<div>GENERAL SUMMARY
Responsible for the compilation of statistical data used in the development of the overall annual budget, development of financial reports, analysis and monitoring of finances for assigned cost centers, development, implementation, forecasting and preparation analysis and reconciliation of municipal departmental revenues and expenditures, monitoring of personal service, fringe benefits expenditures, and reports and special projects as assigned. Provides financial and statistical analysis needed to support decision making by the District&rsquo;s leaders.
ESSENTIAL DUTIES &amp; RESPONSIBILITIES

Performs reporting of all school district activities including general operations and grants using the MUNIS financial accounting software system, including financial statement preparation and reporting, budget preparation and analysis, payroll management, performance reporting measures, grant reporting, and compliance auditing</li><li>
Performs forecasting of revenues and expenditures, analyzes departmental spending and implements cost control measures to align departmental spending with authorized appropriation limits</li><li>
Identifies and monitors key budget and policy issues and proposes and analyzes savings initiatives to increase efficiency and standardize operations. Works with department heads to assist with financial, procurement or other business needs</li><li>
Implements any corrective actions identified in audits</li><li>
Acts as a business liaison to schools and/or departments by offering consultation and support on best practices, procurement, financial management, applicable laws, regulations, policies, and processes</li><li>
Performs any other duties as assigned by the Budget Director or his/her designee relative to the most efficient operation of the Office of Business and Financial Services</li><li>
Develops and implements all aspects of the annual operating budget including the development of the annual budget document</li><li>
Verifies staffing positions among schools and departments for accuracy and fill vacancies</li><li>
Performs regular salary and other expenditure projections to ensure budgetary alignment</li><li>
Identifies and monitors key budget and policy issues. Proposes savings initiatives to increase efficiency and standardize operations. Works closely with department heads to assist with financial, procurement and / or other business needs</li><li>
Acts as the main point of contact to our schools and departments by offering guidance and support on best practices, procurement, financial management, applicable laws, regulations, policies and processes</li><li>
Performs related duties of a similar nature and level as assigned</li></ul>
MINIMUM JOB QUALIFICATIONS
Education and Experience
Bachelor&rsquo;s degree in accounting, finance, or a similar field, and 1-3 years of experience in a complex and demanding accounting, finance, or related environment required.

Skills in Microsoft Office Suite, such as Outlook, Word, Excel, Access, and Powerpoint</li><li>
Knowledge of working with MUNIS</li><li>
Knowledge of the General Ledger System and the district's organizational structure</li><li>
Knowledge of general and fund accounting concepts/principles</li><li>
Knowledge of staff allocation methodology and HR's hiring process</li><li>
Knowledge of state and city-wide budget process</li><li>
Knowledge of grant MOU</li><li>
Ability to multitask and handle several projects at any given time in collaboration with various departments to develop the annual budget, capital plan, operating plans, and other projects as assigned</li></ul>

PERFORMANCE RESPONSIBILITIES:<ul><li>
Meets and instructs assigned classes in the locations and at times designated.</li><li>
Plans a program of study that, as much as possible, meets the individual needs, interest, and abilities of the students.</li><li>
Creates a classroom environment that is conducive to learning and appropriate to the maturity and interests of the students.</li><li>
Guides the learning process toward the achievement of established district curriculum goals, establishes and communicates clear objectives to the students for all lessons, units and projects.</li><li>
Prepares for classes assigned, and shows written evidence of preparation upon request of immediate supervisor as required by the teachers&rsquo; contract.</li><li>
Employs a variety of instructional techniques and instructional media, consistent with the physical limitations of the location provided and the needs of capabilities of the individuals or student groups involved.</li><li>
Strives by instruction and action to implement the district&rsquo;s philosophy of education, instructional goals and objectives and performance expectations.</li><li>
Assesses the accomplishments of students on a regular basis; provides progress reports as required, and communicates with parents at deemed necessary.</li><li>
Maintains accurate, complete, and correct records as required by law, district policy, and administrative regulations.</li><li>
Diagnoses the learning challenges of students on a regular basis, seeking the assistance of district specialists as required.</li><li>
Takes all necessary and reasonable precautions to protect students, equipment, materials, and facilities.</li><li>
Follows the SPS a code of conduct for the classroom which is consistent with established administrative policies and develops rules of classroom behavior which are enforced in a fair and just manner.</li><li>
Plans and supervises assignments for paraprofessionals, and makes written evaluations as required.</li><li>
Maintains an ongoing program of professional growth that satisfies district requirements but also satisfies personal expectations as a professional.</li><li>
Takes an active part in the contractually -approved teacher evaluation process, contributing to a mutual agreement concerning the results of that evaluation.</li><li>
Attends building and district meetings to promote communication and mutual decision making among the staff; said meetings to be held during the extended day.</li><li>
Attend established traditional school sponsored activities (e.g., Back to School Night, Open House, programs, activities) agreed upon by the building administrator and the faculty consistent with the teachers&rsquo; contract.</li><li>
Contribute to the decisions made by the district and building regarding budget, facilities, curriculum, and personal well-being.</li><li>
Strives to maintain and improve professional competence.</li></ul> 
QUALIFICATIONS: 
<ul><li>
Highly qualified with required competency in the content area; and</li><li>
Appropriate content/ program area license (Early Childhood: Teacher of Students With and Without Disabilities or Early Childhood, Prek-2), licensure from the Massachusetts Department of Elementary and Secondary Education; and</li><li>
Bachelor&rsquo;s Degree with appropriate license; or</li><li>
Master&rsquo;s Degree with appropriate content area license preferred and/or expected within 5 years.</li></ul>
