The VRC Trainee performs highly complex (senior-level) case management work in support of the mission, goals and values of the Texas Workforce Commission. The VRC I-Sr VRC performs routine to senior-level vocational rehabilitation work in support of the mission, goals and values of the Texas Workforce Commission. VRC Trainee to Sr VRC applies critical thinking skills and sound decision making in performance of routine rehabilitation work in the Vocational Rehabilitation (VR) program.</p><p>
This program assists eligible individuals with disabilities to prepare for, retain, obtain and/or advance in competitive, integrated employment and includes assisting students with disabilities to transition successfully from high school to postsecondary education and employment. The ideal candidate will perform work using the applicable policy, guidance, and the electronic case management system. The VRC is hired by the VR Supervisor with the approval of the VR Manager, and works independently, with moderate to minimal supervision by the VR Supervisor.</p><div>
GENERAL DUTIES:<br>
<ul><li>Assists eligible individuals with disabilities to prepare for, retain, obtain and/or advance in competitive, integrated employment and includes assisting students with disabilities to transition successfully from high school to postsecondary education and employment.</li><li>Develops and maintains relations with community referral sources, businesses, employers and schools.</li><li>Collects and analyzes all information necessary to make an accurate eligibility decision (e.g. medical, psychological, school records, employment records, etc.).</li><li>Assists the customer in choosing an appropriate employment by analyzing information to determine the customer&rsquo;s strengths, resources, priorities, concerns, abilities, capabilities and interests, and matching that information to the current job market.</li><li>Works with the consumer to develop a plan of services designed to achieve the consumer&rsquo;s identified employment goals.</li><li>Ensures timely, cost-effective provision of services and consumer progress toward achievement of their employment goal.</li><li>Develops and implements a process leading to successful job placement.</li><li>Applies best value purchasing practices and uses available, comparable benefits and services to ensure effective use of public funds.</li><li>Performs other duties as assigned.</li></ul></div><p>
PREFERRED QUALIFICATIONS:<br>
Master&rsquo;s degree with major in Rehabilitation Counseling or Clinical Rehabilitation Counseling from an accredited college or university;<br>
OR master&rsquo;s degree with major in counseling or related degrees such as Special Education, Social Work, Psychology, or Human Services from an accredited college or university plus one-year related work experience.<br>
OR Master&rsquo;s degree with any other major plus two years related work experience;<br>
OR Bachelor&rsquo;s degree with a major in vocational rehabilitation from an accredited college or university plus one-year related work experience;<br>
OR Bachelor&rsquo;s degree with major in Counseling, Education, Social Work, Sociology, Psychology, or Public Health from an accredited college or university plus two years related work experience;<br>
OR Bachelor&rsquo;s degree with any other major plus three years related work experience.</p><p>
MINIMUM QUALIFICATIONS:<br>
Bachelor's Degree in a field of study reasonably related to vocational rehabilitation, such as vocational rehabilitation counseling, social work, psychology, disability studies, business administration, human resources, special education, supported employment, customized employment, economics, or another field that reasonably prepares individuals to work with customers and employers. No experience required.</p><p>
All levels:<br>
Depending on required qualifications and experience, a Vocational Rehabilitation Counselor (VRC) vacancy may be filled at any level from a VRC Trainee to Sr VRC. Factors such as education, credentials, and previous experience with the agency will be considered when establishing the hiring level and starting salary. Experience as a Vocational Rehabilitation Counselor must be in accordance with the career ladder requirements of the agency. Related work experience is defined as case management, counseling, job placement and general knowledge of disabilities.</p><p>
Applicants selected who do not have a master&rsquo;s degree in Rehabilitation Counseling or CRC certificate or LPC credential will be required to meet the CSPD educational requirements within a time frame established upon employment. This will entail taking specific courses that focus on the professional role of a Rehabilitation Counselor. When advancing from the VRC Trainee to the VRC I level, the individual must have 1 year of paid or unpaid experience working with people with disabilities.</p><p>

These positions involve up to 30% travel, and method of transportation is the responsibility of employee. Counselors are required to travel to reach their assigned consumers on a regular basis. To support our mission, we are looking for a Vocational Rehabilitation Teacher I-IV to join the Vocational Rehabilitation Department team. This position is located at 12148-B Gulf Freeway, Houston, TX.<br>

The Vocational Rehabilitation Teacher I-IV performs entry level to highly complex (senior level) rehabilitative instructional or training work in the Agency&rsquo;s Vocational Rehabilitation field offices, customer homes, and other training locations. Work involves planning, organizing, conducting or may coordinate educational and training programs. May mentor and advise others. Works under close to limited supervision, with minimal to moderate latitude for the use of initiative and independent judgment. The ideal candidate will have good communication skills, both orally and in writing. This position requires participation in agency-sponsored training to learn to read and write uncontracted and contracted Braille.</p><div><br>
GENERAL DUTIES:<br>
<ul><li>Provides training consistent with the agency's employment lifestyle philosophy, individually and in groups, in the areas of emotional adjustment to blindness, travel skills, independent living skills, communication skills (including Braille), support systems, adaptive technology aids and equipment, and vocational training.</li><li>Prepares or may oversee the preparation of in-house reports and supply requisitions.</li><li>Participates in the planning and teaching of group skills training and group classes for customers and staff.</li><li>Reviews and evaluates or may oversee the evaluation of customer case files in order to provide and coordinate vocational rehabilitation services using the electronic case management system.</li><li>Works with Regional Employee Assistance Team to build quality relationships with businesses to provide career opportunities for customers.</li><li>Works collaboratively with other professional staff in assessing customer readiness and skill needs in planning and delivering necessary rehabilitation services.</li><li>Assists in developing or may develop and maintain community resources and provides information and referral sources which support customers&rsquo; rehabilitation outcomes.</li><li>Assists in the preparation of or may prepare and maintain case documentation of teacher services.</li><li>Provides consultative services and technical assistance with other interdisciplinary team members in evaluating and developing the customers&rsquo; individualized plans for rehabilitation.</li><li>May participate in training conducted for staff development or in the preparation of training programs.</li><li>As a VRT IV, may serve as team leader working with the rehabilitation assistant or may direct staff or external organizations in conducting specialized casework regarding research and demonstration projects or activities.</li><li>May provide training and mentoring to other vocational rehabilitation teachers and assist in monitoring documentation of case service delivery.</li><li>Performs other related work as assigned.</li></ul><br>
MINIMUM QUALIFICATIONS:<br>
<ul><li>VR Teacher I: Six months of experience in positions that provided knowledge of training methods, techniques, and materials as related to individual development, education, and training programs; or in positions that provided knowledge of agency operation or programs which included giving group presentations.</li><li>VR Teacher II: One year of experience in positions as described above.</li><li>VR Teacher III: Two years of experience in positions as described above.</li><li>VR Teacher IV: Three years of experience in positions as described above.</li><li>Relevant academic credits may be applied toward experience qualifications for this position.</li></ul></div><div><br>

<ul><li>VRT I: Graduation from an accredited four-year college or university with major course work in psychology, sociology, education, or a related field. Twelve semester hours of graduate study from an accredited college or university will satisfy the minimum qualifications.</li><li>VRT II-IV: Graduation from an accredited four-year college or university with major coursework in rehabilitation, psychology, sociology, social work, education, or a related field, plus one, two, or three years (depending on classification level) of full-time qualifying experience in positions that provided knowledge of alternative training methods, techniques, and materials as related to individual development, education and/or training programs; or which included giving group presentations in everyday living, vocational, and/or employment settings; or social and rehabilitative services work teaching and counseling persons with disabilities.</li><li>VRT II-IV: A Master&rsquo;s degree or a Master&rsquo;s degree plus one or two years (depending on classification level) of full-time qualifying experience in Rehabilitation, Psychology, Sociology, Social Work, Education, or a related field will satisfy the minimum qualification.</li><li>For VRT I-IV: Qualifying experience may be substituted for education on a year per year basis (for each year, 30 semester hours of the required college).</li></ul></div><p>

The Texas Workforce Commission (TWC) is seeking several Associate Reviewing Attorneys (ARA&rsquo;s) to join the Agency&rsquo;s Commission Appeals Department, a division of the TWC&rsquo;s Office of General Counsel. The department is located in Austin, Texas, but ARA&rsquo;s are eligible to work from anywhere in the State of Texas. The selected candidate must be able to maintain a reliable and consistent work schedule and be available for weekly meetings and group collaboration either in the office or via Microsoft Teams during regular business hours.<br>

WHO YOU ARE:<br>
You have ability to meet strict production deadlines, foster a positive team attitude, demonstrate strong attention to detail with high volume work, and the ability to handle multiple priorities. As an ARA in Commission Appeals, you will join a select team of self-motivated legal professionals who value having an immediate impact on the citizens and businesses of Texas while working in a positive work environment.</p><p>
No litigation skills or experience are required. This is a non-litigation position with no employment connection to our primary customer, the Commission offices. An Associate Reviewing Attorney performs entry-level to routine (journey-level) legal work, listening to approximately 18 to 20 recorded hearings per week, extracting relevant facts from testimony and evidence, and drafting written summaries (not transcripts) and other documentation for consideration by the Commissioners and their staff on a weekly cycle. Recommendations conform to existing law, the Texas Unemployment Compensation Act, Texas Payday law, and Commission precedent. The Agency provides legal resources, with minimal need for outside legal research. Our Attorneys may also conduct informal, telephonic hearings in accordance with agency guidelines. ARA&rsquo;s work under moderate supervision, with limited latitude for the use of initiative and independent judgment. They excel in working independently, but also routinely share ideas to facilitate rapid problem solving and consistency of recommendation. We foster a collaborative, small-team environment, a positive attitude and high quality and timeliness expectations. Many of our Attorneys have been with the department for many years.</p><p><br>
WHAT YOU WILL DO:<br>
The Associate Reviewing Attorney (Attorney I) performs entry-level to routine (journey-level) legal work. Work involves examining and preparing legal documents in a timely fashion, rendering legal advice and counsel, conducting hearings, and assisting in preparing cases for agency resolution. There is no direct involvement with litigation. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.</p><div><br>
YOU WILL BE TRUSTED TO:<br>
<ul><li>Interpret laws and regulations related to programs administered by TWC.</li><li>Review legal sufficiency of appeals.</li><li>Draft and review legal case summaries and other work product before release to other offices.</li><li>Complete work in a timely fashion.</li><li>Analyze recorded testimony and documentary evidence developed at lower&ndash;level, informal, administrative hearings relating to programs administered by TWC, including Unemployment Insurance (UI) and Payday/Wage Claims.</li><li>Summarize relevant facts and make timely recommendations for the resolution of each case.</li><li>Ensure that recommendations conform to existing law, including TUCA, Texas Payday law and Commission precedent.</li><li>Prepare a decision for each case in conformity to existing law &amp; Commission precedent.</li><li>Prepare correspondence related to such cases.</li><li>May conduct ordered hearings.</li><li>May participate in Rapid Process Improvement (RPI) initiatives.</li><li>Perform related work as assigned.</li></ul></div><div><br>
YOU ARE A GREAT FIT WITH:<br>
<ul><li>Experience and/or knowledge of Texas Payday law</li><li>Experience and/or knowledge of the Texas Unemployment Compensation Act</li><li>Prior experience conducting informal, administrative hearings</li><li>Experience as a briefing attorney</li><li>Experience drafting case digests</li><li>Concise writing style</li><li>Demonstrated ability to effectively manage time and accomplish multiple, competing tasks under pressure</li><li>Ability to adapt rapidly and professionally to unanticipated instructions or requirements</li><li>Experience and/or knowledge of legal principals, practices, and proceedings and of laws, regulations and rules related to TWC</li><li>Prior experience and/or knowledge of Commission Appeals policies and procedures</li><li>Demonstrated ability to efficiently identify and summarize relevant facts, apply logical analysis, and draft legal documents in a timely fashion</li><li>Ability to interpret and apply laws, and use legal reference materials</li><li>Ability to work in a team environment, multi-task and work well under pressure while meeting department and agency set deadlines</li><li>Skill in communicating effectively orally and in writing</li><li>Excellent typing skills of 50 words per minute</li><li>Meticulous eye for detail</li><li>Experience using Microsoft Word</li><li>Ability to adapt and willingness to learn</li><li>Personal pride in a job well done for the benefit of others.</li></ul></div><div><br>
