DESCRIPTION:
The Procurement Analyst II (PA II) plays a vital role in advancing the Office of State Procurement Services&rsquo; strategies and goals. This position oversees complex procurement processes, ensuring they are handled with integrity and are transparent. The person selected for this position will be responsible for managing the day-to-day operations for the state&rsquo;s P-Card (credit card) program, reviewing statewide contracts and supporting documents, and processing Request for Quotes (RFQs), which involves market research, specification writing, solicitation, evaluation, and awarding of contracts. The Procurement Analyst II ensures the effective execution and management of master agreements and other contracts for delivering goods and services to all state agencies.
Managing the day-to-day operations for the state&rsquo;s P-Card (credit card) program includes monitoring agency purchases, issuing and replacing cards, following required checks and balances to adjust credit limits, generating expenditure reports, and providing emergency assistance for P-card-related issues, including after-hours, weekends, and on holidays.
Serving as a procurement expert, the Procurement Analyst II collaborates closely with state agencies to develop strategic procurement plans based on agency needs using market analysis, benchmarking, spend data, and other sourcing factors. Additionally, they assist agencies with acquisition planning, procurement training, and certification efforts.
TYPICAL DUTIES:
<ul><li>Manages the daily operations of the P-Card program, overseeing agency purchases, issuing and replacing cards, adjusting credit limits, generating expenditure reports, and providing after-hours, weekend, and holiday support for P-Card emergencies.
</li><li>Reviews procurement requests, specifications, and statements of work from State departments and agencies to accurately define procurement needs. Conducts research and gathers relevant information to support procurement processes.
</li><li>Oversees all stages of the Request for Quote (RFQ) procurement process, ensuring compliance with state and federal laws, as well as procurement rules, regulations, policies, and procedures. Maintains the integrity and transparency of procurement operations.
</li><li>Engages with State departments, agency procurement officials, vendors, and manufacturers to discuss specifications, testing methods, product availability, and manufacturing processes. Aims to enhance procurement effectiveness and efficiency through informed collaboration.
</li><li>Evaluates single source requests to determine their alignment with State laws, procurement rules, regulations, policies, and procedures, ensuring compliance and fairness in the procurement process.
</li><li>Prepares, reviews, and refines procurement related documents to ensure adherence to State laws, procurement rules, regulations, policies, and procedures, maintaining compliance and accuracy.
</li><li>Reviews and assesses bid solicitation responses to ensure a thorough and compliant procurement evaluation process, leading to successful contract decisions.
</li><li>Leads, facilitates, and coordinates procurement evaluation teams for State departments and agencies, ensuring fair and equitable proposal assessments, evaluations, and contract awards.
</li><li>Works collaboratively with State department and agency procurement representatives to shape statements of work, specifications, deliverables, payment terms, and contract administration, ensuring a seamless and effective procurement process.
</li><li>Consults with the division&rsquo;s legal counsel regarding legal issues in solicitation language in order to ensure procurement transactions meet legal standards.
</li><li>Investigates supplier complaints and facilitates conflict resolution between suppliers and State departments or agencies, ensuring procurement challenges are addressed and fostering mutually satisfactory outcomes.
</li><li>Conducts on-site visits with State department and agency staff in order to obtain a complete understanding of any contemplated procurement need which may include, but not be limited to, program operations, specifications, delivery, quality standards, budget and total costs.
</li></ul>KNOWLEDGE, SKILLS AND ABILITIES:
<ul><li>Knowledge of procedures for procurement transactions including requisitions, solicitations, purchase orders, service contracts, and any other procurement methods and procedures needed to obtain goods and services.
</li><li>Knowledge of State procurement laws, rules, regulations, policy and procedures.
</li><li>Knowledge of Federal laws, statutes and regulations pertaining to procurement.
</li><li>Knowledge of effective negotiation and relationship building techniques.

Job Description:
As a Rate Setting Financial Analyst, you will:
&bull; Research and analyze cost and financial data from various sources and determine appropriate rates and cost charges for services.
&bull; Produce updated fee schedules on an annual basis, or on an ad hoc basis as rates are updated.
&bull; Create fiscal impact analysis of potential annual rate changes, provider rate requests, and Legislative bills for changes in MaineCare Reimbursement.
&bull; Create rate letters when a reimbursement methodology indicates that provider-specific rates are appropriate.
&bull; Be responsible for providing DHHS administration with analysis of reimbursement rates associated with MaineCare and other Department programs.

Minimum Qualifications:
To qualify, you must have an eight (8) year combination of education and/or experience comprised of a Master&rsquo;s Degree in Business Administration, Non-Profit Administration, Finance, or a closely related field and two (2) years of experience in cost, budget, and financial analysis. Directly related professional experience may be substituted for education on a year-for-year basis.
Preferred experience includes:
&bull; Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations.
&bull; Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage.
The background of well-qualified candidates will demonstrate the following competencies:

The Office of the Attorney General is seeking qualified applicants for a full-time vacancy in Augusta.
This position is within the Criminal Division of the Office of the Attorney General. Pursuant to Title 5 section 200-D, the Attorney General's office is responsible for the investigation and prosecution of all homicide cases. The Victim Advocate&rsquo;s primary duties are to maintain communication with the family members and loved ones of homicides victims, update them on case developments when appropriate and offer ongoing assistance, support, referrals and education. In fulfilling these duties and responsibilities, the Victim Advocate often will need to review the investigative reports, attend case specific round table discussions with prosecutors and investigators, meet with family members, create, maintain and provide to victims&rsquo; families educational and resource based materials, assist family members and loved ones of homicide victims in responding to media requests regarding the criminal investigation and/or prosecution and perform those administrative tasks which are necessary to complete these duties. Maine has approximately 30 prosecutable homicides in a year and the advocate is personally involved with all stages of the process.
The Victim Advocate will provide direct services to families in homicide cases. These services include but are not limited to: crisis counseling, home visits, making referrals for individual treatment and grief support; providing information regarding the victim&rsquo;s rights while dealing with the criminal justice system, providing support and advocacy within the criminal justice system, providing assistance with completing and filing applications for Victim&rsquo;s Compensation, providing notification of court hearings and proceedings at all stages of the process, making travel arrangements for victims who are subpoenaed to trial to testify, offering assistance with funeral arrangements for family members of murdered loved ones, requesting the return of personal effects to family members of homicide victims, attending pre-trial interviews, and providing notification to family members and attending hearings for those defendants who have been determined to be not criminally responsible by reason of insanity.
Work is performed with limited supervision and requires non-traditional hours and travel for extended periods of time.
Required Abilities:
Keyboarding, computer and software experience and proficiency with Microsoft Office Suite.
Excellent communication skills and the ability to follow oral and written instructions.

The primary responsibility for this attorney will be the prosecution of tax and related financial crimes. This includes reviewing criminal investigations by the Criminal Investigative Unit at Maine Revenue Services (&ldquo;CIU MRS&rdquo;). The criminal tax prosecutor may also prosecute other types of cases such as unemployment fraud (including theft of benefits) and failure to pay worker&rsquo;s compensation insurance, when evidence of those crimes is discovered during investigations by CIU MRS.
The Assistant Attorney General will be a full-time Trial Attorney who will be assigned to statewide prosecution of tax and related financial crimes.

Minimum Qualifications:
Applicants should have an eye for legal detail, be interested in Maine tax statutes, have strong legal advocacy and writing skills, and have a demonstrated ability to function effectively as part of a team. One to three years of legal practice with demonstrated proficiency in criminal law is preferred.
