The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Operates heavy equipment such as a bulldozer, loaders, motor grader, excavators, back-hoe, tractor, bush hog, rollers, compactor, dump truck and off road dump truck, etc., to grade and excavate landfill site, to transport solid waste materials, and to spread and compact layers of waste and earth cover.
Performs erosion control procedures as necessary, including but not limited to installing silt fencing.
Examines loads of waste to ensure compliance with department and government regulations. Reads and interprets plans and specifications to determine proper work methods.
Performs general grounds keeping and facility maintenance work as required.
Inspects equipment to ensure proper and safe working condition; reports defects or required maintenance to the supervisor.
Performs routine inspection and preventive maintenance on assigned equipment; performs minor repairs; cleans equipment.
Uses hand and power tools in various manual tasks as required. Prepares required work records.
Performs all duties in accordance with applicable policies, procedures, laws, regulations, and standards of quality and safety.
Provides professional and courteous customer service at all times. Attends training as required to enhance job knowledge and skills.<div>
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires high school diploma, GED equivalent or specialized vocational training.<h1 class="jobSectionHeader">
SPECIAL CERTIFICATIONS AND LICENSES:</h1>
Must possess a valid state commercial driver&rsquo;s license (CDL) with appropriate endorsements or obtain CDL permit (3) months after date of hire. Must obtain CDL (Class &ldquo;B&rdquo;) with appropriate endorsements (6) months after date of hire. Total (3) months for Permit (3) months for CDL license (Class A or B).</div>
EXPERIENCE REQUIREMENTS:
Requires over six months and up to and including one year.</div>

Landfill Operator

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Opens and closes drop-off site to ensure timely service is provided.
Monitors and screens all waste and recyclable materials delivered by residents to County drop-off sites.
Directs traffic at drop-off sites.
Assists the public in placing materials in proper containers; determines if waste is acceptable. Assesses and processes tipping fees for commercial waste deposits.
Monitors containers to ensure adequate space for continued disposal and calls in collection requests as needed; coordinates collection with contractors.
Maintains drop-off site in a clean, orderly manner; picks up trash and debris as necessary; cleans drop pans and hoses down areas to eliminate spills and odors.
Operates a backhoe to compact waste in containers. Maintains accurate and up-to-date records of daily activities.
Answers the telephone; provides information and /or assistance to callers. Cleans and maintains assigned equipment and tools.
Provides training and leadership of workers as assigned.
Assists with other Solid Waste Department functions as assigned.
Performs all duties in accordance with all County policies and procedures, standards of quality and safety, and all applicable local, state and federal laws and regulations.</div>
Receives and responds to requests for information and assistance and to complaints from customers.<h1 class="jobSectionHeader">
VOCATIONAL/EDUCATIONAL PREPARATION:</h1>

Drop Off Center Attendant

<div>The purpose of this class is to provide professional, timely and courteous customer service to appointed and elected officials, County citizens, County staff and outside agencies requesting information, assistance or service; to maintain accurate and complete customer service records, and to perform related work as assigned. This class works according to a wide range of procedures; work is reviewed regularly by supervisor.<h2 class="jobSectionHeader">
Essential Tasks</h2>
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary. 
Receives and responds to inquiries, concerns, complaints and requests for assistance from appointed and elected officials, County Council, the County Manager, County staff, County citizens and its surrounding areasand outside agencies using telephone, e-mail, fax, US mail and face-to-face communication. 
Provides professional, courteous customer service; assists customers or obtains information for customers as requested; explains department and County policies and procedures; refers customers to other personnel or offices as appropriate. 
Responsible for receiving and disseminating compliments, complaints, inquiries and requests for assistance from the general public, appointed and elected officials, County officials, the general public and outside agencies. Enters service requests, compliments and employee complaints into computer database; transfers requests to appropriate personnel; notifies department directors, administration and the Human Resource director of compliments for and complaints against employees, tracks requests to ensure prompt response. This data can be critical and highly confidential in nature. 
Records community meeting requests; schedules meetings with appropriate County representative; attends and participates in community meetings as appropriate. 
Receives, review and responds to Freedom of Information Act requests 
Must have working knowledge of all County departments&rsquo; functions; keep abreast of current events pertaining to area municipalities, Richland County and the state government; must have broad knowledge of County ordinances. 
Calculates customer Solid Waste fees and identifies tax billing discrepancies; generates reports for the Solid Waste Department as required. 
Performs other general clerical work as required, including, but not limited to typing reports and correspondence, copying and filing documents, sending and receiving faxes, answering the telephone, processing mail, etc. 
Attends staff meetings as required. 
Attends training, meetings, seminars and/or workshops to enhance job knowledge and skills. 
Works on call during inclement weather or emergency situations.
Compensation Minimum: $19.68</div>
