<div>Quattro Consulting, an operating firm of Command Holdings, is seeking a Financial Systems Business Analyst to support the Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic in Norfolk, VA. The ideal candidate brings a strong analytical foundation, hands-on experience with enterprise data tools, and the ability to translate complex data into actionable insights for decision-makers. This role requires a collaborative, client-focused professional who can operate effectively in a fast-paced environment while managing multiple priorities.

Responsibilities for this position may include (but are not limited to):
<ul>
<li>Conducting financial analysis, including developing cost projections and trend analysis.</li>
<li>Building, tracking, and reporting on financial metrics to ensure required services are delivered to the client on schedule and within scope.</li>
<li>Partnering with the client to identify opportunities for process improvement and develop new tools to streamline contract compliance within the command.</li>
<li>Providing ERP platform support for Non-labor and Labor (Financial Accounting-FA/ Funds Management - FM/Project Systems - PS) functions.</li>
</ul>

Requirements

Basic Qualifications
<ul>
<li>Bachelor's degree or 4 years of equivalent experience.</li>
<li>Must be able to pass a Tier 1 federal investigation.</li>
<li>Minimum of 12 months of related accounting, budget, or financial management experience.</li>
<li>Strong experience in process automation and data visualization using Power Query, Power Pivot, Power BI and/or VBA.</li>
<li>Hands-on experience with at least one modern analytics or automation tool (e.g., Python, SQL, Databricks, UiPath, or SAS).</li>
<li>Advanced Microsoft Excel skills.</li>
<li>Demonstrated proficiency in using all Microsoft Office applications.</li>
<li>Outstanding communication skills, influencing abilities, and client focus.</li>
<li>Professional proficiency in English is required.</li>
<li>Must be a U.S. Citizen.</li>

Financial Systems Business Analyst

<div>Quattro Consulting, an operating firm of Command Holdings, is seeking a Budget Analyst to serve on a potential contract supporting the Office of the Deputy Assistant Secretary of War for Counternarcotics and Global Threats (ODASW (CN&amp;SP)).

The Budget Analyst supports the Office of the Deputy Assistant Secretary of War for Counternarcotics and Global Threats (ODASW (CN&amp;SP)). The ODASW (CN&amp;SP) advances the Department of War&rsquo;s (DoW) mission to counter drug trafficking, transnational organized crime, and threat finance networks. 
 
Key Responsibilities
<ul>
<li>Analyzing program and budget requirements across CD/CTOC/CTF portfolios.</li>
<li>Developing and review Program Objective Memoranda (POM) inputs.</li>
<li>Preparing budget justification materials and resource packages.</li>
<li>Evaluating budget execution data for accuracy and compliance.</li>
<li>Conducting cost analysis, forecasting, and financial modeling.</li>
<li>Supporting reprogramming actions and funding adjustments.</li>
<li>Monitoring monthly execution across DoD components.</li>
<li>Assisting in program audits and financial reviews.</li>
<li>Developing briefings and recommendations for senior leadership.</li>
<li>Performing feasibility and efficiency studies for program investments.</li>
<li>Supporting workload modeling and resource prioritization.</li>
<li>Analyzing long-term funding strategies and impacts.</li>
<li>Coordinating with stakeholders across DoD and interagency partners.</li>
<li>Utilizing ERP systems and financial databases for analysis.</li>
<li>Providing real-time analysis and decision support in dynamic environments.</li>
</ul>

<li>Proficiency with DoW financial ERP systems and manpower databases.</li>
<li>Previous experience presenting information related to cost estimation and financial analysis to senior leaders.</li>
<li>Ability to present complex financial data to senior leaders.</li>
<li>Experience supporting audits and compliance reviews.</li>
<li>Outstanding communication skills, influencing abilities, and client focus.</li>
<li>Professional proficiency in English is required.</li>
<li>Demonstrated proficiency in using all Microsoft Office applications.</li>
