<div><p>Job Summary</p><p>
Wichita Tribal Enterprises (WTE) is seeking an experienced Technical Writer to support the Indian Health Service (IHS) Health IT Modernization Program. The Technical Writer will support the Program Management Office (PMO) by developing, editing, and maintaining high-quality technical and program documentation that supports project delivery and federal reporting requirements.</p><p>
This role works under the direction of the Project Manager and collaborates closely with Subject Matter Experts (SMEs), engineers, project managers, and program staff to produce documentation that supports program execution.</p><p>
The Technical Writer will support the development of project deliverables, including Project Management Plans, Risk Management Plans, Change Management Procedures, Onboarding Manuals, Technical Presentations, Monthly Reports, PowerPoint Presentations, Standard Operating Procedures (SOPs), and other documents to support project requirements and work products.</p><p>
This is a remote position.</p><p>
This position has an estimated ~90-day onboarding process.</p><p>
 Key Responsibilities</p><div><ul><li>
Develop, write, and edit technical and program documentation including Project Management Plans, Risk Management Plans, Change Management Procedures, Standard Operating Procedures (SOPs), onboarding materials, and monthly status reports.</li><li>
Collaborate with Subject Matter Experts (SMEs), engineers, and program staff to gather technical information and produce accurate project documentation.</li><li>
Translate complex technical concepts into clear, concise, and user-friendly documentation for technical and non-technical audiences.</li><li>
Perform editing and quality assurance reviews to ensure documentation meets standards for clarity, accuracy, grammar, formatting, and consistency.</li><li>
Maintain document version control and ensure consistent formatting, structure, and style across all program deliverables.</li><li>
Create PowerPoint presentations, charts, diagrams, and visual materials to support technical documentation and program reporting.</li><li>
Manage and maintain documentation repositories, including organizing project deliverables within SharePoint or other document management systems.</li><li>
Support program reporting and PMO documentation requirements while ensuring consistent messaging and presentation across all deliverables.</li></ul></div><p>
Education Requirements</p><div><ul><li>
Bachelor&rsquo;s degree in English, Communications, Journalism, Marketing, Technical Writing, or a related field.</li></ul></div><p>
 Certifications are not required but may include:</p><ul><li>
Certified Professional Technical Communicator (CPTC)</li><li>
Project management training or certifications</li><li>
Technical writing or editing certifications</li></ul><p>
Qualifications</p><div><ul><li>
Candidate must be a U.S. Citizen.</li><li>
Satisfactory results of a pre-employment screening, which includes a drug and breath alcohol test, along with a Motor Vehicle Record check.</li><li>
Candidate must be able to obtain and maintain a Public Trust.</li><li>
3-5 years of Technical Writing Experience</li><li>
Ability to write, edit, and format complex technical and program documentation.</li><li>
Demonstrated ability to collaborate with cross-functional teams including technical staff, program managers, and leadership.</li><li>
Ability to manage multiple tasks and deadlines in a fast-paced environment.</li><li>
Strong organizational skills and attention to detail.</li><li>
Ability to handle sensitive or confidential information with discretion.</li><li>
Ability to read and interpret government contracts, statements of work, and program documentation.</li><li>
Demonstrate the ability to work effectively across diverse, cross-functional teams of growth, operations, and corporate staff, and assigned technical experts</li><li>
Follow style guides such as the Chicago Manual of Style, MLA, and AP Style</li><li>
Write clearly and informatively and edit work as needed</li><li>
Handle confidential information with discretion</li><li>
Demonstrate the ability to manage multiple priorities and deadlines</li><li>
Strong proficiency in Microsoft Office (Word, Excel, and PowerPoint)</li><li>
Intermediate knowledge of Visio is preferred, not required</li><li>

Technical Writer

<div><p>Southwind Construction Services LLC is seeking a Project Manager. The Project Manager (PM) at Southwind Construction is responsible for overseeing the planning, execution, and successful completion of construction projects. This role leads project teams and field personnel while managing project budgets, schedules, and contract requirements to ensure projects are delivered safely, on time, and within scope. The PM supports both <b>Design-Bid-Build (DBB)</b> and <b>Design-Build (DB)</b> projects across the Midwest and plays a key role in coordinating with internal teams, subcontractors, and clients throughout the project lifecycle. This position requires strong leadership, a solid understanding of construction best practices, and the ability to manage multiple project priorities while maintaining high standards for quality, compliance, and performance.</p><p>
 Key Responsibilities</p><p>
. Project Planning and Initiation</p><ul><li>
Lead the planning phase of awarded construction projects to ensure a clear execution strategy.</li><li>
Collaborate with the project scheduler to develop detailed project timelines, milestones, and deliverables for client review and approval.</li><li>
Identify potential project risks and develop mitigation strategies to minimize schedule or cost impacts.</li><li>
Coordinate with internal teams and regulatory agencies to secure required permits, approvals, and project documentation.</li><li>
Support the development of project execution plans aligned with contract requirements and company standards.</li></ul><p>
 Budgeting and Cost Control</p><ul><li>
Develop and manage project budgets, forecasts, and cost control strategies.</li><li>
Work closely with accounting, procurement, and financial teams to monitor financial performance.</li><li>
Utilize Proforma budgeting methods and Earned Value Analysis (EVA) to track project financial performance.</li><li>
Lead subcontractor buyout processes to ensure competitive pricing and project profitability.</li><li>
Negotiate contracts with subcontractors and suppliers.</li><li>
Monitor project costs and adjust financial plans to address scope changes, delays, or unforeseen conditions.</li></ul><p>
 Team Leadership and Coordination</p><ul><li>
Lead and coordinate multidisciplinary teams including engineers, architects, subcontractors, and field personnel.</li><li>
Assign responsibilities and collaborate with Directors of Quality Control and Field Operations to staff projects effectively.</li><li>
Facilitate weekly stakeholder meetings to review schedules, RFIs, submittals, and upcoming activities (3-week look ahead).</li><li>
Maintain consistent communication between project teams, field staff, and leadership.</li><li>
Address project challenges, conflicts, and personnel issues quickly to maintain productivity and team alignment.</li></ul><p>
4. Construction Oversight and Quality Assurance</p><ul><li>
Monitor construction activities to ensure compliance with project plans, specifications, and quality standards.</li><li>
Conduct routine site visits and inspections to verify work progress and workmanship.</li><li>
Coordinate with architects and engineers to resolve design or construction issues.</li><li>
Work closely with the Site Safety &amp; Health Officer (SSHO) to ensure OSHA compliance and maintain a Safety First culture across all projects.</li></ul><p>
Risk Management and Problem Solving</p><ul><li>
Identify project risks early and implement proactive solutions.</li><li>
Manage schedule delays, cost impacts, and unforeseen project challenges.</li><li>
Track modifications, differing site conditions, and scope changes, ensuring proper documentation.</li><li>
Prepare and manage MODs, Change Orders, and Requests for Equitable Adjustments (REAs) when required.</li><li>
Ensure environmental and sustainability standards are followed.</li></ul><p>
Stakeholder Communication and Reporting</p><ul><li>
Maintain transparent communication with clients, executives, project teams, and regulatory agencies.</li><li>
Provide regular progress updates, performance reports, and schedule updates.</li><li>
Lead project coordination meetings and participate in executive project reviews.</li><li>
Coordinate inspections, approvals, and regulatory compliance with relevant authorities.</li></ul><p>
 Project Closeout and Handover</p><ul><li>
Lead the project completion and closeout process to ensure successful delivery.</li><li>
Conduct final inspections with the Quality Control Manager, Superintendent, and client representatives.</li><li>
Manage punch list completion and ensure all deficiencies are resolved.</li><li>
Oversee the preparation and submission of closeout documentation, warranties, and as-built records.</li><li>
Coordinate with subcontractors and the project team to ensure complete and timely project turnover to the client.</li></ul><p>
Required Qualifications</p><ul><li>
