We are seeking a Proposal Development Lead to oversee the planning, coordination, and execution of federal proposals. This role is critical to ensuring high-quality, compliant, and timely submissions by bringing together cross-functional inputs, managing timelines, and driving the proposal process from kickoff through delivery.
 
What You'll Do
 
Proposal Management and Coordination
 
<ul>
<li>Lead end-to-end proposal coordination, from pre-RFP planning through final submission</li>
<li>Analyze RFP/RFQ requirements (“shredding”) and develop compliance matrices and structured proposal outlines</li>
<li>Build and manage proposal schedules, calendars, and key milestones to ensure on-time delivery</li>
<li>Coordinate and facilitate proposal meetings, including kickoffs, color team reviews, and working sessions</li>
<li>Identify and engage appropriate subject matter experts (SMEs) and color team reviewers</li>
<li>Track progress across proposal volumes and ensure all components are complete, compliant, and aligned</li>
<li>Integrate inputs from multiple contributors into cohesive, high-quality proposal submissions</li>
<li>Apply and use emerging AI tools to develop early versions of RFI and RFP/RFQ responses in collaboration with Corporate Development and Seventh Sense SMEs</li>
</ul>
Content Development and Editing
 
<ul>
<li>Draft and refine proposal content across technical, management, and past performance volumes using SME inputs and prior materials</li>
<li>Ensure consistency in messaging, formatting, and tone across all proposal sections</li>
<li>Leverage existing proposal libraries and AI-enabled tools to support content development and efficiency</li>
<li>Support development of pre-RFP materials such as white papers, RFIs, and sources sought responses as needed</li>
</ul>
Data Management and Research Support
 
<ul>
<li>Support research into contracts, agency, competition and teaming using known industry sources such as GovWin, GovTribe, LinkedIn and other agency specific public information sources for deal qualification and capture</li>
<li>Collaborate with Seventh Sense leadership to use research data to qualify opportunities with strong Pwin and build successful teams</li>
<li>Maintain organized proposal artifacts, resumes, and related documentation within SharePoint and/or CRM systems (e.g., Salesforce)</li>
<li>Ensure version control and accessibility of proposal materials for future reuse</li>
<li>Collaborate with team members responsible for pipeline tracking and market research to support opportunity tracking and overall BD effectiveness</li>
</ul>
Must-Haves
 
<ul>
<li>3+ years of experience supporting federal proposals in a government contracting environment</li>
<li>Demonstrated understanding of the federal proposal lifecycle, including RFIs, RFPs, and evaluation processes</li>
<li>Strong organizational and project management skills with the ability to manage multiple deadlines simultaneously</li>
<li>Excellent writing, editing, and communication skills</li>
<li>Experience coordinating inputs from multiple stakeholders and driving projects to completion</li>
<li>Proficiency with Microsoft Office tools (Word, Excel, PowerPoint) and document management systems (e.g., SharePoint)</li>
<li>Experience using AI tools to support proposal drafting and content development</li>
</ul>
Nice-to-Haves

<li>Experience leading or managing federal proposals end-to-end</li>
<li>Familiarity with CRM tools such as Salesforce</li>

Proposal Development Lead

We are looking for procurement analyst candidates with 4-8 years of experience supporting Federal Government contracting offices, either as former 1102 civilian/military, or as contractor support. This position supports Johnson Space Center (JSC) in Houston, Texas. This position primarily conducts accessing and reporting from NASA systems for management reports and oversight of procurement operations. As a second area, the preferred candidate will support the Policy Branch by providing policy and information management functions similar to, but not limited to, preparing and maintaining policy documentation, interpretation and dissemination of procurement regulations, and creating, updating, and maintaining procurement related forms and templates. This position will monitor changes issued to the Federal Acquisition Regulation and the NASA FAR Supplement along with procurement policy decisions made by NASA HQ. This position is for full time on-site work.

Work Location: This position is an onsite role in Houston, TX. Seventh Sense will support your commute by contributing over $1,500 annually to your Transportation FSA.
 
Responsibilities: 
<ul>
<li>Serve as a procurement analyst at JSC in support of our Business Systems Support Specialist. Pull reports from various NASA procurement systems and provide recommendations for action. Follow-up with supported procurement offices for necessary action. .</li>
<li>The individual shall provide policy and information management functions similar to, but not limited to, preparing and maintaining policy documentation; interpretation and dissemination of procurement regulations; and creating, updating and maintaining procurement related forms and templates.</li>
<li>The individual shall monitor, update and maintain Agency organizational and policy related information on Agency internal and external websites and databases.</li>
<li>The individual shall monitor changes issued to the Federal Acquisition Regulation (FAR) and the NASA FAR Supplement (NFS) along with procurement policy decisions made by NASA HQ (e.g. Procurement Information Circulars (PICs)) and shall provide these, along with a description of the impact upon current operations, for dissemination. All work will be subject to final review and approval by the appropriate government authority before dissemination</li>
</ul>
Required Qualifications: 
<ul>
<li>Bachelor's degree in business and 4 years of experience, or Associates and 6 years experience, or HS Diploma and 8 years of experience</li>
<li>Relevant experience in procurement, policy analysis, contracting, or related areas</li>
<li>Current or previous NASA acquisition experience is highly desired</li>
<li>Be able to gain and maintain a Public Trust clearance</li>
</ul>
Skills: 
<ul>
<li>Expertise with verbal and written communications</li>
<li>Comfortable working with files on a SharePoint Site</li>
<li>Proficient and confidence working with Word, Excel, and/or PowerPoint for document preparation and briefings</li>
<li>Proficiency and confidence in learning and working within IT systems and tools (some PC based; some NASA system based) and proactively reaching out to resolve any computer/systems/tools issues which are dependencies for completing work assignments. Most commonly used systems/tools include FPDS, SAP, PPS, NCMS, SAM.gov, CPARS, IRIS, EPDW, and BOBJ.</li>
<li>Actual experience working within a team usining a variety of communication environments: email, video communications, phone, and face-to-face. Proactively works with teammates and customers to complete and follow-up on assignments.</li>
<li>Ability to work with minimal supervision. Must be a self-starter.</li>

Procurement Analyst II

Opportunity on the NASA Transformational Shared Services (NTSS) contract for a Financial Specialist 3 to contribute to our success in support of the NASA IT Agency Business Office. The ITBS Supports the business activity for the NASA IT Contracts. This will be a full-time hybrid remote position at the Stennis Space Center in Mississippi. The position is primarily remote, with requirements to be on site for customer required meetings and activities. The onsite requirements are subject to change at the discretion of the Government.

Responsibilities: 
<ul>
<li>Assemble workbooks and distribute monthly reports to NASA Agency points of contacts to validate and fund Agency IT SP invoices using NASA's Financial Tools;</li>
<li>Review, coordinate, and track Center workbook responses to correct billing issues between NASA and the vendor(s);</li>
<li>Reconcile contract funding with pending advances for the Working Capital Fund using NASA's Financial Tools;</li>
<li>Complete the validation, reconciliation, and processing of contract(s) invoices to ensure payments are accurate using NASA's Financial Tools;</li>
<li>Prepare, summarize, coordinate contract data, customer data calls, historical and current estimates on Agency IT contract(s) in support of the NSSC Planning, Programming, Budgeting, and Execution (PPBE) process to enable the program to provide detailed and accurate budget formulations using NASA's Financial Tools. This has historically included: summarize historical contract data, prepare and coordinate customer data calls, work with COR(s), IPAC Schedules, analyze historical costs and SP estimates, and prepare budget summaries for NSSC and NASA reporting;</li>
<li>Prepare, track, summarize, and coordinate NSSC budget execution processes. This has historically included: track of actual contract costs, prepare monthly plans vs. actual cost reports, and prepare summary presentations of budget and actual information for internal and external reporting;</li>
<li>Prepare, coordinate, and attend presentations and meetings with NASA and NSSC management and customer points of contact;</li>
<li>Assemble and prepare responses with the applicable supporting documentation to NASA and NSSC review(s), in support of audit(s) requests, and in support of findings for the Continuous Monitoring Program (CMP) reports.</li>
<li>Process Purchase Requisitions to fund various NASA contracts.</li>
</ul>
Required Qualifications: 
<ul>
<li>Bachelor's Degree</li>
<li>Senior level knowledge and experience in financial management and accounting principles (accounts payable, accounts receivable, payroll, funds balance with Treasury and Travel– Minimum 8 years' experience.</li>
<li>Prior experience providing support to ITBS Agency Business Office.</li>
<li>Ability to provide comprehensive knowledge of concepts, ITBS processes and procedures.</li>
<li>Ability to gain and maintain a Public Trust clearance</li>
</ul>
