This unique Project Manager level position, staffed directly to Rail Planning Manager, will be responsible for Freight Rail &amp; Rail Crossing Safety (FRRCSI) project management, contract &amp; agreement development and administration, as well as reviewing and tracking financial reports and invoices of FRRCSI projects. This position requires frequent and significant written &amp; oral communication and negotiations with the state&rsquo;s 25+ short line and Class I railroads. This position will be heavily involved in the Strategic Transportation Initiatives (STI) process that plans, develops, evaluates, prioritizes, and scores rail projects based on current, short-term, and long-range statewide, regional, and division needs for funding in the State Transportation Improvement Program (STIP). Through communication &amp; collaboration with fellow Rail Division team members, railroad partners, other planners, engineers, economic developers, attorneys and industry leaders across NC, this position applies engineering skills, knowledge, and judgment that are uniquely rail-centric to perform project management duties, benefit-cost analyses, levels-of-service calculations and safety research for developing, prioritizing, and recommending proposed rail infrastructure enhancements which expand capacity, improve mobility and connectivity, and increase accessibility for public and private freight and passenger corridors. Frequent in-state travel is required. One day trip per month and 4-6 overnight trips per year can be expected.

THIS UNION COUNTY-FUNDED POSITION IS FULL-TIME.
The Union Co. DA's Office is seeking to fill an entry-level Assistant District Attorney (ADA) position. Our office represents the State of North Carolina in the prosecution of people charged with criminal offenses and serves as advocates for crime victims. The North Carolina Conference of District Attorneys is seeking a highly motivated, service-oriented professional to serve in a hybrid Legal Support &amp; Investigations Specialist role. This position blends the strengths of a legal assistant and an investigator and is ideal for someone with law enforcement experience who is ready to apply their skills in a collaborative, statewide setting.
 
 
This role supports conflict cases and special prosecutions handled by the Conference and works closely with prosecutors, law enforcement agencies, and victims of crime across North Carolina. The successful candidate will play a key role in case intake, investigative support, discovery management, victim coordination, and law enforcement training, while also helping the Conference build expertise and capacity in modern investigative and discovery platforms.

Case Intake &amp; Legal Support
<ul><li>Intake conflict and special prosecution cases referred to the Conference.
</li><li>Establish, organize, and maintain case files with a high level of accuracy and confidentiality.
</li><li>Assist prosecutors with case preparation, document management, and trial support as needed.
</li><li>Draft correspondence, summaries, and reports related to investigative and legal matters.
</li></ul>Investigative Support &amp; Law Enforcement Liaison
<ul><li>Serve as a liaison between the Conference and local, state, and federal law enforcement agencies.
</li><li>Review and analyze investigative materials, including law enforcement reports, digital evidence, and related records.
</li><li>Utilize investigative databases and tools, including CLEAR and similar platforms, to locate witnesses and gather relevant information.
</li><li>Support investigative needs in conflict and special prosecution matters in coordination with assigned prosecutors.
</li></ul>Discovery &amp; Technology Expertise
<ul><li>Develop and maintain expertise in Axon Justice and other discovery and investigative platforms.
</li><li>Assist with discovery intake, organization, and management for Conference-handled cases.
</li><li>Work collaboratively with prosecutors and law enforcement to ensure efficient, accurate, and secure handling of discovery materials.
</li><li>Stay current on evolving technology, discovery practices, and investigative tools relevant to prosecution work.
</li></ul>Victim &amp; Witness Support
<ul><li>Serve as a point of contact for victims and witnesses involved in Conference-handled cases.
</li><li>Provide clear information, guidance, and support to help victims understand the process and feel prepared.
</li><li>Coordinate with prosecutors and community partners to connect victims with appropriate resources.
</li><li>Approach all interactions with professionalism, empathy, and trauma-informed awareness.
</li></ul>Training &amp; Program Development
<ul><li>Assist with or support training efforts for law enforcement and other stakeholders related to investigations, discovery, and case preparation.
</li><li>Contribute to the development of best practices, training materials, and internal processes.
</li><li>Participate as a collaborative team member in building and refining this role and the program it supports.
</li></ul>Knowledge, Skills and Abilities / Competencies:
Knowledge of: court system and procedures; legal terminology; and community resources to refer victims and witnesses.
 
 
Skill in: Microsoft Office Word, Excel, Outlook, and PowerPoint; accurately typing 35-40 wpm; and answering a multi-line telephone system.
 
 
Ability to: interview to elicit information from victims and witnesses to assure appropriate services; coordinate and schedule the daily operations of the victim and witness program; manage the court appearances of victims and witnesses to ensure their presence in the courtroom when needed; communicate orally and in writing with persons of diverse backgrounds; establish and maintain effective working relationships with law enforcement officers, officials of related agencies and the general public; and calmly handle stressful situations.
