The Idaho State Public Defender (SPD) is a newly created state agency which provides trial representation to indigent criminal defendants pursuant to Idaho Code &sect;&sect; 19-6005, 19-6009 (effective 10/1/24). The SPD is responsible for all indigent defense cases throughout the State of Idaho, including both juveniles and adults.

POSITION &amp; RESPONSIBILITIES
Under supervision, the Trial Attorney II defends clients in all types of misdemeanor criminal and delinquency cases, mental commitment hearings, child protective act cases, specialty court proceedings in magistrate court, and appeals to the district court and does related work as required.
This level is assigned to attorneys with at least one year of experience in the practice of criminal law. Attorneys at this level are expected to exercise independent judgment in handling assigned cases.
Example of Duties
<ul><li>Represent clients in all types of misdemeanor criminal and juvenile delinquency cases, ensuring effective legal defense through all stages of proceedings;
</li><li>Prepare and present legal arguments in appeals to district court, ensuring the legal rights of clients are protected at every level;
</li><li>Develop case strategies, investigate facts, and review evidence to determine the best course of legal action;
</li><li>Draft and file necessary motions, briefs, and other legal documents, ensuring compliance with legal procedures and deadlines;
</li><li>Negotiate with prosecutors to secure favorable plea agreements or case dismissals when appropriate;
</li><li>Appear in court to argue motions, represent clients at hearings, and conduct bench or jury trials as required;
</li><li>Collaborate with investigators, social workers, and expert witnesses to support the defense and address client needs holistically;
</li><li>Exercise independent judgment in managing caseloads and resolving legal issues with minimal supervision;
</li><li>Provide guidance and mentorship to less experienced attorneys as needed;
</li><li>Stay current on relevant laws, legal precedents, and procedural changes through continuing legal education and training;
</li><li>Conduct legal research and analyses data and legal documents;
</li><li>Apply case law, the Rules of Criminal Procedure, the Rules of Evidence and Constitutional principles;
</li><li>Review and synthesizes discovery;
</li><li>Interview clients early and frequently and make decisions concerning such things as bail, release from custody, and mental competency to stand trial.

</li><li>Work in the Case Management System (CMS) to document case work and timekeeping in accordance with SPD policy;

MINIMUM QUALIFICATIONS

Primary Duties: Investigators in the Internet Crimes Against Children (ICAC) Unit find, apprehend, and help prosecute those who use the internet or other technology to sexually exploit children. This is demanding, high-impact work in a fast-paced environment with frequent statewide travel.

This position is classified as a Purchasing Officer, but can be filled with a Buyer (Purchasing Officer underfill) as well. The Buyer position is a great opportunity to develop your skills to be successful at the Purchasing Officer level.
The selected candidate(s) will join a team of passionate and skilled professionals that serve as the central purchasing authority for state agencies. In addition to challenging and rewarding work, Division of Purchasing (DOP) emphasizes professional development and strongly encourages team members to participate in the National Association of State Procurement Officials (NASPO) and the local chapter of the National Institute for Public Procurement (NIGP) in Idaho, the Idaho Public Purchasing Association (IPPA).

Responsibilities: 
 
<ul><li><ul><li>Advises departments of legal requirements for purchasing
</li><li>Consults with department purchasing and legal counsel on determination of contract terms and conditions and ensures language is specific
</li><li>Reviews adequacy of bid rejection rationale
</li><li>Confirms selection of the appropriate supplier, in compliance with the State Procurement Act
</li><li>Consults with the Administrator and legal counsel on vendor appeals
</li><li>Prepares complex multi-department contracts
</li><li>Prepares specifications and Scopes of Work
</li><li>Prepares and issues formal bidding documents
</li><li>Reviews departments bid/award recommendations
</li><li>Interprets State Purchasing Code for department personnel
</li><li>Corresponds with vendors and department personnel regarding purchasing problems
</li><li>Other duties as assigned

Buyer:
Good knowledge of:
<ul><li>Purchasing methods and procedures; contract preparation and development
</li><li>Life-cycle costing principles, value analysis, and weighted-value methodology as used in evaluating bids for a wide range of commodities and services
</li></ul>Experience:
<ul><li>Preparing and evaluating specifications for products, equipment, and services
</li><li>Interpreting and applying governmental codes or other controlling policies, rules or regulations
</li><li>Applying value-analysis criteria to products, equipment, and services
</li><li>Operating a personal computer using word processing and spreadsheet software applications
</li></ul>Purchasing Officer:
Considerable knowledge of:
<ul><li>Governmental purchasing procedures and methods
</li></ul>Experience:
<ul><li>Interpreting and applying laws, rules, and regulations
</li><li>Preparing contracts and bond requirements for products, services, or equipment
</li><li>Monitoring contract activity for compliance with terms and conditions
</li><li>Preparing and evaluating written specifications that include value analysis, life-cycle, and weighted value
