings, mitigation strategies, and ownership assignments &bull; Monitor key risk indicators (KRIs) and compliance metrics, providing regular reporting to leadership &bull; Implement risk mitigation controls and track remediation efforts</li><li><b>
Regulatory Compliance:</b> &bull; Ensure adherence to applicable laws, regulations, and policies including export controls (ITAR/EAR), data privacy (GDPR/CCPA), and industry-specific requirements &bull; Manage regulatory examinations and audits, serving as primary point of contact with regulators including DDTC and BIS &bull; Prepare and submit required regulatory filings and notifications in conjunction with the Office of General Counsel &bull; Track regulatory changes and assess impact on business operations, particularly export control regulatory updates</li><li><b>
Training &amp; Communication:</b> &bull; Help design and deliver compliance training programs to educate employees about compliance requirements and risk management best practices, with specialized export control training modules &bull; Serve as compliance subject matter expert for business teams seeking guidance on export control matters</li><li><b>
Documentation &amp; Reporting:</b> &bull; Prepare comprehensive compliance reports for executive leadership and board committees &bull; Document compliance testing results and remediation activities &bull; Support internal and external audit activities &bull; Maintain detailed export control documentation and audit trails</li></ul><h3 class="jobSectionHeader"><b>
YOU MUST HAVE:</b></h3><ul><li>
Bachelor's degree minimum</li><li>
Minimum 10+ years of compliance, risk management, or regulatory experience</li><li>
Experience managing EAR and ITAR compliance programs, including classification, jurisdiction analysis, and licensing</li><li>
Hands-on experience conducting ECCN classifications for hardware, software, and technical data</li><li>
Due to Contractual requirements, must be a U.S. Person. defined as, U.S. citizen permanent resident or green card holder, workers granted asylum or refugee status</li><li>
Due to national security requirements imposed by the U.S. Government, candidates for this position must not be a People's Republic of China national or Russian national unless the candidate is also a U.S. citizen.</li></ul><h3 class="jobSectionHeader"><b>
WE VALUE:</b></h3><ul><li>
Advanced degree (JD, MBA, or relevant Masters) preferred in Business, Finance, Law, Engineering, or related field</li><li>
Demonstrated ability to develop, maintain, and audit Technology Control Plans (TCPs) for controlled technologies</li><li>
Knowledge of regulatory frameworks including export controls, data privacy, and corporate governance</li><li>
Strong project management skills with ability to manage multiple initiatives simultaneously</li><li>
Excellent written and verbal communication with ability to translate complex regulations into business guidance &bull; Experience in technology, defense, aerospace, or highly regulated industries preferred</li><li>
Have or willingness to obtain professional compliance certifications (CRCM, CAMS, CRISC, CCEP, CRCMP, GRCP)</li><li>
Experience with quantum computing, advanced technologies, or dual-use technologies preferred</li></ul><div><b>
Compensation &amp; Benefits:</b></div><div>
Incentive Eligible &ndash; Range posted is inclusive of bonus target when applicable</div><div>
The pay range for this role is $160,000 &ndash; $200,000 annually. Actual compensation within this range may vary based on the candidate&rsquo;s skills, educational background, professional experience, and unique qualifications for the role.</div><div>
