Position Summary
 
RSI is recruiting for a Staff Hydrogeologist who will support the Groundwater Program for U.S. Department of Energy Office of Legacy Management projects. The Hydrogeologist will assist with projects involving groundwater and contaminant characterization, conceptual site model development, long-term monitoring, and remedial design and performance evaluations.
 
The Groundwater Program scientists embrace innovation and cutting-edge methodologies and technologies and are recognized as industry leaders in 3-D visualization and evaluation, geochemical assessment, and groundwater flow and reactive transport modeling. In addition, the Staff Hydrogeologist will have the opportunity to participate in the LM Applied Studies and Technology (AS&T) Program. AS&T studies are designed to support the LM mission through improved understanding of processes that affect remedy protectiveness and performance, including evaluation and application of advancements in technology. Ongoing AS&T studies include long-term disposal cell cover performance, plume persistence, enhanced natural attenuation, system operations and analysis at remote sites, data mining and project visualization and educational collaborations. AS&T studies are not limited to the ongoing studies; any study related to LM's mission will be considered for inclusion in the program.
 
The ideal candidate will have a solid foundation in hydrogeologic principles, an understanding of groundwater and contaminant characterization methods, and strong skills in data analysis and reporting. Strong quantitative skills and experience with groundwater modeling tools, Python and R programming, and statistical analysis is preferred. This role requires a balance of technical expertise, fieldwork leadership, and project coordination, with opportunities for growth under the guidance of senior staff.

 Hiring Range: $65,000.00 – 90,000.00 per year. (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant's education, training, and experience.)
 
This position is required to travel up to 30% of the time.
 
Essential Duties and Responsibilities
 
<ul>
<li>Support multidisciplinary groundwater and environmental projects under guidance of Senior Staff.</li>
<li>Perform the acquisition, organization, and analysis of environmental field data.</li>
<li>Conduct groundwater evaluations using 3-dimensional visualization tools, modeling software, Python and R programming languages.</li>
<li>Conduct statistical and geostatistical evaluations under the guidance of Senior Staff.</li>
<li>Support the development of hydrogeologic conceptual site models.</li>
<li>Analyze monitoring data and develop regulatory reports to documenting findings.</li>
<li>Support the development of complex numerical flow and transport models to develop groundwater compliance strategies and assess their performance.</li>
<li>Contribute to the development of project documents and presentations under supervision of Senior Staff.</li>
<li>Support the development of scopes of work to address groundwater issues, create associated budgets, and schedules to execute work.</li>
<li>Support and mentor staff.</li>
<li>Interface with clients and stakeholders.</li>

</ul>
Required Education and Years of Relevant Experience
 
<ul>
<li>Master's or Ph.D. in hydrogeology, hydrology, environmental engineering, geology, or related physical sciences field.</li>
<li>Minimum 1-5 years of relevant experience.</li>
</ul>
Licenses and Certifications
 
<ul>
<li>Valid Driver's License.</li>
<li>P.G. or P.E. preferred but not required.</li>
</ul>
Required Skills and Abilities
 
<ul>
<li>Excellent written and verbal communication skills.</li>
<li>Some field characterization experience required.</li>
<li>Understanding of data acquisition and evaluation.</li>
<li>A foundational understanding and ongoing development of expertise with coding languages such as Python and R.</li>

<li>Developing expertise in three-dimensional visualization and evaluation.</li>
<li>Introductory knowledge of geology, hydrogeology, hydrology, geochemistry, and geophysics.</li>
<li>Understanding of MODFLOW or other relevant groundwater modeling software preferred, including parameter estimation and uncertainty analysis tools such as PESTPP-IES.</li>
<li>Developing knowledge of remedial design and evaluation.</li>
<li>Preliminary knowledge of regulations and standard requirements.</li>
<li>Preliminary knowledge of groundwater flow and contaminant transport fundamentals.</li>
<li>Ability to learn and implement integrated work control processes, readiness reviews, health and safety and field project closeouts.</li>
<li>Experience with project management functions (i.e., scope, schedule, and budget), including subcontractor oversight.</li>

Essential Duties and Responsibilities
 
<ul>
<li>Support prime contract life cycle performance including business/cost proposal preparation, execution, and closeout for federal government and commercial projects.</li>
<li>Interpret contractual, Federal Acquisition Regulation and supplemental regulations, and/or unique procurement regulations and provide effective compliance strategies and approaches.</li>
<li>Prepare and/or review contract documents such as teaming agreements, solicitations/RFPs, and contracts for risk identification and provide mitigation strategies that effectively minimize risks to the company.</li>
<li>Prepare, review, and/or negotiate prime contracts of varying types (FFP, T&M, IDIQ, CPIF, CPFF, performance based, etc.), teaming and consulting agreements, non-disclosure agreements, memoranda of understanding/agreement, and other contract related documents.</li>
<li>Perform contract reviews or audits including such activities as variances or errors, ambiguous or undefined contract terms, and compliance with terms and conditions.</li>
<li>Ensure all prime contract terms and conditions flow down to subcontracts.</li>
<li>Coordinate or perform contract administration tasks related to monitoring compliance, performance, and progress.</li>
<li>Perform all contract administration functions using independent evaluation, judgment, selection and adaptation/modification of standard techniques and procedures.</li>
<li>Interface and establish strong rapport with government contracting officers and clients.</li>
<li>Coordinate the preparation, submittal, and negotiation of requests for equitable adjustments.</li>
<li>Advise program/project managers on scope of work and contract terms and conditions including resolving complex issues (e.g., government property, insurance, OCI) and resolution of contract disputes.</li>
<li>Advise business leadership and program/project management regarding strategies and methods to maximize contract profitability.</li>
<li>Maintain effective interfaces/relations with all intra-company functions (e.g., Human Resources, Finance, etc.).</li>
<li>Interface with ASRC Industrial Services (AIS) legal counsel when necessary, regarding risks and mitigation strategies and compliance with company policies and procedures.</li>
<li>Maintain effective communication and interfaces with AIS and provide timely and accurate responses to all AIS requirements and requests.</li>
<li>Understand Contractor Purchasing System Review (CPSR), and government property system review; contract closeout; government property administration; and purchasing system design and upgrades.</li>
<li>Maintain original contracts and modifications electronically, integrating modifications into a working electronic copy, and assure contract records are adequately and accurately maintained.</li>
<li>Interface with Government auditors.</li>
<li>Other duties as assigned.</li>

Required Education and Years of Relevant Experience

<li>Bachelor's degree in Finance, Accounting, Business Administration, or a related discipline or equivalent.</li>
<li>Minimum of 5 years of prime contract management experience in government contracts.</li>
</ul>
Licenses and Certifications
 
<ul>
<li>Valid Driver's License.</li>
<li>Deltek Costpoint experience is a plus but not required.</li>
</ul>
Required Skills and Abilities
 
<ul>
<li>Demonstrated knowledge of (FAR) Federal Acquisition Regulations, including cost or pricing data, cost accounting standards, and allowable cost determinations etc.</li>
<li>Excellent analytical and negotiation skills.</li>
<li>Ability to work on multiple projects concurrently and prioritize assignments.</li>
<li>Ability to maintain the highest level of professionalism, confidence and integrity while directly dealing with internal and external customers.</li>
