Provide administrative support of the subrecipient grant process including designing/developing policies and procedures necessary to comply with Federal and State regulations. Provide direction and assistance to spending unit staff regarding policies and procedures related to subrecipient grants, resolution of issues and corrections that need to be made to agreements. Review and approval of subrecipient grant agreements and change orders to qualifying service providers, local counties, communities and other political subdivisions, and inter/intra agency agreements in conjunction with the Office of Grants Management.</div><br>

<div><h2 class="jobSectionHeader"><b>Minimum Qualifications</b></h2></div>
<div><p><b>Training: </b>Graduation from an accredited college or university. Preference may be given to candidates with a major in the area of public or business administration, accounting, industrial relations, communications or related field.</p><div><b>
Substitution: </b>Additional qualifying experience as described below may be substituted on a year-for-year basis for the required training.<br>
</div><b>
Experience: </b>One year of full-time or equivalent part-time paid employment in a technical or advanced clerical position providing administrative services such as accounting, budgeting, project monitoring and reporting, personnel, or procurement and property. Experience must have been at the Office Assistant 3 or Accounting Technician 3 level or higher.<div><b>
Substitution: </b>Successful completion of graduate study in an accredited college or university in one of the above fields may be substituted for the required experience on a year-for-year basis.</div></div></div></div><p></p>

Administrative Services Assistant 1

Under general supervision, independently performs full-performance level professional duties in general accounting, auditing, and financial analysis for the Division of Compliance and Monitoring within the West Virginia Department of Health and Human Resources, Office of Internal Control and Policy Development. Applies internal procedures to ensure that the OSA and its recipients of grant awards are complying with applicable federal, state, and professional rules, regulations, and standards. Other duties as required.</p></div><br>

<div><b>Training: </b>Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.</div><div><b>

Experience: </b>Two (2) years of full-time or equivalent part-time paid experience in professional accounting, statutory accounting or auditing work.</div><div><b>
OR</b></div><div><b>
Substitutions: </b>(1) Master's degree in accounting may substitute for the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and required experience.</div></div><br>

Accountant/Auditor 3

<div><div><div><h2 class="jobSectionHeader"><b>Nature of Work</b></h2></div>
<div><p>Under limited supervision, this position performs advanced accounting and auditing functions for the Office of Accounting. This role serves as a primary liaison for vendor relations, resolving complex payment disputes through account reconciliation and financial research. The incumbent is responsible for identifying procurement and posting errors within wvOASIS, preparing necessary adjusting entries as well as providing high-level analytical support. Furthermore, this position plays a role in the implementation of the wvOASIS travel system by assisting Accounts Payable staff with the development of policies, interpretation of procedures , and generating critical financial reports.</p></div><br>

<p></p><div><div><b>Training: </b>Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.</div><div><b>

Experience: </b>Four (4) years of full-time or equivalent part-time paid experience in professional accounting, statutory accounting, auditing work, forensic accounting, public accounting, investigative and/or forensic auditing, certified fraud examining, or other directly related accounting.</div><div><b>
OR</b></div><div><b>
Substitutions: </b>(1) Master's degree in accounting may substitute for two (2) years of the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and two (2) years of the required experience.</div><div></div><div><br>
Preference will be given to applicants holding a Certified Fraud Examiner (CFE), Certified Forensic Accountant (CFA), Certified Valuation Analyst (CVA), or applicants who have completed a graduate certificate program in forensic accounting and fraud investigation.</div></div><br>

Patients are individuals with fairly common and varied health problems who need information or support to regain and maintain health. Work requires preventive, habilitative or rehabilitative interventions. Nursing interventions may be adapted from established nursing practices with predictable outcomes. Works independently with other health professionals; may serve as leader of a nursing team of licensed and unlicensed personnel. May serve as a charge nurse at a less diverse local health department or with shift responsibility for a single nursing unit. Shift work may be required. Travel may be required.
