<div>The Arizona Department of Economic Security (AZDES) is seeking an experienced Procurement Analyst to support IT Strategy &amp; Projects initiatives. The ideal candidate will have strong experience in IT software procurement, vendor management, contract negotiations, cloud licensing models, RFP/RFQ development, and technology investment analysis.<br>
</div><div><b>Key Responsibilities</b></div>
<ul><li>Manage IT software procurement activities and procurement lifecycle processes</li><li>Analyze and manage SaaS, PaaS, RaaS, and IaaS licensing models</li><li>Negotiate contracts, SLAs, renewal terms, pricing, and data sovereignty clauses</li><li>Develop and evaluate complex RFPs, RFQs, and Statements of Work (SOWs)</li><li>Manage procurement projects, timelines, stakeholders, and deliverables</li><li>Conduct Total Cost of Ownership (TCO) and Return on Investment (ROI) analyses</li><li>Support technology acquisition strategies and vendor selection processes</li><li>Ensure compliance with procurement standards and cloud procurement frameworks</li><li>Collaborate with business, technical, legal, and executive stakeholders</li></ul><br>
<div><b>Required Skills &amp; Experience</b></div>
<ul><li>Minimum 3 years of IT Software Procurement experience</li><li>Strong understanding of procurement processes and vendor management</li><li>Excellent communication, negotiation, analytical, and organizational skills</li><li>Experience managing procurement activities across multiple stakeholders</li></ul><br>

<li>Experience with Microsoft server and workstation operating systems</li>
<li>Experience with Microsoft O365 products</li>
<li>Experience with incident reporting and support ticketing systems</li>
<li>Experience with network and computer security testing tools</li>
<li>Experience reading and interpreting security logs and reports</li>
<li>Knowledge of industry standards and best practices of information security</li>
<li>Knowledge of business process analysis methods</li>
<li>Responds promptly to technical, system and/or emergency issues when contacted outside of scheduled work hours, remotely or in person as needed</li>
<li>Perform related work as required</li>
<li>Strong problem-solving and critical thinking skills</li>
<li>Stays up to date with cybersecurity trends and risks</li>
<li>Experience working with Tenable and Splunk</li>
<li>Excellent communication and collaboration skills</li>
<li>Ability to quickly adapt to changing priorities and technologies</li>
<li>Associate&rsquo;s degree or current certifications within information technology</li>
