Basic Purpose
Positions within this job family are assigned responsibilities involving providing routine social casework in the classification and assignment of offenders committed to a correctional institution or advanced social casework pertaining to the re-entry of offenders into the community. 
Typical Functions<ul><li>Uses interview techniques and assessment instruments to determine the offender&rsquo;s security risks and programmatic needs; prepares case history reports and recommends program assignments.</li><li>Reviews work and conduct records of all assigned offenders to determine progress or necessity of changing assignments or security classification; serves as a member of the classification unit for an assigned caseload.</li><li>Advises offenders on personal problems, employment resources, vocational skills, educational and training needs, family problems and institutional adjustment.</li><li>Delivers programs to offenders which are designed to assist in a successful re-entry into the community following release from incarceration.</li><li>Assists with, or prepares reports such as parole summaries or court ordered presentence investigations.</li><li>Receives and takes necessary action on incoming and outgoing mail to or from assigned offenders.</li><li>Develops, monitors, and amends offender transition plans in line with re-entry programs and services.</li><li>Establishes collaborative network with relevant partners to provide support, pre and post release services for offenders which involve family members and community resources and social service agencies.</li></ul> 
Level Descriptors 
Level I:
This is the basic level where incumbents perform entry-level routine case management work, under close supervision, involving classification and assignment of offenders committed to a correctional institution. 
Level II:
This is the career level where incumbents perform a full range of case management tasks involving the classification and assignment of offenders committed to a correctional institution. Incumbents at this level are responsible for overseeing difficult advanced classification and counseling cases. 
Level III:
This is the specialist level where incumbents are responsible for providing programs such as substance abuse treatment, cognitive behavior and sex offender treatment; and offender re-entry case management functions to include; coordination of strategic social casework; classification; development of transitional/intervention plans; conducting and analyzing offender assessments; developing family and community collaborative support teams, and providing service referrals and follow-up. 
Education and Experience 
Level I:
Education and Experience requirements at this level consist of a bachelor's degree from an accredited college or university; or an equivalent combination of education and experience, substituting one year of experience in a correctional facility in a position which requires direct contact with inmates for each thirty semester hours of the required education. 
Level II:
Education and Experience requirements at this level consist of a bachelor&rsquo;s degree and two years of correctional records management or social casework which involved the classification and assignment, field supervision, apprehension or investigation of offenders, or as a chief of security in a community corrections center, or in a professional administrative position with responsibilities for maintaining inmate records, establishing procedures or serving as an assistant to a warden. Substitution of a master&rsquo;s degree for one year only of the required specialized experience; or an equivalent combination of education and experience substituting one year of the experience in a correctional facility in a position which requires direct contact with inmates for each thirty hours of the required education. 
Note: No substitution will be allowed for the required period of qualifying specialized experience described in levels, II, III, and IV. 
Level III:

The Teachers&rsquo; Retirement System of Oklahoma seeks a visionary and experienced technology executive to serve as its Chief Technology Officer (CTO). This position provides strategic direction for all information technology assets, enterprise systems, cybersecurity posture, and digital transformation initiatives across the agency. The CTO reports directly to the Executive Director and serves as a member of the executive leadership team, advising on technology policy, information technology needs and budgeting, and innovation opportunities in the investment, finance, legal and operations departments that advance the agency's mission and improve services to the public. Profile of System
The Teachers&rsquo; Retirement System began operations on July 1, 1943. The System is managed by a 15 member Board of Trustees for the purpose of providing retirement allowances and other benefits to public education employees in the common schools, career technology centers, colleges and universities, and other local and state educational agencies of the state of Oklahoma. The mission of the System is &ldquo;We collect, protect, and grow assets to provide a secure retirement income for public education employees.&rdquo; The System also strives to provide outstanding customer service to all our active and retired members. All services provided by the staff are performed to meet these objectives.
The Board of Trustees employs the Executive Director who serves as the chief administrative officer who is responsible for the general administration of the System. The System operates according to an administrative budget approved annually by the Board. Although revenue is not appropriated from the state&rsquo;s General Revenue Fund, the budget is submitted to the Legislature as part of the Governor&rsquo;s recommended budget. The System operates under the same budgetary controls that apply to all state agencies.
Major Initiatives
Communication - Our relationship with our members begins when they first enter the education profession and extends through their retirement. We are continually looking for avenues to serve as a resource and communicate the benefits of our System with our membership throughout their careers. We are also working to serve as a knowledgeable resource for all external stakeholders of our System.
Digital Transformation and Cybersecurity - In recent years, TRS has developed updated processes and continues to improve upon technological advances giving our members better access to their membership information while maintaining security. We recently celebrated the launch on MyTRS, our new and improved Member Portal &ndash; providing members on demand access to their retirement account information and offering self-service options and resources for both active and retired members. We are currently engaged in a multi-year project to modernize our pension administration system which includes improving functionality of our administration, employer, and member portals while also enhancing security of each portal.
Organizational and Operational Strength - In conjunction with the modernization of our pension administration system, we are looking for ways to streamline our operations and increase efficiencies among staff. Strategic Leadership &amp; Planning<ul><li>Develop, implement, and maintain a multi-year IT strategic plan aligned with the agency's broader strategic plan, mission, operational objectives, and statewide technology policies.</li><li>Advise the Executive Director and executive leadership on emerging technology trends, risks, and opportunities.</li><li>Represent the agency in statewide CTO/CIO councils, interagency technology workgroups, and legislative briefings.</li><li>Lead enterprise architecture planning and ensure alignment with state IT standards and the statewide technology blueprint.</li></ul>

Level Descriptor</h2>
This is the leadership level where incumbents serve as a Chief Officer of the agency. The incumbent will manage and supervise between 5-7 employees as well as external contractors serving the Information Technology department. This level includes positions and incumbents with oversight of a fiscal/financial, legal, administrative, operational, and program management responsibilities. 
Position is provided with technical and administrative freedom to plan, develop and organize all phases of the work necessary for its completion within broad program guidelines.<h2 class="jobSectionHeader">
Minimum Qualifications</h2><ul><li>Bachelor's degree in Computer Science, Information Technology, Information Systems, or a closely related field. Create high-performing short-form video content (Reels, TikTok, etc.), including concepting, shooting, and editing.</li><li>
Maintain and contribute to a strategic editorial calendar to ensure consistent and timely content delivery.</li><li>
Work cross-functionally with designers and internal teams to produce cohesive content and campaigns.</li><li>
Present creative concepts and campaign ideas to leadership for development and execution.</li><li>
Evaluate performance metrics in order to optimize content strategy.</li><li>
Stay current on social trends, platform updates, and evolving best practices.</li><li>
Uphold high standards for quality, attention to detail, and brand consistency across all deliverables.</li><li>

Preferred Skills, Education, and Experience<ul><li>
Strong understanding of platform-specific content creation and performance across social channels.</li><li>
Experience translating marketing strategy into effective creative execution.</li><li>
Strong visual storytelling skills with an eye for composition, pacing, typography, and lighting.</li><li>
Proficiency in Adobe Creative Suite (Photoshop, Illustrator, Premiere Pro, After Effects).</li><li>
Experience using tools such as Envato, Midjourney, and ChatGPT to enhance creative workflows.</li><li>
Strong video production, editing, and photography skills.</li><li>
Demonstrated experience creating content across multiple platforms with a track record of driving engagement.</li><li>
Excellent written and verbal communication skills, including copywriting and proofreading.</li><li>
Strong organizational and project management skills with the ability to manage multiple priorities.</li><li>
Ability to interpret performance data and translate insights into actionable improvements.</li><li>
