Great Hill is seeking an Executive Specialist/Office Management Specialist in Washington, DC. The objective of this work is to provide Executive Specialist support to senior level officials for one of Great Hill Solutions' government clients.

Roles and Responsibilities include, but are not limited to:
<ul>
<li>Reports directly to a DAS and the Director (and/or policy coordinator) In this connection, the incumbent handles all requests for meetings and appointments, decides the distribution of the Deputy Assistant Secretary's time, prepares or requests preparation of briefing memoranda indicating purpose of appointments and outlining background data. Arranges for oral briefings by appropriate officers; and discusses with officials invited to meetings called by the Deputy Assistant Secretary the subject of the meetings in order that they will be properly informed and provided with necessary information.</li>
<li>The contractor shall provide support services that include office assistance, travel arrangement, document drafting, correspondence review, time keeping, and scheduling to meet the needs of the team.</li>
<li>Responsible for carrying out special assignments for the Deputy Assistant Secretary, which require ahigh degree of tact and diplomacy and comprehensive knowledge of the views of the Deputy Assistant Secretary</li>
<li>Answers and promptly handles telephone calls coming into the office.</li>
<li>Maintains the schedule for Special Representative and the Office Director.</li>
<li>Manages passports and visa procurement for all travel in support of the office.</li>
<li>Prepares correspondence, telegrams, and memoranda, ensuring that all conform to style and format guidelines established by the Department's Executive Secretariat.</li>
<li>Drafts/prepares travel authorizations on behalf of members of office members based on information provided by traveler. Prepares trip itinerary, obtains travel expenses estimates (MI &amp; E costs, taxi, hotel costs).Upon completion of trip, assists traveler in preparing electronic travel vouchers.</li>
<li>Follows up with traveler to ensure all expense documents have been submitted and on time (i.e., within 30 days).</li>
<li>Reviews all incoming correspondence and forwards it with necessary information or instructions to the appropriate officers for action; composes replies when appropriate.</li>
<li>Maintains office files and procures necessary office supplies.</li>
<li>Prepares time-and-attendance sheets and vouchers for taxis and representational funds.</li>
<li>Ability to work under pressure and tight or short deadlines.</li>
<li>As requested, or on his/her own initiative, makes careful and exhaustive searches for information difficult to obtain, compiles data and makes preliminary analyses.</li>
<li>Makes and acknowledges various social arrangements and obligations which are a part of the official responsibility of the office.</li>
<li>Manages other tasks authorized by the Government Task Manager that fall within the scope of this task order.</li>
</ul>
Basic Qualifications:
<ul>
<li>The contractor shall have the following skills:</li>
<li>Excellent knowledge of Department of State operations and overall office management experience.</li>
<li>Experience as a secretary/office manager working under pressure.</li>
<li>Working knowledge of personal computers and general administrative practices</li>
<li>Demonstrates extensive experience and demonstrated ability in working with classified and unclassified computer data bases. Operation and knowledge of Excel, Microsoft Word, and relatedcomputer-based programs operations.</li>
<li>Extensive experience with travel arranging through E2 is highly preferred.</li>
<li>Attention to detail and initiative to manage tasks rather than simply respond to requests.</li>
<li>Active Top Secret Clearance</li>

Responsibilities include, but are not limited to:

<li>Master SAS Macro Library Control: Serve as the principal architecture lead for the development, maintenance, and structural optimization of DHP's Master SAS Macro Library, applying semantic versioning via GitLab/GitHub.</li>
<li>Data modernizations &amp; Pipeline Lead: Drive the programmatic migration of legacy SAS macro frameworks into optimized cloud environments (Python, R, pySpark, Databricks), acting as a primary engine for division-wide data modernization goals.</li>
<li>Parallel Discrepancy Evaluation: Design, deploy, and execute parallel production runs between legacy code systems and newly engineered cloud pipelines, running detailed equivalence tests and managing discrepancy remediation down to zero tolerance variance.</li>
<li>MMP Rule Engine Execution: Direct and optimize automated cleaning suites applying 400+ distinct field-level logic rules across complex clinical and behavioral surveillance domains to generate analysis-ready files.</li>
<li>Complex Survey Weights Calibration: Calculate Respondent-Driven Sampling (RDS) and venue-based complex weights for NHBS cycles, running advanced sample calibrations via PROC SURVEYFREQ, SURVEYMEANS, and SURVEYREG workflows.</li>
<li>Section 308(d) Table Suppression: Programmatically embed automated small-cell suppression rules and data-masking constraints directly inside SAS and Python reporting code blocks, mitigating confidentiality disclosure prior to clearance routing.</li>
<li>Dual-Reviewer Equivalence Testing: Operate rigid dual-reviewer validation protocols for all high-priority ad hoc data queries from leadership or Congress, certifying data precision and traceability under 5 business day turnarounds.</li>
<li>1CDP Metadata Harvesting: Coordinate the programmatic extraction of data dictionaries and schema attributes from frozen analytical datasets, automating catalog integration with the One CDC Data Platform (1CDP).</li>
<li>Audit-Ready Technical Documentation: Generate comprehensive code annotations, lineage maps, change tracking tables, and reproducibility records to ensure full compliance with federal data integrity and code harmonization rules.</li>
</ul>
Basic Qualifications:
<ul>
<li>Master's degree in Biostatistics, Statistics, Mathematics, or a highly quantitative mathematical discipline required.</li>
<li>Ability to obtain and/or maintain an active favorable Tier I background check</li>
<li>7+ years of continuous SAS macro software development and structural statistical programming experience within federal health or clinical trial settings.</li>
<li>5+ years of hands-on data manipulation and multi-stage sampling weight calculation experience utilizing specialized SAS PROC SURVEY tools.</li>
<li>Direct technical familiarity working with massive historical CDC data stores, including MMP data architectures, NHBS repositories, and eHARS files.</li>
<li>Proven experience executing dual-reviewer validation architectures using formal version control systems (GitLab/GitHub).</li>
<li>SAS Certified Advanced Programmer for SAS 9 or SAS Viya required</li>
<li>SAS Certified Statistical Business Analyst or Advanced Analytics Professional preferred.</li>
