<b>POSITION DETAILS</b><br>
This is a full-time, 40 hour per week position on first shift. Schedule is Monday-Friday between 8:00am and 4:00pm. The position is located at our Central Office in Wethersfield, CT.

The Nurse Consultant will support the development, optimization, and evaluation of information systems used in clinical and public health programs, including participation in requirements gathering, testing, workflow redesign, and data reporting initiatives.<br>

<div><p>In the Departments of Public Health, Children and Families, Correction, Developmental Services, Mental Health and Addiction Services, Social Services and the Offices of Early Childhood and Governmental Accountability this class is accountable for applying professional nursing knowledge in the enforcement, inspection, licensure, consultation and implementation or assessment of the nursing service component of health care programs and facilities.</p>
<p>
In the Office of the State Treasurer, Second Injury and Assurance Fund this class is responsible for managing, directing, implementing and monitoring programs involving medical cost containment and disability management relating to occupational injuries and loss control matters.</p>

<div><div><ul><li>Implements, coordinates, and evaluates activities of assigned programs or health care services;</li>
<li>Maintains active liaison with and serves as nursing consultant to other sections, divisions, health care providers and public;</li>
<li>Assesses safety and quality of client care provided;</li>
<li>Assesses compliance of health insurance companies with various state statutes, regulations and guidelines;</li>
<li>Provides consultation and reviews, evaluates and authorizes requests for medical placement services or equipment for clients covered under medical assistance programs;</li>
<li>Evaluates requests from health care providers asking to be included in medical assistance programs and offers consultation regarding interpretation of programs, policies and regulations;</li>
<li>May inspect and evaluate health care and psychiatric facilities for compliance with state and federal regulations including licensure and certification laws;</li>

<li>Experience conducting workflow analysis, mapping current state and future state processes, and identifying opportunities for operational improvement in a healthcare environment;</li>
<li>Experience in data analysis and reporting, including developing and interpreting dashboards, performance metrics, and quality improvement reports;</li>
<li>Demonstrated ability utilizing Microsoft Excel skills, including formulas, pivot tables, data cleaning, and visualizations;</li>
<li>Experience working with databases or reporting tools (such as SQL, Power BI, Tableau, or similar platforms);</li>
<li>Demonstrated ability collaborating with technical teams, vendors, and clinical stakeholders to support system updates, testing, and adoption;</li>
<li>Demonstrated knowledge of healthcare data standards and structures (e.g., ICD, CPT, SNOMED, HL7, FHIR) preferred;</li>
<li>Strong communication skills with experience explaining technical concepts to non technical audiences and support change management efforts.</li>

<li>At the University of Connecticut Internship Training Program: Possession of 4,000 registered on-the-job training (OJT) apprenticeship program hours, recognized by the Department of Labor&rsquo;s Office of Apprenticeship, along with related instruction hours in the respective maintenance trade area may be substituted for the General Experience for licensed trades (Electrical, Plumbing, HVACR) only.</li>
<li>At other state agencies: Two (2) years of experience as a Qualified Craft Worker Trainee may be substituted for the General and Special Experience.</li>

As essential employees, individuals in these positions must be willing to accept assignment to emergency duties including snow and ice removal and glycol recovery whenever those services are needed. The airport is staffed 7 days a week. Overtime work is required on nights, holidays and weekends. There is mandatory winter overtime from November 1st through April 30th.
