Four years of experience practicing law in California, one of which must be as an Attorney-Criminal Level IV or higher in Sacramento County service. Acceptable areas of law practice include, but are not limited to, criminal law, juvenile delinquency, consumer fraud, environmental protection, asset forfeiture, conservatorship, or family support.<br>

Under general direction, performs advanced, professional employee/labor relations work; serves as Lead Negotiator for assigned bargaining units; assists in the development and recommendations for the County's negotiating position, negotiates agreements, and administers agreements and grievance procedures; provides technical assistance to County supervisors and managers; assures compliance with labor relations contractual agreements, County policies, and applicable Federal, State, and local laws, ordinances, and codes; and represents County management in hearings and deciding grievances.</div><br>

<b>Minimum Qualifications</b><br>

<b>Either:</b><b> </b>1a. Bachelor&rsquo;s Degree from an accredited college or university in Public or Business Administration, Industrial/Labor Relations, Law, Human Resources/Personnel Management, Psychology; or other field closely related to the intent of the class;<br>
<br>
AND<br>
<br>
1b. Four years of collective bargaining experience with responsibilities for labor contract negotiations; grievance investigations, and/or labor agreement and memoranda of understanding administration; and impasse resolutions. One year of this experience must have been in the capacity of a Lead Negotiator.<br>
<br>
<b>Or:</b> 2. Two years of full time paid experience in the Sacramento County class of Labor Relations Representative.<br>
<br>
<b>Note applicable to pattern 1:</b> Completion of the CALPELRA Core Labor Relations Academy, or equivalent program, or possession of a Master&rsquo;s Degree in one of the above named educational fields may substitute for one year of 5 the collective bargaining experience but not for the Lead Negotiator experience.<br>

<b>Note applicable to pattern 1:</b> Additional experience as described in pattern 1b may be substituted for the required education on the basis of one month of experience is equal to 2.5 semester (3.75 quarter) units.<br>

License Requirements: A valid California Driver License, Class C or higher, shall be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License, or comply with state and federal requirements for utilization, may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Criminal History and Background Checks: The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate&rsquo;s ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. The County may also conduct a background check on the candidate prior to appointment to a position within this class.
