<ul><li>8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.</li>
<li>Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.</li>
<li>The Scrum Master is responsible for facilitating Agile delivery, enabling high‑performing cross‑functional teams, and ensuring consistent application of Scrum principles and practices. This role supports delivery of enterprise data, analytics, and modernization initiatives by fostering collaboration, transparency, and continuous improvement.</li>
<li>The Scrum Master serves as a servant leader and coach to the product owner, development team, and stakeholders, removing impediments, promoting Agile best practices, and ensuring alignment with program and organizational goals.</li>

8 | Required | Experience serving as a Scrum Master for Agile teams delivering technology or data platforms.<br>
8 | Required | Experience facilitating Sprint Planning, Daily Stand‑ups, Sprint Reviews, and Retrospectives.<br>
8 | Required | Proven ability to identify, track, and remove impediments impacting team delivery.<br>
8 | Required | Experience coaching teams on self‑organization, accountability, and continuous improvement.<br>
8 | Required | Experience using Agile lifecycle management tools (e.g., Jira).<br>
8 | Required | Ability to support reporting on velocity, sprint metrics, and delivery progress.<br>
8 | Required | Experience working in enterprise or large-scale IT initiatives.<br>
4 | Preferred | Experience working on state or government technology projects.<br>
4 | Preferred | Scrum Master certification (CSM, PSM, or equivalent).</div><br>

The Scrum Master should have and meet the following requirements:<br>

ESSENTIAL FUNCTIONS<br>
Manage and facilitate the scrum team&rsquo;s daily work, including executing Sprint ceremonies (e.g., Sprint Planning, Daily Stand-Up, Sprint Review, and Retrospective)<br>
Collaborate with Product and Platform Owners to understand the vision, mission, and OKRs to facilitate work effectively and efficiently<br>
Identify and remove obstacles or impediments faced by the team to ensure smooth workflow and efficiency<br>
Ensure team follows the Scrum practices and seeks to improve how we&rsquo;re working<br>
Preventing people outside the team from assigning team members work, changing their priorities, or impairing the team&rsquo;s ability to make and meet commitments<br>
Build team cohesion and collaboration, instilling a team identity and culture<br>
Manage team dependencies, risks, and opportunities<br>
Attend relevant syncs, planning sessions, and all demos<br>
Coach and mentor team members in adopting Agile practices and fostering a truly Agile mindset, including ownership, self-management, and empowerment</div>
