</h1>The Financial Analyst supports the Comptroller in administering and monitoring agency financial activities in compliance with state laws, regulations, and internal policies. This position performs advanced professional financial and budgetary analysis to support operational effectiveness, resource stewardship, strategic planning, and agency decision‑making. The role oversees staff responsible for accounts payable, accounts receivable, travel processing, and related fiscal functions. The Financial Analyst ensures proper management of carryover funding, prepares financial reports and reconciliations, and assists with year‑end closing activities, audit responses, and special financial projects to ensure accurate, transparent, and compliant financial operations.

<ul><li>Financial Operations : Assist the Comptroller in administering financial operations, including budget development, financial reporting, cash management, and fiscal oversight in accordance with state statutes and agency policy.
</li><li>Staff Supervision : Supervise Accounts Payable, Accounts Receivable, and Travel staff by assigning work, monitoring performance, ensuring accuracy and compliance, and supporting training and development .
</li><li>Carryover Management : Manage and monitor carryover funds to ensure accurate accounting, allocation, utilization, and reporting aligned with legislative and agency requirements.
</li><li>Data Analysis : Analyze financial data, expenditures, revenues, and budget trends to support forecasting, strategic planning, and executive-level decision-making.
</li><li>Financial Reporting : Prepare, review, and reconcile financial reports, budget schedules, and supporting documentation for internal leadership, oversight agencies, and external auditors.
</li><li>Advanced Analysis : Conduct advanced financial and budgetary analysis to inform operational decisions and support agency program functions.
</li><li>Year-End Activities : Assist with year-end closing, including budget carryforward calculations, reconciliation processes, audit response preparation, and special financial projects as needed.
</li></ul>MINIMUM QUALIFICATIONS
<ul><li>Bachelor&rsquo;s degree in Accounting, Finance, Business Administration, or a related field [official transcripts required upon hire];
</li><li>Two (2) years of experience in accounting, budgeting, financial analyst or fiscal operations;
</li><li>Or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

Job Description
Basic Purpose :
Positions in this job family are assigned responsibilities for performing advanced level specialized investigations in order to locate, apprehend and return offenders who have escaped the custody of the Department of Corrections. Additional investigations include those related to criminal activities within state correctional facilities, administrative investigations concerning violations of policy by staff, and investigations of facilities to insure compliance with operational procedures concerning inmate security.
Typical Functions:
<ul><li>Plan, conducts and coordinates specialized investigations in order to locate, apprehend and return offenders who have escaped the custody of the Department of Corrections (DOC).
</li><li>Gathers and analyzes information, including interviews of cellmates, associates, relatives, visitors, and DOC employees who had daily contact with the escapee; attempts to identify and interview other individuals who might know the present whereabouts of the escapee.
</li><li>Arrests and returns escapee to the custody of the Department of Corrections upon determining the escapee&rsquo;s location. Testifies in court regarding the investigation, apprehension and return to custody of the escapee for the prosecution on the escape charge.
</li><li>Coordinates and participates in undercover investigations, raids and/or surveillance of persons or targeted locations or establishments where it is believed the escaped offender is present; obtains and executes arrests and search warrants and other court orders; prepares and presents affidavits to District Attorneys and testifies in court on new felony charges that are discovered during fugitive investigations.
</li><li>Assists federal, state, county and city law enforcement agencies with criminal investigations of law violations occurring on Department of Correction&rsquo;s property or those involving department employees, inmates or community supervised offenders.
</li><li>Plans and implements executive protection assignments when investigation reveals legitimate threats made against the Director and/or members of Executive Staff; assignments include but are not limited to: intelligence gathering, static and mobile surveillance, shadow and bodyguard details; provides security for visiting dignitaries.
</li><li>Assists agency Legal Division as requested with ongoing cases, including, but not limited to, surveillance, record inquiries, and service of subpoenas in civil and criminal cases.
</li><li>Maintains a current record system of all escapees at large; maintains various types of equipment in a constant state of readiness; notifies all law enforcement agencies of escapes. Assists agency Legal Division as requested with ongoing cases including, but not limited to, surveillance, record inquiries, and service of subpoenas in civil and criminal cases.
</li><li>Conducts criminal investigations of crimes occurring within a correctional facility, including murder, rape, illegal use of drugs, robbery, theft, arson and fraud; investigates accidents resulting in death or serious injury. Interviews witnesses, suspects, victims and others; secures crime scenes to insure preservation of evidence or clues; marks and tags evidence to maintain chain of custody; prepares appropriate investigative reports; appears and testifies in court.
</li><li>Conducts quarterly inspections of facilities to monitor security procedures; investigates alleged violations of policies and procedures; researches information concerning death row inmates and prepares reports of findings for review by the Governor; monitors inmate mail and telephone calls; maintains custody of contraband seized during security searches; maintains equipment and supplies for urinalysis testing.
</li><li>Collects information in order to conduct an initial assessment and analysis for the purpose of entry into the Department of Corrections (DOC) data systems regarding inmates who would pose a threat within the DOC and/or outside communities.
</li><li>Collects information on threat groups within the Department of Corrections (DOC) which includes criminal street gangs, prison gangs, Mexican drug trafficking cartels, international and domestic terror groups, and other threats within DOC that may also threaten outside communities.
</li><li>Conducts preliminary investigations into individual(s) and groups that are involved in threat matters to determine if full criminal investigations are warranted.
</li><li>Responds to requests for information and assistants from outside law enforcement agencies and others.
</li><li>Develops and presents training seminars on individuals and groups involved in threat matters.
</li><li>Assists in the development of written products which will assist the Department of Corrections (DOC) and law enforcement agencies in identifying individual(s) and groups involved in threats and the identification of tradecraft used by individual(s) and groups.

This is the basic level of this job family where employees are assigned responsibilities for performing a full range of investigations concerning inmate escapes, various crimes, and administrative investigations of policy violations by staff in an assigned institution, facility or area.
Level II:
This is the career level of this job family where employees are assigned responsibilities for a full range of investigations and inspections related to solving crimes committed in a correctional facility, the apprehension of escapees, and violations of agency policies. Responsibilities may include providing training and assistance to new agents in the completion of various requirements. Employees at this level perform work on high profile cases of wide scope and that are complex in nature. Polygraph examinations are also conducted by employees assigned to this level within the Department of Corrections.
Level III:
This is the specialist level where employees serve as a subject matter expert in a specific area of investigations such as crime scene investigations, polygraph, cellular telephone forensics or computer forensics; responsible for more complex and difficult investigations and assignments

 Education and Experience requirements at this level consist of possession of a valid Oklahoma license as a Registered Nurse by the Oklahoma Board of Nursing, recognition as a certified Advanced Practice Nurse by the Oklahoma Board of Nursing, and three years of experience as a Registered Nurse plus one year of experience as an Advanced Practice Nurse. Note: Approval for prescriptive authority requires current licensure in Oklahoma as a Registered Nurse and as a Certified Nurse Practitioner (CNP), Certified Nurse Midwife (CNM), or Clinical Nurse Specialist (CNS) within 30 calendars days of the entry-on-duty date. </li></ul><h1 class="jobSectionHeader">Level Descriptors
</h1>Correctional Officer:
This is the basic level where employees are assigned as correctional officer cadets and receive formal and on-the-job training in security and custody duties and various policies and procedures relating to control and management of inmates. Correctional Officers are also assigned responsibilities involving routine duties as a first level trained security officer in the security, control and custody of inmates in a state adult correctional center after completion of all statutory training requirements and job orientation. This will include the supervision of inmates in a wide variety of situations and activities, which may include supervising inmate work crews at work sites as well as patrolling yards, cell houses, grounds and other areas to control the movements, conduct, work and discipline of inmates. Employees at this level are responsible for interpreting and executing post orders.
Corporal:
This is the career level where employees are assigned responsibilities at the full performance level as a correctional security corporal, for providing security and control of inmates. Assignments are related to maintaining discipline and security among inmates, both within and outside the facility. Incumbents interpret and execute post orders.
<h1 class="jobSectionHeader">Education and Experience
</h1>Correctional Officer:
Education and Experience requirements at this level consist of the statutory requirements contained in Title 57 O.S., Section 510.A.2: &ldquo;a. The minimum age for service shall be twenty (20) years of age. The Director shall have the authority to establish the maximum age for correctional officers entering service and b. possession of thirty (30) semester hours from an accredited college or university; or possession of a high school diploma acquired from an accredited high school or GED equivalent testing program and graduation from a training course conducted by or approved by the Department and certified by the Council on Law Enforcement Education and Training either prior to employment or during the first six (6) months of employment.
Note: Successful completion of the GED test is based upon standards established by the Oklahoma Department of Education. 
Corporal
Those identified for Correctional Officer plus 12 months of experience in correctional or security work for a governmental agency or private corrections agency.
<h1 class="jobSectionHeader">Knowledge, Skills, Abilities and Competencies
</h1>Knowledge, Skills and Abilities required at this level include knowledge of the fundamentals of English usage; of basic math; of reporting writing; of the use and care of firearms; of proper restraint methods and techniques; of self-defense methods; of the methods and objectives of discipline required for inmates under restraint; and of the psychology of inmate behavior. Ability is required to evaluate situations and adopt effective courses of action; to exercise alertness and be able to act quickly and effectively in an emergency situation; to follow oral and written instructions; to gather and organize facts and complete clear, concise reports; to communicate effectively; to establish and maintain effective working relationships; to maintain proficiency with firearms; and to assess and manage conflicts within the inmate population.
<h1 class="jobSectionHeader">Special Requirements
</h1>Applicants/employees in this job family shall be subject to the following additional requirements:
Satisfactory completion of minimum testing or professional evaluation through Human Capital Management to determine the fitness of the individual to serve in the position with written evaluations submitted to the Department of Corrections.
Satisfactory completion of pre-employment and annual physical examination that is consistent with and indicative of the conditions required to perform the job based upon the guidelines established by the Department of Corrections.
Applicants must possess a valid driver&rsquo;s license at the time of appointment in order to perform necessary travel.
Applicants will be subject to drug testing.
Applicants must be willing and able to work any assigned shift or day of the week, and additional shifts as required.
NOTE: Employees in this job classification may be designated as peace officers by the Director pursuant to 57 O.S. &sect; 510 and required to meet the training and screening requirements conducted by the Department and certified by the Council on Law Enforcement Education and Training to include any psychological or physical testing required for eligibility to complete a basic police course or be certified as a peace officer. Training will include physical conditioning, self-defense tactics, and receipt of an application of oleoresin capsicum (OC) spray. (70 O.S. &sect; 3311).
No person who has been found guilty of or pled guilty or nolo contendere to any offense requiring registration under the Sex Offenders Registration Act is eligible for employment as a peace officer. (57 O.S. &sect; 589 (C)).
No person who has been convicted of a crime of moral turpitude who has not received a full pardon from the proper agency is eligible for employment as a peace officer. (70 O.S. &sect; 3311).
No person who has been convicted of a nonviolent felony and who has not received a full pardon from the proper authority, or who has been convicted of any other felony offense, is eligible for employment in this job classification. (21 O.S. &sect; 1283(B)).
No person who has been convicted of a misdemeanor crime of domestic violence, who has not been pardoned for, or had the conviction expunged or set aside, or is subject to a court order that restrains the person from harassing, stalking, or threatening an intimate partner or the partners&rsquo; child or engaging in other conduct that would place an intimate partner or the partners&rsquo; child in reasonable fear of bodily injury and includes a finding that the person is a credible threat; or who has been dishonorably discharged from any branch of the armed services is eligible for employment in this job classification. (18 U.S.C. &sect; 922).
The Department of Corrections has determined that some positions in this job family are safety sensitive as defined by 63 O.S. &sect; 427.8.
