Instructional Designer - On-Site ServicesBureau of Land Management (BLM) / National Wildfire Coordinating Group (NWCG)Position OverviewWe are seeking an experienced Instructional Designer to provide comprehensive on-site instructional design services supporting the Bureau of Land Management's National Wildfire Coordinating Group's learning and development initiatives. This full-time, on-site position will focus on creating performance-based training solutions using the ADDIE model, with particular emphasis on Analysis and Assessment phases to ensure learning solutions align with organizational goals and performance outcomes.Key ResponsibilitiesAnalysis Phase<ul><li>Conduct stakeholder interviews and focus groups to identify training needs</li><li>Perform comprehensive task analysis and learner analysis</li><li>Identify training gaps and performance needs within the wildland fire community</li><li>Define measurable learning objectives and success criteria</li><li>Analyze current training content and delivery mechanisms</li><li>Deliver Training Needs Analysis Reports</li></ul>Design Phase<ul><li>Develop instructional strategies aligned with adult learning principles</li><li>Create detailed course outlines, content maps, and storyboards</li><li>Design various assessment types (formative, summative, diagnostic)</li><li>Ensure content alignment with learning objectives and evaluation criteria</li><li>Produce Course Design Documents, Storyboards/Prototypes, and Assessment Blueprints</li></ul>Development Phase<ul><li>Create instructional materials across multiple modalities (e-learning, instructor-led, hybrid)</li><li>Develop comprehensive learning assessments and evaluation tools</li><li>Build multimedia assets including graphics, audio scripts, and training scenarios</li><li>Deliver completed Training Modules, Assessment Instruments, and Instructor/Learner Guides</li></ul>Implementation Phase<ul><li>Support training delivery and deployment through LMS and other platforms</li><li>Provide facilitator support and train-the-trainer services as required</li><li>Assist with setup, configuration, and technical troubleshooting</li><li>Create Implementation Plans and Facilitation Support Materials</li></ul>Evaluation Phase<ul><li>Conduct Level 1 (Reaction) and Level 2 (Learning) evaluations using Kirkpatrick model</li><li>Analyze assessment data to determine learner outcomes and training effectiveness</li><li>Provide data-driven recommendations for continuous improvement</li><li>Deliver Evaluation Summary Reports and Improvement Recommendations</li></ul>Required QualificationsEducation &amp; Experience<ul><li>Bachelor's degree in Instructional Design, Education, Training &amp; Development, or related field</li><li>Minimum 10 years of experience in Instructional System Design</li><li>Proven experience collaborating with client organizations and staff</li><li>Demonstrated ability to work with Subject Matter Experts, project managers, and stakeholders in fast-paced environments</li><li>Either Military/Department of Defense experience OR Wildland Fire community experience</li></ul>Technical Expertise<ul><li>Deep understanding of the ADDIE model and adult learning principles</li><li>Experience with Kirkpatrick Training Evaluation methodology (Levels 1-4)</li><li>Proficiency in job task analysis techniques</li><li>Systems-level thinking approach to training design</li><li>Experience with Learning Management Systems (LMS) and various delivery platforms</li></ul>Specialized Experience<ul><li>Focus on performance-based training rather than theoretical/academic approaches</li><li>Experience developing experiential learning rather than lecture-based training</li><li>Emphasis on practical application and task performance over knowledge retention</li><li>Ability to design training that supports employee development and job performance</li></ul>Preferred Qualifications<ul><li>Experience with multimedia development tools</li><li>Project management experience in training environments</li></ul>Security Requirements<ul><li>Must be able to obtain and pass a background/suitability investigation</li></ul>Work Environment &amp; Schedule<ul><li>Location: National Interagency Fire Center (NIFC), Boise, Idaho</li><li>Schedule: Full-time, on-site position (remote work not available)</li></ul>What We Offer<ul><li>Opportunity to impact critical wildland fire training and safety initiatives</li><li>Collaborative work environment with subject matter experts and fire professionals</li><li>Professional development in specialized federal training environments</li><li>Stable long-term contract opportunity with potential for extension</li></ul>Application ProcessCandidates must demonstrate their ability to work collaboratively in a government environment while maintaining focus on performance-based training outcomes.
