General Statement of Work</b></div><div>
The Rend Lake Conservancy District is looking for an administrative assistant that would assist the Water/Sewer Manager with a variety of routine and complex clerical work assignments. This person would also provide clerical support to the Water Plant Superintendent, Distribution Superintendent and the RLCD Administrative Office.</div><div></div><div><b><br>
Specific Duties and Responsibilities:</b></div><div></div><div><br>
Performs a wide variety of clerical tasks for the Water / Sewer Department, including the following:</div><ul><li>
Answer phone and assist persons seeking information from the Water / Sewer Department.</li><li>
Communicate with water customers and ensure that wholesale system emergency contact information is current.</li><li>
Prepare reports, perform filing and other information processing assignments.</li><li>
Organize, process and file invoices / packing slips using accounting software for manager review.</li><li>
Assist Water / Sewer Manager with payroll, scheduling, budget preparation, safety compliance documentation and preparation of water quality reports.</li><li>
Provide clerical support for preparation of bid documents, purchase requisitions and legal notices.</li><li>
Collaborate with management and Administrative Office staff to ensure timely payment of bills and receipt of wholesale / retail meter reading data.</li><li>
Input data, create work orders and run reports within computerized asset maintenance software platform.</li><li>
Assist distribution staff in collection / processing of retail water meter readings and cross-connection surveys.</li><li>
Track and maintain inventory of assets, parts and supplies used in Water / Sewer Department.</li><li>
Order supplies and provide clerical support for procurement of equipment.</li><li>
Drive to water system remote sites and other places to track inventory, deliver documents / packages and purchase supplies / materials.</li><li>
Participate in safety and occupational training as required by Water / Sewer Manager.</li><li>
Perform other duties and assignments as required by Water / Sewer Manager.</li></ul><div></div><div><b><br>
Minimum Qualifications:</b></div><ul><li>
High school education; and</li><li>
One (1) year previous public sector or utility experience; and</li><li>
Two (2) years previous clerical experience; and</li><li>
Associate degree in business administration or equivalent preferred.</li></ul><div></div><div><b><br>
Minimum Job Requirements:</b></div><ul><li>
Possess a valid driver&rsquo;s license.</li></ul><div></div><div><b><br>
Knowledge, Skills, and Abilities Required:</b></div><ul><li>
Knowledge of office terminology, procedures, and equipment; and</li><li>
Knowledge of utility services, operations, and procedures; and</li><li>
Knowledge of standard word processing, spreadsheet and e-mail software; and</li><li>
Effective verbal, written and interpersonal communication skills; and</li><li>
Excellent organizational skills and attention to detail; and</li><li>
Strong analytical and problem-solving skills; and</li><li>
Strong math and computer skills necessary to complete all job functions; and</li><li>
Ability to maintain detailed and accurate records;</li><li>
Ability to prioritize and manage multiple tasks; and</li><li>
Ability to work independently and part of a team; and</li><li>
Ability to handle confidential information.</li></ul><div></div><div><b><br>
Working Conditions and Physical Effort:</b></div><br>
<div></div><ul><li>
Normal work is performed in a controlled office environment but may include working in both onsite and offsite industrial settings.</li><li>
Work involves moderate exposure to unusual elements, such as dirt, dust, fumes, smoke, heat, cold, unpleasant odors, and/or loud noises.</li><li>
Light to moderate physical activity. Requires occasional physical work; lifting, pushing, or pulling required of objects in excess of 30 pounds.</li><li>
Must be physically and mentally able to thoroughly complete all tasks in a timely and competent manner.</li><li>
Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.</li></ul><div></div><div><b><br>

Union Classification: Clerical I</li><li>
Hourly wage based on union scale: The current union wage is $28.61/hour. New employees begin at 85% of the scale, with incremental increases to full rate in accordance with the union progression schedule in the CBA</li></ul></div>
